Outfall valve recommendation Mr. Dave Mathews reported that he had evaluated 4 different technologies, flap gate valves, Tideflex check valves, Curved Bill Tideflex check valves and a slide gate. He stated that he had checked Regular Meeting & Public Hearing Town Commission - February 11, 2000 Page 2 with area municipalities as to the efficiency of each and is recommending that the Town replace the existing flap gate valve on the 30 inch outfall pipe with a Curved Bill Tideflex check valve, at an estimated cost of $10,000. In reply to a question from Mayor Koch, Mr. Mathews advised that with the proper maintenance, this check valve should last at least 10 years. He further advised that the standard warranty from the manufacturer is one year but that he has spoken to them and they are willing to give a two year warranty and provide the valve with an anti - fouling coating to help retard barnacle growth. Mr. Mathews closed by reporting that he had met with the manufacturers at the site and they had assured they could make the installation in that the outfall pipe extends beyond the bulkhead, making it possible to connect the valve without altering the bulkhead. Replying to questions from Commissioner Devitt, Earl Harvel advised that the existing valve was installed in the mid 1980's and has been replaced 3 times since then. He further explained that the valve is under water at all times. Commissioner Lynch moved that the installation of the Curved Bill Tideflex check valve be authorized and that the funds to cover the project be taken from the unappropriated surplus. Status report on preparation for SFWMD permit David Mathews reported that the topographical survey and the soil tests have been completed. Preparation of the design is underway and expected to be completed by April 13, 2000. Submission of the application to the South Florida Management District is planned for mid March and is expected to be completed by May 4, 2000, followed by a 6 week period for bidding and 4 months for construction of the project which would end in October or November 2000. Mr. Mathews confirmed that when the design and permitting were completed on May 4th, the Commission would then decide whether to continue on with the bidding and construction. He added that the permit will be valid for a period of one year and if at that time a decision had not been made, a permit variance could be requested from the South Florida Management District to give additional time. 3. Attendance at meeting with Gulf Stream School nMr. Mathews reported that a meeting had been held with representatives from the Gulf Stream School, one of whom was the engineer involved with the last improvements to the school, the Town Manager, Mr. Thrasher, Mr. Harvel and himself. He advised that the design provided for one inch of rainfall to be retained on the site but did not provide for the water that drains off State Road AlA onto the school property. He added that there are no requirements for retaining more than the first one inch of rainfall. Mr. Mathews believed, after conferring with staff and reviewing the history of the area, there is horizontal percolation rather than vertical percolation due to underlying rock in the area. He explained that this results in a sheeting action that floods on to adjacent properties and Gulf Stream Road. He noted that a 4" pump had Regular Meeting & Public Hearing Town Commission - February 11, 2000 Page 3 been used during the last flood to pump the water from one of the catch basins to another catch basin that drains to the Intracoastal. This resulted in lowering the level in the exfiltration trench and around the properties to the south. Mr. Mathews stated that it had been agreed that Mr. Thrasher would investigate the cost of purchasing a 4" pump for use during times of flooding, and that an estimate of the cost to l construct a direct connection from the school system to the Town's drainage collection system would be sought. In reply to a question from Mayor Koch, Town Manager Garrison reported that it had been agreed that each of the parties would take the cost estimate of the project to their respective boards and gage whether there was a willingness to participate. Mrs. Garrison noted that Mr. Harvel has estimated the total cost of the project to be $21,000 and suggested that a reasonable split might be one third for the school and two thirds for the Town, and asked direction from the Commission. She explained that the $12,000 item in the estimate actually involved upgrading an existing 6" pipe to 12" which has previously been under consideration for some time. Mr. Harvel explained that the 6" pipe would remain but that the new 12" pipe would be connected to the schools system and run across Gulf Stream Road to a new catch basin that will connect to the Town's larger drainage system. He emphasized that the 6" pipe is inadequate and was installed by the school several years previously only to eliminate a puddle of water in the swale in front of the school and cannot be considered a major drainage structure. Mr. Thrasher noted that increasing the size of the 6" pipe had not been required from the school in their plan approval and that is why the Town has been planning for some time to make this improvement. Town