Council members present: Ebert, Schmillen, Jenness, Frangione. Absent: Enneking. Also, present: Elaine Rassel, Zack Rassel, Chuck Sand, Ed Sand, Darrell Downs, Brian Flikeid Pledge of Allegiance 5:00pm Motion by Jenness, seconded by Schmillen to open public hearing, "Budget Amendment for Fiscal Year 2023". Ayes: Ebert, Jenness, Schmillen, Frangione. Nayes: none. Motion carried. No written or oral comments were expressed. 5:02pm Motion by Ebert, seconded by Frangione to close public hearing. Ayes: Ebert, Jenness, Schmillen, Frangione. Nayes: none. Motion carried. Motion by Frangione, seconded Jenness to add Resolution 23-19 "A Resolution Setting Wages & Fees for the Marcus Municipal Pool" to the Consent Agenda. Ayes: Ebert, Jenness, Schmillen, Frangione. Nayes: none. Motion carried. Motion by Jenness, seconded by Schmillen to approve Consent Agenda: City Council Minutes, Bills, Res #23-17 "Resolution Approving the City's Proposed Amendment to the Fiscal Year 2023 Budget", Res #23-18,"Transfer of Funds", ICAP Insurance with Golf Course Buildings Included, Facility Agreement Between Connections Area Agency on Aging and City of Marcus. Ayes: Ebert, Jenness, Schmillen, Frangione. Nayes: none. Motion carried. Chuck Sand explained the original agreement with Sand Seeds was they would donate money to the City to help with up keep of the streets and make them attractive or in case the City would ever need a bond. Use of funds were to be approved by Sand's board. Chuck has kept track of the fund balance over the years. Most recently, money was used to purchase the new water meters that can be read hourly by the City Clerk, those funds were to be paid back into the account in three years. Chuck asked the Council to use $50,000 of those funds for the Golf Course driveway after the building is constructed and $6,000 to the trail. Motion by Jenness, seconded by Frangione to approve First Reading of Ordinance 348, "An Ordinance Designating a One -Way Alley in the City of Marcus, Iowa". Ayes: Ebert, Jenness, Frangione. Abstain: Schmillen. Nayes: none. Motion carried. Motion by Frangione, seconded by Jenness to have special meeting May 13th at 7:30 am for the second reading of Ordinance 384. Committee Reports: Streets- Holmes Street/Reagan intersection only needed area will be resurfaced due to cost. Pool- Opening May 27th, there are 19 lifeguards this year. Clubhouse- Awarded $300,000 IEDA CAT grant on May 4th. A match campaign will begin to help reach the financial goal. Tim Holmes and Jake Lehnhoff donated a golf cart to the City to raffle. Public Works report was given by Mayor Bunt, PW is getting pool ready, mowing, finishing picking up sticks from winter storm. Police Chief Flikeid report he attended Medical Examiner Training, had several car accidents this past month, a minor vaping THC, and helped assist Cherokee County Sheriff with theft investigation in rural Marcus. The new car is in and will get the decals ordered. The old car is posted on Police website for sale. Mayor Bunt reported that the City has received complaints on nuisances and he is working with Bob Anderson, ADI Architecture to get bids sent out for Clubhouse construction.
