SUMMARY STATEMENT:
On January 12, the Council reviewed the DRAFT McCall City Needs Assessment and Conceptual
Facilities Plan Options, prepared by CH2M HILL. Four options to meet the City's space needs
were identified:
Option 1: Lease to meet City departmental growth needs
Option 2: Improve/Expand buildings on existing City Hall site
Option 3: New Campus on existing City Hall site
Option 4: New Campus on existing City -owned or acquired site; sell City Hall site
Council requested that staff identify other debt and capital needs. Attached is a very preliminary
summary of existing debt and potential capital expenses. In many cases, the costs are directly
from, or derived from, existing, adopted plans. In other cases, these costs come from preliminary
staff estimates, with no public or Council involvement. Some of the projects on the list have been
approved by the Council; some of the projects are concepts which staff is pursuing. The source of
the estimated cost is identified. Potential funding sources are also identified.
This is not a capital improvement plan. This summary is a `snapshot' of projects being discussed.
RECOMMENDED ACTION:
Provide direction to staff regarding which facility option(s) to further develop.

SUMMARY STATEMENT:
CH2M HILL has been tasked with preparation of a Facilities Master Plan adequate to provide a
decision making framework for future city facilities growth and modifications. They surveyed
existing facilities, interviewed department heads to define current and future people and space
needs, developed the needs data into a usable planning matrix, and prepared conceptual facility
plan options based on those needs. The golf course, airport and public works departments were
not included in this scope of work. The attached DRAFT McCall City Needs Assessment and
Conceptual Facilities Plan Options is the result of those efforts.
