The motion passed unanimously. Approval of Regular Meeting Minutes Mr. Wheat moved and Ms. Patterson seconded to approve the minutes from February 8, 2022, regular meeting as written. The motion passed unanimously. Old Business A. Historic Preservation Commission Work Session The work session will take place immediately after the regular meeting. New Business A. West Main Phase II Survey Project and the Historic East Re-Survey Project Ms. Senzee introduced Mr. David Taylor. Mr. Taylor is consulting on the West Main Phase II Survey Project and the Historic East Re-Survey Project. Mr. Taylor is a historic preservation consultant from western Pennsylvania. Mr. Taylor has been doing this since the 1970s from Connecticut to North Carolina, Missouri to Kentucky. This project was funded through a Certified Local Government grant (CLG). The CLG program is administered by the Historic Preservation office. Every year, states receive funding from the National Park Service to perform historic preservation activities within their state. They are required to pass through 10% of their federal grant to Certified Local Governments, such as the City of Jefferson. Then the local governments regrant and make contracts to do various historic preservation activities. This particular grant was a survey of two fairly large areas in the City of Jefferson. The first one was a re-survey of the east side from a 1992 survey, and the other is phase two of the W. Main Street Area that runs from Havana St. out to the Waterworks, for a total of about 700 buildings. Mr. Taylor spent three days photographing buildings in the area for a total of 778 photos. Investigating the character of the properties. Historic Survey forms must be filled out for each property. He will be turning in a stack of forms for each of the properties within these two districts and will identify National Register properties with historic significance. Mr. Taylor will produce a report with a series of recommendations, which will include things like additional survey work, looking at areas in terms of National Register designation, and perhaps at individual properties that could be listed in the National Register. Mr. Taylor explained that the National Register carries with it no restriction on private property rights. It would not affect property rights but would make available significant tax benefits for the rehabilitation of historic properties. These are strong incentives to encourage the rehabilitation of historic properties. Historic is defined as fifty years old or older. Mr. Taylor stated that two very interesting properties are the old shoe factory and the old Simonsen structure. Ms. Patterson asked if the City had looked at the “little triangle area” where West Main and High intersect. This area is outside of the West Main Phase II Survey map. However, Ms. Senzee explained that the City has not gotten to this area yet. The City is trying to look at as many properties as possible in the survey area to make it manageable. Ms. Senzee explained that there are usually 150-200 properties in a survey area. B. Historic Context- Rory Krupp Mr. Krupp explained that he is working on the Historic Context project for the City. The Historic Context will provide a history of how the City developed and how “we got here”. The Historic Context will examine the whole city, and why we see what we see today around us. Mr. Krupp explained that there are a lot of interesting features downtown and there is a pretty wide range of interesting features in close proximity. Mr. Krupp stated that both of his advisors are from Missouri and they gave him very interesting reading lists. Mr. Krupp said he has contacted Lynn Morrow, former archivist for Missouri, who also gave him a reading list to help him fill in some of the gaps. Mr. Krupp will be in Jefferson City from March 8-15th. He will do research this week. He will definitely be back to continue. Mr. Krupp said the finished product will provide insight on how to prioritize buildings and neighborhoods in the historical sense. Mr. Krupp said the context will also touch on economic development suggestions, what structures are in danger and what structures should be saved immediately, developmental patterns, examine transportation patterns and educational institutions. Ms. Deetz asked if Mr. Krupp found anything interesting so far in his research. Mr. Krupp stated that he found the 1949 Cholera Boat interesting. He thought there may have been two of them but is not sure. Mr. Krupp asked, “Where did they bury the bodies”? Mr. Krupp is interested in the recent annexations. What areas got picked to annex and why. This is part of the broad history. Other Business A. Code Revision Committee Update Ms. Deetz explained that the Code Revision Committee met on March 3rd and started working on updates to the code. The committee reviewed code about local historic districts and landmarks, specifically the landmark awards. The committee determined that the Landmark Awards would be an honorary award. The Landmark Award would not place restrictions on properties that are awarded. Ms. Deetz stated that the committee made good progress in reviewing the code. Another update brought forward was that the percentage of property owner signatures required for local historic districts will be lowered to 33% instead of 75%, which will make it easier to obtain property owner signatures to proceed with the formation of a local historic district. Councilwoman Ward and Ms. Deetz stated