SUMMARY STATEMENT:
The firm of UNAVCO approached the airport manager over a month ago about the possibility of
installing a GPS monitoring device (Earthscope) somewhere on the airport. Airports are common
locations for such installations since they typically offer a wide field of view for best satellite
reception. This station will be one of 2000 units tied to a system of earthquake and volcanic
monitoring.
The firms engineer spent time with the airport manager (a former geologist) and a suitable site
was found. The unit comes with its own solar power panel. The firm will pay the city a one time
payment of $1500 for a 15 year easement permit. They have forwarded the necessary forms,
the permit agreement which has been slightly modified by the city attorney (attached), and, the
FAA Form 7460 which has been reviewed by the airport engineer and will be forwarded to the
FAA for annotation to the ALP. This installation has been reviewed and approved by the AAC.
The Earthscope Project is an ambitious national scientific undertaking to better understand the
structure of the North American continent and to aid in volcanic and earthquake predictions. The
City of McCall would be honored in sharing in this undertaking.
RECOMMENDED ACTION:
Recommend that the Mayor sign the attached easement permit agreement with UNAVCO.
