TAYLOR This is to confirm that at the Public Hearing held on June 20, 1997 by the Town Commission, your Application for Development Approval to permit the demolition of the structures located at 3120 Gulfstream Road and to construct a two - story, single family dwelling and accessory structures at the same location was considered. Approval was granted for the demolition of the existing structures and a Land Clearing Permit was approved based on the material submitted with the condition that all plant material to be saved or relocated be adequately protected during construction. A Level 3 Architectural/ Site Plan Review was approved based on the plans and documents submitted with the condition that the roof railing is eliminated from the design. The applicant, Mark Pulte of Mark Timothy, Inc. as agent for Ocean Breeze Limited, contractor purchaser, is seeking approval to demolish an existing single family home and construct a new home and accessory structures on a parcel of property described as Lot 21 of the Gulf Stream Properties subdivision. The nature of the request requires a recommendation to the Town Commission on a Land Clearing Permit and Level 3 Architectural/ Site Plan Review. No other Board actions are required. Project Description Proposed Demolition The applicant proposes to demolish the existing one -story home, which is approximately 1,970 square feet in size. The home has painted, unfinished concrete block walls and a flat, white cement tile roof. The only other improvements, the driveway and rear patio, also will be demolished. According to the applicant, demolition will begin shortly after receiving Town approval followed immediately by construction of the new house. The existing home was not identified by the 1990 Historic Site Survey as having historic potential. Proposed Home The applicant proposes to construct a two- story, four bedroom, three and half bath home with 3,653 square feet of living area. The total gross floor area including the living area, garage, and covered lanai and entry is 4,482 square feet. There are no atriums or ceiling Architectural Review & Planning Board Members ARPB File #97 -12 May 23, 1997 Page 2 heights above 15 feet The lot is 17,123 square feet which, under the Sliding Scale FAR, can accommodate up to 4,486 square feet, or 4 square feet more than what is proposed. The design of the home is of no particular architectural style, but it does share many of the same elements as the Gulf Stream - Bermuda. Design elements include: a white flat cement tile roof; smooth stucco walls with corner quoins in the front; casement windows with muntins; pronounced window sills and lintels; louvered shutters; and a three -panel front door with glass sidelights. Other design features include: sliding French doors in the back; a bay window in the front with arched windows; a decorative roof railing; a shuttered attic dormer over the garage with a window box; and a two- window roof dormer for the second floor on the north side of the house. The proposed home has a first floor elevation of +11' -8" feet NGVD. Eave lines are 10'-4" for most of the home with the exception of the roof area over the living room in the back where the eave reaches 13' -4 ". The primary north -south roof is capped with a small flat deck at a height of 23' -5 ". Likewise, the primary east-west roof area also dies into a small flat deck set at the same height Most sloped roof areas have a 9/12 pitch, with the exceptions of the roof over the front entry porch and roof dormer where the slopes flatten out to a 3/12 pitch. Other proposed improvements to the site include a pool and paver block deck area in the rear and a paver block driveway in the front. The driveway leads to a front-facing, two - car garage with a single arched door. The proposed first floor elevation is the same as the existing home; thus, no fill will be needed. In fact, the applicant proposes to lower the existing grade at the rear of the property in order to have the pool deck lower than the floor of the house. Existing perimeter hedges will be maintained on both sides of the lot in addition to several specimen shade trees and palms as shown on the Landscape Plan. Stormwater retention requirements will be met with a combination of swales and French drains. Sanitary sewage requirements will be met with an on -site septic system located in the rear of the property. Architectural Review & Planning Board Members ARPB File #97 -12 May 23,1997 Page 3 Land Clearing Permit Chapter 58, Article VI of the Town Code of Ordinances provides criteria for the issuance of a Land Clearing Permit In general, a Land Clearing Permit is required for both the removal of significant vegetation and the addition of fill. As discussed, little, if any, fill will be needed to accommodate the proposed first floor elevation. In addition, most perimeter plant materials will be saved and the few significant specimen trees in the interior will be relocated. Based on the information submitted by the applicant, staff finds the proposed vegetative relocations /removals and addition of fill to be consistent with all applicable Land Clearing permitting criteria with the condition that all material to be saved or relocated be adequately protected during construction. Level 3 Architectural/Site Plan Review Chapter 66, Article V.1. of the Zoning Code enumerates the 12 standards applicable to applications for a Level 3 Architectural /Site Plan Review. These standards include consistency with all applicable sections of the Gulf Stream Design Manual, including those for demolition. Based on the materials submitted by the applicant, staff finds the project consistent with all applicable standards, including those contained in the Gulf Stream Design Manual. However, staff suggests the applicant and Board consider the removal of the roof railing and the lowering of the living room eave to 12 feet Although the house does have two floors, the use of a side - facing dormer gives the home a one -story appearance. With a height of 23.5 feet and a pitch of 9/12, the roof already has a great deal of visibility. With the railing, it is staff s opinion that the appearance of the roof would be unnecessarily magnified. Staff also believes the living room eave height is slightly out of scale with rest of the house and should be lowered to 12 feet to improve the scale and overall appearance of the rear of the home.