that there are a lot of property owners that live out of town. B. Preservation Month-May 2022 Ms. Senzee stated that the tentative work session would allow the commissioners to discuss Preservation Month activities more in-depth. C. Missouri Preservation Conference- June 13-15, 2022 The state preservation group will be here next week. D. Certified Local Government Coordinator Ms. Senzee stated that a letter was received two weeks ago stating that the City’s Certified Local Government Coordinator, Kelsey Matson, has taken a position close to her home, so we do not currently have a Certified Local Government Coordinator with the SHPO. Ms. Senzee explained that Communication with the SHPO may be a little more difficult as a new CLG coordinator has to be hired. Public Comment No public comments. Dates to Remember A. The second item that was addressed is the Commission's role in working with city staff, moving forward into the future. What role does the commission want to play in the three current grants? What does this commission want to be? Ms. Deetz outlined upcoming activities of the Historic City of Jefferson to provide some ideas for the Historic Preservation Commission. She said the Salvage Shop received a $10,000 grant from DNR to expand their salvage operations. They are taking on eight counties to keep historic features from going to the landfill. The shop is open on the third Saturday of the month. They will also be having workshops on those days. The workshops will cover topics on how to utilize salvage doors and refurbishing furniture, as opposed to dumping it in the landfill. HCJ has also asked a couple of contractors to come in to show how to cut tile and other construction practices. The Homes tour this year will be in September and will be on Capitol Avenue. There are going to be workshops during the Homes tour. HCJ is trying to make it more interactive. HCJ will be holding its annual luncheon on May 22. Ms. Deetz will let the Commission know the details when they are determined. The Volunteer Award, Pioneer Award, and Gregory Stockard Award will be given out during the luncheon. Ms. Patterson agreed. Why reinvent the wheel when another organization is already working on things and we can work in tandem with them? HCJ is looking for workers for the Salvage Shop so it can open more than one day a month. Ms. Patterson – Maybe the commission could work on a clean-up day at one of the city-owned cemeteries in honor of Historic Preservation Month? This would be an investment of time and sweat equity. Ms. Senzee brought up the Historic Preservation Plan as a reminder of the powers that the commission holds. Ms. Senzee explained that this is why the code revision is so important. If you have a good foundation, then you can draw in your non-profits and your private entities that can use historic preservation as a tool. The Commission should definitely do some outreach. Ms. Senzee verified that all members have a copy of the plan as a tool for their work. Mr. Wheat thought that working at the cemeteries, (cleaning headstones, etc.) would be a good way to get the public involved. He thought this would be a good way to get a lot of citizens involved. He volunteered to contact Nancy Thompson to set this event up. Ms. Deetz stated that she and Councilwoman Ward are working on making changes to the ordinances and it is something the commission can start working on. Ms. Deetz explained that this is the demolition for dangerous buildings and it tells how to get the bids to take down the buildings. There are actually two facets to this: 1) Once it is settled that a building is dangerous and a contract has been set for the demolition, a week can be built-in for a licensed, insured group to go in and do salvage, somebody that would benefit from that salvage; 2) The other one covers dangerous buildings. It is Missouri’s Abandoned Housing Act – Action Item B-27 that says that a non-profit can go to the court and petition it to make improvements to a building. At the end of the process, the owner would either repay the non- profit for the work that has been done or, the court can deed over the property to the non-profit. This is an identified measure in our plan. Ms. Patterson guided the meeting back to Historic Preservation Month in May. She asked that the commission focus on May. She proposed that the commission try a “Did you know?” campaign. This would be a vehicle to get the word out about the code revisions and other actions of the HPC. Ms. Patterson suggested using social media or the newspaper. Ms. Senzee stated that the Commission does have a Facebook page. Ms. Senzee was contacted by Cathy Bordner, who is the previous administrator for the Facebook page. Ms. Senzee will check and make sure the HPC can reestablish a social media page. The HPC discussed each member creating 3-4 “did you knows” and getting them to Ms. Senzee before the April meeting for review. Ms. Patterson proposed going back to the Historic Preservation Plan and pulling items from there so they are not creating things from scratch. Ms. Deetz checked with members about this plan of action and the consensus was in favor of the idea. Mr. Wheat agreed to follow up with the city cemeteries about clean-up efforts for May for Historic Preservation month. Ms. Senzee next discussed the grant cycle for the HPF grant funding. We have until August 31st until the first grant is due and usually around that time is when the next grant cycle opens up. We have already applied