STREAM ON, March 27, 2000, AT 9:00 A.M., IN THE COMMISSION CHAMBERS OF
THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA.

COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT THIS MEETING, SAID
PARTY WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE, MAY
NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH

MINUTES OF THE SPECIAL MEETING HELD BY THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM ON, March 27, 2000, AT 9:00 A.M., IN THE COMMISSION
CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA.

Mayor Koch called the meeting to order at 9 A.M.
Pledge of Allegiance. The Mayor dispensed with the Pledge of
Allegiance.

IV. Authorize commencement of repair and lining of storm drain in the
vicinity of Banyan Road. Town Manager Garrison reminded that the
storm drain line that runs west on Banyan from Gulf Stream Road and
across Polo Drive has had several breaks and is quite old. She believed
it to be at least 50 years old. Mayor Koch advised it was installed in
the 20's or 30's. Mrs. Garrison stated that staff has been evaluating
the merits of either replacing the entire line or rehabilitating the
existing line by the Cured In Place Lining Method. She then explained
the lining method and advised that Mr. Thrasher has talked to officials
in Boca Raton and Delray Beach about the success of this method, since
they have had experience with it. She stated the responses have all
been positive and that she and Mr. Thrasher are recommending that The
Cured In Place Lining Method be used to rehabilitate this line.
Mrs. Garrison reported that this recommendation is based on three
things; 1) The method is one -half the cost of replacing the pipe; 2)
There will be much less disruption, since it will not be necessary to
open a ditch; and, 3) It will be a good experiment to refer to in
rehabilitating other drain lines. The Town Manager advised that she
had contacted Dave Mathews, Town Engineer on the drainage projects.
�) While he did not do a full engineering study, his professional judgement
indicated that the existing pipe is large enough to accommodate the
lining and still have the necessary capacity. She stated that Lanzo
Lining Services, Inc. will perform a pre and post internal video
inspection and line the pipe for a total cost of $46,900, and complete
the job within the next two weeks.

Commissioner Lynch moved to authorize the work described by Town Manager
Garrison to be performed by Lanzo Lining Services, Inc. at a cost of
$46,900.00, said funds to be taken from the unappropriated funds. The
motion was seconded by Commissioner Hopkins. Roll Call: Comm. Lynch;
AYE, Comm. Hopkins; AYE, and Mayor Koch; AYE.
V. Adjournment. Mayor Koch adjourned the meeting at 9:05 A.M.
following a motion to do so made by Commissioner Lynch that was
seconded by Commissioner Hopkins with all voting in the affirmative.
