HomeMy Public PortalAboutr 05:344 2R£ZúluHúl1 úf ±IF ~úrúu£4 úf (!lari£rd) ~ - 3J- No. 05-344 Dale of Adoption November 10, 2005 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&M ASSOCIATES - 2005 ROAD IMPROVEMENT PROGRAM / FIELD INSPECTION SERVICES WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to field inspections for the 2005 Road Improvement Program; and WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposaJ to provide said engineering services at a total cost not to exceed $ 35,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. " NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for engineering services related to field inspections for the 2005 Road Improvement Program at a total cost not to exceed $ 35,000.00 set forth in T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposa1. 4. That this action is approved as an award of a professional services contract. Field IupectiOD Services Dear Mayor Reiman: The Borough has recently awarded a consÞ'Uction contnu::t for the 200S Road Program to Star of the Sea Concrete: Corp., of Old Bridge, New Jersey in the amount of $367.175.00. Per your request, T&M Associates is pleased to provide this scnpe of services for contract administration and field inspection services for the project. Our Constnlction Services Division Manager and myself will coordinate project constrUction inspection ~tivities. The following is a description of the services we will provide, the anticipated perfonnance period for these services and the budget for tbe cost of same. Scope of Work The construction inspection effort will be accomplished in three phases - Prc-Construction, Construction and Post Cunstruction. Pre-Construction Phase T &M will request the contl'actor prepare and submit its proposed ba.o¡cline project schedule and detailed cost breakdown for the lump sum items. Included in the project schedule wi11 be the contractor's submittal schedule outlining the submission of shop drawings and submittal docUmCT1ts. Upon receipt of contract documents and prior to the start of any site activity. we will conduct a pre- construction meeting. All participants of the project team will be invited to this kick--off meeting - Borough personnel involved In day-to-day operations that interf<K>e with the work; contractor; utility reps. as required, and our construction team. At this meeting, among other topics, there will be an exchange of requirements, needs and protocols necessaI)' for the project. A police representative will be invited; and a procedure for notifying local residents will be detennined. Construction Our construction team, noder my overall guidance, consists of individuals each with a ~'Pccitic rolc and responsibility in carrying out the constrUction management plan. The team wil1 perform the required inspection and conduct bi- weekly job meetings as necessary to discuss performance to-date, any design and contract issues and upcoming tasks and plans for their implementaíion. We will produce and di$tribute mÎnutes of all meetings. OUT staff will provide part-time construction coverage Monday through Friday. As necessitated by the conl'faCtor's work schedule, on-site inspection will be provided, a5 requiTed, beyond an eight-hour workday and Saturdays. In the field, Our staff will oversee the construction activity including performing and documenting inspections to determine if the work is done in general c.onfOrDù"UlCe with the contract plans and specifications. We will notifY the contractor in writing of any unacceptable work or material, track the deficient condition and inspect the work until it is corrected. We will address surrounding property and general public concerns that may arise during the construction phase. We will work closely with the neighboring property owncrs to achieve timely and efficient completion of the work with minima! disruption and inconvenience to thc rcsidentq, while maintaining a safe work zone, Monthly contractor payment requisitions will be proceS5C<l by our office. Post-Construction During this phase, we will perform a final inspection of went with involvement from the Borough as desired, issue a punchlist to the contractor, as neceS51lT)', and c:<pedite corrections. particular attention win be given to the restoration of adjacent property. We will manage the contract closeout process, including execution of any aff,davits, release of liens, production of maintenance bond, warranties/guarantees, operations and maintenance manuals and other technical data, as required. Schedule The contract performance period fOf the contractor is set by the contract documents at 90 calendar days from Notice of Award. Although the construction schedule outcome is ¡nnuence<! by many factors, including the contractor's relative ability/management acumen, weather, material availability, and the design's constructability, we find the 90 calendar day schedule to be reasonable. Field latpeaio- S~"k.1:J Fee Compensation for our services as set forth above is proposed on an hourly basis, to be invoiced monthly. fees are based on the rate schedule in our municipal engineering contract. Any independent testing laboratory costs will be billed directl)' to the Borough. Based on the scope of work described above, the assigned performance period (90 calendar days) and the applicable rates, I estimate a budget cost of $33,950 for our services on this project.