for two grants for this next cycle. One of these is a grant for design guidelines. The design guidelines will be a how-to of preservation across the community. It is not going to be for specific design guidelines for local historic districts, even though it will have those as appendices. Design guidelines will be a one-stop-shop for everything preservation, whether you are doing infill development, whether you are doing restorations or demolitions. Basically, taking your old historic neighborhoods and making sure they still have vibrant life in them. Ms. Deetz asked Ms. Senzee who would do this work? Ms. Senzee stated that this work would be contracted out because this is a big project. Ms. Senzee is hopeful that the design guidelines will be incorporated into the code revisions. The other grant is for Phase III of the West Main area. Staff applied for more survey work along West Main last fall. Ms. Senzee explained that the Commission approved of the boundaries. Ms. Senzee explained that surveying all of the West Main areas is going to take time to get done. Ms. Senzee explained that staff likes to use the Paul Bruhn grant as an example. We are working on program development for the Paul Bruhn Historic Revitalization grant and the City a kickoff meeting with the National Parks Service. Ms. Senzee stated Jefferson City was only one of eleven in the country to receive it and there were only two other municipalities, the rest were Historic Preservation Offices or state historical societies. Ms. Senzee stated that the City used Historical Preservation Funds to do the structural survey of 100 properties in the Missouri State Capitol and Old Munichburg historic districts. Ms. Senzee explained that the City completed this project to demonstrate what the City already knew. The City already knew that we had some problems with our structures. Ms. Senzee explained that we knew that we had the problems first and went after the Paul Bruhn grant to help solve the structural issues. Ms. Senzee said if we think about our projects in the long-term cycle, we can plan our activities because it is a three-year cycle. Ms. Deetz asked Ms. Senzee how the Commission could help with this and Ms. Senzee replied that the Commission could help identify the priorities and she thinks that the Historic Context will help identify a lot of priorities in context. Ms. Senzee wants to also start looking at some of the more commercial areas, maybe do a resurvey of downtown, because the last one was in 1976. Ms. Senzee stated that the Commission can think ahead of some of the activities they want to do and plan. Councilwoman Ward stated that the Old Munichburg Association is looking to extend its National Registry area. Councilwoman Ward asked if there are ways we can look at ways to expand that area. Currently, there is the Broadway Street district and the 500 block of E. Dunklin. Ms. Deetz asked Rachel Senzee to send the Commission the GIS links for National Register properties. Ms. Senzee said yes. The City is also working on its GIS layer and eventually implementing it to story mapping. This would let people see what their property used to look like for restoration purposes. Mr. Schaefer thought that the “did you knows” would be a good place to post this information and link so people would know what to go after. Things like, what are the requirements, how do I qualify for a National Register or am I in a Historic District? That is information that would benefit a lot of people. Maybe the Commission could start with an ad in the newspaper pointing out the GIS links and how to get to them. Ms. Deetz encouraged everyone to read through the action items and bring some ideas to the next meeting on how the commission can be more proactive. Ms. Deetz also asked for commissioners to bring back three ideas, for did you knows to the next meeting. Ms. Patterson made the formal motion to adjourn, Mr. Schaefer seconded. Demolition Review: • Structures greater than 50 years old. • Structures designated as a Local Landmark. • Structures listed on the National Register or located within a National Register District. The Building Regulations Division will not issue a demolition permit until the Historic Preservation Commission has approved the Demolition Review Application or the expiration of the 75 day review period, whichever occurs first. Demolition Clearance applications requires a public hearing in accordance with Section 8-47 of the City Code; which is determined by the date of submittal of completed application. The Historic Preservation Commission may request information regarding the state of deterioration or disrepair or structural unsoundness of the structure, and the practicability of rehabilitation. In addition, plans for the preservation or salvage of notable historic or architectural features and historic fixtures. Appeal. Demolition Clearance Applications denied by the Historic Preservation Commission may be appealed to the City Council. A written request for appeal to the City Council must be submitted to the Neighborhood Services Division within 30 days of notice to applicant of the Historic Preservation Commission decision. Conditions. The Historic Preservation Commission or City Council may impose conditions on the approval of a Demolition Clearance Application that may include, but not limited to: a. Salvage or preserve notable historic or architectural features or historic fixtures that contributed to the finding of a notable structure. b. Structure