HomeMy Public PortalAboutM 2009-01-20 - LRALYNWOOD REDEVELOPMENT AGENCY REGULAR MEETING JANUARY 20, 2008 The Lynwood Redevelopment Agency of the City of Lynwood met in a regular meeting in the Council Chambers, 11330 Bullis Road on the above date at 5:16 p.m. Vice Chair Castro presiding. Members Castro, Morton, Flores and Rodriguez were present. Chair Santillan was absent. Also present were Executive Director Haley, Agency Counsel Galante, City Clerk Quinonez and Treasurer Alatorre. City Clerk Quinonez announced that the Agenda had been posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS (Agenda Items) (None) PUBLIC ORAL COMMUNICATIONS (None) ~" CONSENT CALENDAR All matters listed under the Consent Calendar will be acted upon by one motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Agency or staff request specific items to be removed from the consent calendar for separate action. City Attorney Galante pulled item #3 - AWARD OF CONTRACT TO SWAYZER'S INC. FOR PROPERTY MAINTENANCE OF AGENCY OWNED PROPERTIES After discussion it was moved by Member Rodriguez, seconded by Member Flores to approve the minutes and adopt the resolutions. Regular Meeting of December 2, 2008 • Regular Meeting of December 16, 2008 Item #2 RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY ~ OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS. ~ RESOLUTION NO. 2009.002 ENTITLED: RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS THEREFORE. Item #4 RELEASE OF RFP FOR THE FIVE YEAR REDEVELOPMENT IMPLEMENTATION PLAN Staff respectFuily requests that the Lynwood Redevelopment Agency approve the refease of a Request for Proposals for the Five Year Implementation Plan, in order to receive proposals from qualified firms, that may assist in preparing the Plan for Project Area "A" and the Alameda Project Area. ROLL CALL AYES: MEMBERS CASTRO, FLORES, MORTON AND RODRIGUEZ NOES: NONE ABSTAIN: NONE ABSENT: MEMBER SANTILLAN Item #3 AB 1389 COMPLIANCE ON ERAF PAYMENT AND PASS THROUGH PAYMENT RESOLUTION NO. 2009.003 ENTITLED• A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD APPROVING THE USE OF UNAPPROPRIATED PROJECT AREA TAX INCRMENT FUNDS TO PAY FOR PASS-THROUGH UNDERPAYMENTS AND TO PAY INTO THE EDUCATIONAL REVENUE AUGMENTATION FUND (ERAF) TO COMPLY WITH AB 1389. This item was pulled by City Attorney Galante. He stated the Lynwood Redevelopment Agency staff met this morning with the consultant HDL to clarify how much money the Redevelopment Agency is required to pay through the statutory passthrough requirements to the entities such as the school district and other taxing entities and a clarification that causes the amount provided in the report to increase substantially. The passthrough payment increased to $559,096, because previous passthrough payments were not made. He stated that the Agency has an opportunity to make the payments before February 1, '~', 2009 without penalty. Vice Chair Castro confirmed with the City Attorney that the payment increase would be from $322,913.26 to $559,095.54. Member Rodriguez stated that he was under the impression that the Agency had until November 2008 to make the ERAF payment. City Attorney Galante stated that there was an amendment and that the Redevelopment Agencies, throughout the state were granted an extension until the deadline of May of 2009 to make the ERAF payment, through adopted emergency ~egislation. After discussion it was moved by Member Rodriguez, seconded by Member Flores to adopt the resolution.
