ENABLING RESOLUTION AUTHORIZING A GRANT APPLICATION
WITH THE STATE OF NEW JERSEY, DEPARTMENT OF ENVIRONMENTAL
PROTECTION/GREEN ACRES PROGRAM FOR THE
CARTERET PARK DEVELOPMENT PROJECT
WHEREAS, the Borough of Carteret desires to apply for and obtain a grant from the
New Jersey Department of Environmental Protection/Green Acres for $516,000.00 for
the Carteret Park Development Proj ecL
BE IT THEREFORE RESOLVED,
1. that the Borough of Carteret does hereby authorize the application for such a
grant; and
2. recognizes and accepts that the Department may offer a lesser or greater amount
and therefore, upon receipt of the grant agreement from the New Jersey
Department of Environmental Protection/Green Acres, does further authorize the
execution of any such grant agreement; and also, upon receipt of the fully
executed agreement from the Department, does further authorize the expenditure
of funds pursuant to the terms of the agreement between the Borough of Carteret
and the New Jersey Department of Environmental Protection.
BE IT FURTHER RESOLVED, that the persons whose names, titles, and signatures
appear below are authorized to sign the application, and that they or their successors in
said titles are authorized to sign the agreement and any other documents necessary in
connection therewith:

Dear Mr. Norbut:
Enclosed please find two revised Green Acres Project Agreements, which wi1) be used to set up the
account for this project. Please review the agreements for accuracy, and have both executed as follows:
1. Page 10 is to be dated and signed by the Borough attorney and the chief executive officer.
The person who signs must be specifically designated in the ~nabling resolution adopted
per item 4 of this letter.
2. The top of the Declaration of Encumbrance page is to be signed by the official designated
in the resolution, witnessed by the local unit attorney, and certified by the local unit clerk.
The Declaration of Encumbrance must reference the ROS! updated as per item 3 of this
letter.
The Borough must provide an updated Recreation and Open Space Inventory (ROSI) as
pcr the enclosed memorandum. For your convenience, I have endosed a blank ROSI
f011I1. I can email a digital copy ofthe ROSI rorm in Microsoft Word formal upon request.
Carteret Borough must adopt an tnabling Resolution using the exact language of the
enclosed sample, and return it with the agreements.
Also ellClosed is a Green Acres Account Iaformation form. To access funding for this project, Carteret
Borough must establish a separate, non-interest-bearing bank account. If th.: Borough has undertaken
more than one Green Acres funded project, a single account may be established to receive all Green Acres
project disbursements. Grant payments will be mailed to the Borough in the form of a check that must be

deposited into this account. Loan disbW'Sements wì/l be transmitted by wj..e transfer directly into this
account. We caution you that, by regulation, the account must be non-interest bearing, may only be used
for Green Acres projects, and will be subject to DEP audit.
Please bave the Chief Financial Officer complete the enclosed Cer1ifieatiOIJ of Debt Reportiog, and
return it to my attention. This document is required for review and evaluation of loan repayments.
Upon receipt of these documents, we will open an account for Carteret Borollgh. The prompt return of
the executed Green Acres Project Agreements will help to e,¡pedite setting up this account.

APPROVED PROJECT SCOPE:
Carteret Borough proposes improvements to a 1.8 acre pond within Carteret Park. Proposed improvements
include repair of pond edges through soil stabilization and revegetation and removal of sediments through
dredging. The Borough is also proposing installation of a low wall around the pond as well as upgrades to
existing walkways, lighting, landscaping, and seating.