found to be a notable structure and approved for demolition clearance is properly documented for posterity. c. Partial demolition of a structure found to be notable structure does not result in establishment of an exterior finish that is out of character with the structure. d. Other conditions that the Historic Preservation Commission or City Council may deem appropriate to reduce the impact of the demolition with respect to the applicable review criteria. Attendance - It's strongly encouraged to attend the Historic Preservation Commission meeting for when the demolition application is reviewed. The Commission may have questions regarding the application. A staff report will be presented based on Review Criteria as outlined in Section 8-43 (F) of City Code. 4. Public Hearing — As part of a Demolition Clearance Application process includes a public hearing before the Historic Preservation Commission. The format of the hearing is as follows: • After introduction of the application (request) by city staff, the applicant or their consultants will provide information on the request. The opening presentation by the applicant is limited to 10 minutes unless additional time is granted by the Commission. • The Commission will then ask to hear from supporters of the request. • The Commission will then ask to hear from opponents of the request. • The Commission will then ask to hear from anyone else who wishes to speak on the request. • Testimony is limited to 3 minutes each unless additional time is granted by the Commission. • City staff will then make their recommendations on the request. In order to reduce the time necessary to hear an application, reference to printed material, including staff reports and applicable findings, is not be read into the record unless directed by the Commission. • The Commission will close testimony from the floor. • The Commission will then discuss the proposal, and then publicly make its determination with reasons. 918 W. The property was last utilized as a scuba shop. The Southside/Old Munichburg Neighborhood Plan indicates that the land use is for residential single family and that this building should remain. Current zoning of this area is C-2 Commercial. The building has been declared dangerous due to a fire burn. Transformational Housing (TH), a non-profit in Jefferson City, intends to create an affordable and transitional housing opportunity by completely rehabilitating 101 Jackson Street. The supporting structure, limestone foundation and brick walls, are solid. The front porch along with the roof are in poor condition with the roof leaking in one location. TH plans to replace the the existing roof including any damaged rafters and sheeting to stop continuing degradation of structural members. The current porch roof will be inspected and removed if necessary. Additionally, box gutters will be replaced with conventional gutters, downspouts will be modified so that water is adequately directed away from the foundation. The vines from the brick will be removed to stop degradation of the brick and mortar. TH will hire a contractor for lead and asbestos abatement as necessary. TH plans to completely gut the interior down to the load bearing walls. Including removing all appliances, wiring, plumbing, and HVAC. The north side of the basement will be finished and converted into a handicap accessible 2 bedroom, one bath apartment with grade level entry from the rear driveway which will be replaced. The south side of the basement will be converted to a common laundry room. The main level will use the existing two front doors to enter two separate halls that provide access to the upstairs and the main floor units. The main level north and south apartments will have two bedrooms and one bath each. These will be large (about 1,000 square foot) two bedroom, one bath apartments. The upper levels will also have two bedrooms on the second flood with stairs to a third bedroom on the upper floor. Each will have at least one bathroom and a large living area. TH will work closely with City of Jefferson staff to ensure they meet all appropriate building codes. A sprinkler system will be installed, windows will be replaced with more energy efficient windows that will maintain the size of the existing windows. Any exterior openings that are unnecessary will be bricked to maintain the historic look. The comprehensive list of areas to be rehabilitated include: new roof, basement waterproofing, brick tuck pointing, outside concrete work,framing (inside, soffit, and porch), exterior doors, windows, insulation ceiling and walls, electrical, heating, plumbing, fire sprinkler system, exterior fire escape, sheetrock and finishing, interior doors and trim, cabinets, gutters, hardware and fixtures, floor covering, exterior railing, and appliances). Statement summarizing the goals of the project and the design principles governing the project (e.g. principles may be public spaces receive the highest level of preservation; preserving the primary elevations of the building was important; retaining as many original design elements as possible was important, etc.). The primary goal of the project is to provide safe, affordable, mixed income rental housing with the majority of the tenants being low income. This housing will employ current standards of ventilation with each apartment having its own system. New easy functioning windows will encourage introduction of fresh air when weather temperatures support it. Low income clients will have coaches to help with finances and life skills including discussion of Covid defense mechanisms including social distancing, use of masks, vaccines, and home testing. We will seek to maintain as much of the historic nature of the original home as is practical. 