Manager Garrison closed by asking for a determination as to whether to move forward with the project and what cost share is believed to be reasonable. The Commissioners were in agreement that even though the school was only required to retain the first one -inch of rainfall, they were aware that the AlA runoff was a problem and approval of their project was given because they promised to correct the flooding problem. Commissioner Lynch moved that the Town pursue this project based on a 50/50 cost sharing formula and Commissioner Devitt seconded the motion. Roll Call: Comm. Orthwein; AYE, Comm. Devitt; AYE, Comm. Regular Meeting & Public Hearing Town Commission- February 11, 2000 Page 4 4. South town area (north of Golfview) sub -basin Mr. Thrasher distributed a map outlining the sub -basin area. Mr. Mathews reported that the resident at 2943 Polo Drive has experienced ponding of rainwater in the back yard and that this has been reviewed in an effort to determine if the ponding is an isolated problem or if it is a sub -basin problem. He then advised that by using information on hand O from previous studies, they were able to prepare the sub -basin map with elevations that show that the lowest elevation in the sub -basin is in the back yard of 2943 Polo Drive and the adjacent alley. He pointed out that once again the runoff from AlA is a contributing factor in this flooding. Mr. Mathews further pointed out that the property in question has no connection to the Town's outfall system. Mr. Harvel advised that elevations in the alley have most likely been changed due to some septic work that was performed with soil being deposited in the alley and then leveled. He stated it is difficult to evaluate the impact, as there is a considerable amount of vegetation in place. Mr. Mathews suggested the next step would be to determine the size and cost of a collection system should the Town want to pursue this, in that it is not an isolated problem with the entire sub -basin contributing. Mayor Koch pointed out that there is an easement between Lot 21 and 22 in Gulf Stream Cove that could be used for the pipe to an outfall. It was noted that it would be necessary for the property owner at 2943 Polo Drive to grant an easement through his property in order to construct the system. The engineer was directed to bring back a cost estimate for this project and it was suggested that perhaps the property owners could share in the cost, noting that landscape restoration would be extensive. Commissioner Orthwein asked if this property floods like this very often and Mr. Harvel advised that it has always been wet but this is the first time it has ever flooded so bad. He reminded that the grades are constantly changing in this area and it is not unreasonable to expect that conditions could worsen. 5. Cost estimates for topographic map(s) Mr. Mathews called attention to his estimate for topographic maps of the CJ entire Town for a total cost of $23,000. He advised that he is exploring the possibility of using aerials rather than having to survey the whole Town. He thought there might be a cost savings in this and advised he would be back at the next meeting with estimates. Regular Meeting & Public Hearing Town Commission - February 11, 2000 Page 5 B. Town Manager 1. Town Building /Maintenance Town Manager Garrison explained that there have been building maintenance expenditures, with more to follow, that are in excess of the usual expected, and she was just making the Commission aware. She advised that over $1,200 has been spent for electrical repairs and 0 /"1 replacement of some of the exit lights is yet to come. She further advised that there have been plumbing repairs, and the windows on the west side of the Town Hall are showing rotted wood with the cost for repair unknown as yet. Along the same line, she advised that she was concerned about possible repairs to the infrastructure and has asked Mr. Harvel to supply a quick inventory as to the age of the water and storm drainpipes. She advised that there have been several failures of the drainage pipes along Banyan and she thought perhaps the entire line might be in need of replacement in the near future. Mrs. Garrison asked Mr. Harvel to present the report on his findings. Mr. Harvel reported that the Town's water system dates from the 1940's with the majority of the pipe being installed in the 1950's and early 1960's. The main lines are in good condition with the exception of the small galvanized steel water service lines that are still in use and starting to fail. He recommended that the Town continue to replace these service lines when water meter replacements are done. Mr. Harvel advised that the storm drainage system dates from the 1950's to date with the majority of the pipe being installed in the 1950's and 1960's. He reported that the drainage system, while being undersized, is in good condition with the following exception: the 24" C.M.P. line that runs west from the intersection of Banyan Road and Gulf Stream Road along the north side of Banyan Road to the intersection of Banyan Road and Polo Drive, then north on the west side of Polo Drive to the outfall at 3500 Polo Drive, including the piping around the intersection of Banyan Road and Polo Drive. Mr. Harvel reported this piping to be in bad shape and recommended that it be either replaced or lined in the near future, preferably during the summer when there is the least traffic. He then explained the method used for lining the pipe. The Commission directed that estimated costs be obtained for replacing 0 the 24" line and for lining the existing pipe, after which a comparison of the advantages to the costs can be evaluated. 