SUMMARY STATEMENT:
On December 27, 2005 Joyce Jones phoned about high water usage and requested a leak
check. There was in fact a leak and Ms. Jones was sent a Request for Leak Adjustment form. A
leak adjustment for $72.78 was approved and posted to her account in February 2006. Ms.
Jones' MXU battery for electronic read of the water usage was dead and did not read from
December 2005 through April 2006. The utility billing software is programmed in these
incidences to estimate the usage based on the same month's usage 12 months prior. The
software didn't estimate any usage and the customer was billed water and sewer base rate with
zero usage for December through April. The MXU battery was replaced by the PW crew in May
2006. With a new battery the meter read at the end of May showed a usage of 1,021,000 gallons
on the June statement and the customer received a bill for $888.11. Please refer to the attached
packet for additional background information.
RECOMMENDED ACTION:
Deny the appeal of the 2nd leak adjustment denial, affirming the staff decision.