5. Photographs of existing conditions exterior and interior labeled and keyed to the site map and floor plans. Preliminary photographs can be color or black and white. Proposed floor plans: Complete scaled floor plans of the proposed structure. Indicate all new construction. Scaled floor plans are not yet complete. Completed architectural floor plans will not be available until most of the interior demolition is complete on this pre -1900 building. Based on our experience with a similar building 3 blocks away, this is prudent in order to see what we uncover as we do the demolition. For example in our previous property we uncovered a hidden stairway and exterior window that caused us to significantly change initial plans in a very positive manner. The current plan is to provide the following: a single two bedroom one bath apartment in the north side of the basement that will be handicap accessible; a large mostly unfinished area on the south side of the basement for a common laundry room that will include storage and perhaps a common lounge; a pair of two bedroom one bath apartments on the main level; a pair of three bedroom two bath apartments on the second and third levels with the third bedroom of each apartment on the third floor. These will be large apartments with the two bedroom units being nearly 1000 sq ft. A fire sprinkler system will be provided throughout the building and on the porches in accordance with city codes. See attachment 1 for drawings of the rehabilitated building. 10.Demolition Plans: Complete scaled floor plans of the existing structure. Indicate all proposed demolition. Elevation sections (even in sketch form) must be submitted as part of the preliminary architectural plan. We plan to remove all existing interior walls except for the load bearing walls. This will include removal of old plumbing, electrical and hvac equipment including wiring, piping and ducting. We will remove the ceiling plaster and flooring to the floor joists if necessary. If practical we will leave the fireplace hearths but will probably block the flue pipes. Since the windows are no longer functional, they will be removed and generally replaced with similar size windows. If any are not needed, they will be bricked over on the outside to match the brick of the home as closely as possible. See attachment 3 for drawings of the existing building. 11.Elevations: All elevations of the existing building. If any elevation is to be changed, those changes must be noted. See attachment 4 for building elevations. We have no plans to modify building elevations. 12.Sections: Sections should be provided when necessary to understand the project. Call the SHPO to determine if Sections are necessary. 13.Specifications: Specifications must be provided; general notes are acceptable in the preliminary stages of a project. General notes are included on the drawings. 14.Architect should include in plan a statement or certification that all improvements are consistent with the Americans with Disabilities Act and related laws. See note on attachment 3 page 1. 15.Alternates must be included. 16.Preliminary Architectural Report must be signed and sealed by the Missouri licensed architect. Submit renderings if available. In reviewing the structure, it appears to have been built as a high end duplex for the time. The building floor plan was "mirrored" for both sides. Over the years, it was eventually used as a four (4) unit. The main floor was used a unit, while the second and third floor served as another unit. This created four (4) units. The City of Jefferson has adopted by reference the 2015 version of International Code Council building codes and the 2014 version of the National Electrical Code. The project will also comply with the 2010 version (latest) of the Americans with Disabilities Act. In order to determine the full scope of work, the structural components and framing will need to be exposed by selective demolition. The interior eventually will have all the studs exposed by removing all the lath, plaster and other finishes. Before the interior work, the building envelope will be repaired. Deterioration was caused by weathering and by lack of maintenance over the years. The masonry walls appear to be vertical and require "pointing" the joints. The roof also needs replacement. After selective demolition and repair of the building envelope, the interior will be refinished. The owner will provide all electric appliances (HVAC and water heaters). The building will also have a fire sprinkler installed (NFPA 13R) and ensure one hour fire barriers are installed between units according to the building code. Jefferson City's heritage helps generate our current identity and communal pride. Recognizing and understanding our history, helps us plan for future successes. Our historical architecture and resources cannot be replaced if they are damaged or lost. This is especially true for the city's Capital Avenue Historic District. The Capital Avenue Historic District area is bounded by Adams, McCarty, and Mulberry Streets. In May 2019, Jefferson City was hit by an EF-3 tornado. The tornado caused extensive damage to properties located on E. Capital Avenue. Many buildings were demolished because