2. Sewer Association Generator Town Manager Garrison reported that the Homeowners Improvement Association has purchased a new generator for the lift station on the Town Hall property and it is now stored under the roof of the garage. She advised that the sewer system maintenance personnel would prefer to place it on the concrete slab in back of the dumpster. They feel it would be high enough to avoid flooding and would not interfere with any of the Town operations. She stated that their initial thought was to enclose the area and place some type of canvas cover over the top, but they plan to return with a formal proposal. Regular Meeting & Public Hearing Town Commission - February 11, 2000 Page 6 Mrs. Garrison asked if the Commission wanted to consider screening the dumpster at the same time the generator is screened. Mayor Koch suggested that a cost be obtained for such screening before {� deciding on dumpster screening. �✓ The Town Manager circulated a picture of the generator and some excerpts from the manual, adding that the Homeowners Improvement Association is doing a good job in following up on the requests the Town made. Mrs. Garrison called attention to a list of ARPB members whose terms will be expiring in March and advised these are being furnished in order to give the Commission adequate time for consideration. Commissioner Orthwein questioned if all of these persons wanted to be reappointed and the Town Manager advised that none had indicated otherwise as far as she knew. Commissioner Orthwein believed they should be asked if they wanted to be reappointed. Mayor Koch suggested that the Chairman of the ARPB contact each one and then advise the Commission. The Town Clerk advised that the ARPB will have a meeting on February 24th and she questioned if it would be appropriate to ask them to advise by March 1, 2000 whether they wanted to be reappointed. The Commission agreed with this suggestion. Mrs. Garrison advised that Way Hoyt had inspected the trees on AlA and advised that the watering can be reduced from twice weekly to one time each week. He also advised that the supports could be removed from the palm trees. The Town Manager recommended that the supports be left in place until after the next hurricane season and the Commissioners agreed. In closing her report, Town Manager Garrison asked for authority to prepare a mail -out to the residents in which there would be a report on the progress of the engineers. She also asked to include a request for census cooperation, pointing out that this information is used in computing the Town's share in the Revenue Sharing Programs. She and Mayor Koch had looked at aerials of lots on the water and at different situations in order to arrive at this language. Mrs. Garrison believed this will address most problematic situations that might arise and requested that the proposed language replace what is in the Ordinance. She suggested that walls be limited to 6' in the Core District, North /South District and Place Au Soleil. She further advised that the height of the pool fence should be changed to reflect a 4' �I height to be consistent with the changes the Commission made to the rest of the Ordinance. Mrs. Garrison asked whether stockade and shadowbox fences should be prohibited in the front yard in the Core, North /South and Place Au Soleil Districts, adding that it would be permitted in the side and rear yards. During discussion it was agreed to have the shadowbox fence shown as discouraged rather than prohibited. Commissioner Orthwein noted that gates are prohibited in the Core District and suggested that they be changed to discouraged. She remarked that any features that are discouraged would have to come for a A Regular Meeting & Public Hearing Town Commission - February 11, 2000 Page 10 review, at which time they can be evaluated. The Commissioners were in agreement with this suggestion. Commissioner Orthwein moved and Commissioner Lynch seconded to approve the following changes to proposed Ordinance No. 00 /1: 1) Walls over 6' in height shall be prohibited in the Core, North /South and Place Au Soleil Districts; 2) Pool fences shall be a minimum of 4' in height in all Districts; 3) Shadowbox fences are discouraged in the front yards in the Core, North /South and Place Au Soleil Districts; 4) Entrance Gates are discouraged in the Core District. The Town Clerk read Ordinance No. 00 /1 by title and advised that it has been properly advertised as required by Florida Statutes. Responding to a question from Mayor Koch, Town that copies of the amendments had been sent to involved with projects during the past year in reported that comments had been received from amendments to be reasonable. He reminded that the tax roll must be certified and a proposed budget agreed upon during the month of July. He felt all Commissioners should be present for this.