of the damage and deteriorating conditions by a negligent property owner. It has been nearly three years since the tornado, and many structures are still neglected and deteriorating quickly. The City of Jefferson is seeking grant funding to contract a structural engineer to survey and assess buildings located in the E. Capitol Avenue area and prepare an Architectural/Structural Assessment Report. The Architectural/Structural Assessment Report will be used as a tool to determine structural conditions of contributing properties by analyzing and evaluating foundation, framing, other construction systems, and their associated construction details and providing recommendations and cost estimates for corrective treatments, as applicable. The Architectural/Structural Assessment Report is beneficial for several reasons, including determining existing load capacity, identification of structural deficiencies that need to be addressed for stabilization, and determining the extent of existing or potential structural failures. The City of Jefferson intends for the Architectural/Structural Assessment Report to include: 1. Introductory information, including a table of contents, property identification information, including address, ownership, listing in historic registries, building/structure type, etc., and an executive summary, including acknowledgments, why the report is being done, and the property's current and proposed use, etc. 2. General description of the various structural systems in the building/structure and applicable nonstructural components, including terminology and definitions of technical information cited in the detailed description sections of the report. 3. Descriptions of the existing condition of the various structural systems, including foundations, bearing walls, framing, columns and beams, floor systems, roof systems, and their connection and construction details. Descriptions should include identification and location of deficiencies, questionable construction details, failed details, and attempted corrective measures, etc.; AND also documentation of effective structural systems. 4. Descriptions of the existing condition of non-structural components and their connection details attached to structural or other building systems whose connections failure could be hazardous or cause significant damage, such as walls, chimneys, roofs, parapet walls, cornices, etc., as applicable. Descriptions should include identification and location of deficiencies, questionable construction/connection details, failed details, and attempted corrective measures, etc.; and also documentation of effective component connection systems. 5. Analysis of deficiencies, damage, and failures to determine/identify their evident, probable, or possible causes. 6. Recommendations for corrective measures, including conceptual level design solutions for stabilization and/or repair, and project prioritization or necessary sequencing, and cost estimate to stabilize. 7. Analysis of structural systems and components existing load capacity. 8. Existing conditions ("as built") drawings of the building/structure, its structural systems, and a site plan. 9. Photo -documentation, including contextual exterior views of the building/structure in its existing setting, views of elevations, interior views of significant rooms/spaces when applicable, representative views of structural systems, and representative views of deficiencies, questionable construction details, failed details, and attempted corrective measures, etc. Photos should be keyed to a plan or otherwise location -identified. 10. Prior to the adoption of an ord inance approving a Deve lop ment Plan that contemp la tes rea l prope tty tax abate ment, the C ity Counci l s hall , as requ ired by th e Urba n Redeve lo pmen t Co rporati o ns Law, (a) furni sh each politica l subdivision whose bou ndar ies for ad valore m tax pu rposes inc lude any p01tion of the real property to be affected by t he proposed tax abateme nt with a written statement o f the impact of the proposed tax abatement and (b) ho ld a public hear in g at whi ch a ll affec ted political subdivisions shall have the right to be heard o n the propo sed grant of tax abatement. Not ice of the publi c hearing and a copy of t he written tax impact state me nt shall be se nt by certified mail or reputab le private delivery serv ic e to each affected po liti ca l s ubdi v is ion at least ten (I 0) days pri or to the pub li c heari ng. Section ~· The officers of the City are hereby autho ri zed and directed to execute all documents and take such actions as they may deem necessary or advisable to carry out and perform the purposes of this Ordinance . · Section 1. It is hereby declared to be the intention of the City Council that each and every part , section and subsecti o n of this Ordinance shall be separa te and sever ab le f rom each and every other part , section and subsection hereof and t hat the City Council intends to adopt ea ch said part, section and subsect ion separately and independe ntly of any other part , section and subsection . If an y part, section or subsection of this Ordinance shall be determined to be or to have been unlawful or unconstitut ion al , the remaining parts , sections and subsections shall be and remain in full force and effect, unless the co urt making such finding shall determine that the valid portions standing alone are incomplete and are incapable of being executed in accord with the legislative intent.
