It was originally expected that the project could be completed for under $100,000, based on cost estimates prepared by Crowder and Associates for an Idaho Community Development Block Grant project. Bids for the project were solicited from 8 contractors and one bid was received from Stock Construction, Boise in January, 2006. The bid total was $146,000. The bid exceeded available funding, and since the expected cost was now projected to be over $100,000, a formal bid process was required. The project was advertised in accordance with the City procurement process, and no bids were received. According to the City Attorney, the City was then permitted to award the contract to a qualified, public works licensed contractor. Stock Construction has been contacted and is available and willing to do the project, and has submitted all required paperwork to receive a public works license. The McCall City Council approved the recent City budget amendment, which identified an additional $93,000 for the Senior Center remodeling project, and there is now sufficient funding in the budget to meet the contract. This contract is for the interior work to upgrade the kitchen and to install an ADA compliant restroom, meet ADA and fire codes throughout the building, including improvements in the fire alarm system, and the installation of new vinyl. The McCall Senior Citizens will be responsible for the purchase of various kitchen equipment that meets health and safety codes, improvements in the kitchen ventilation system, and improvements in the food storage area. The Contract has been reviewed by the City Attorney. RECOMMENDED ACTION: Approve the contract for the Senior Center remodeling project to Stock Construction and authorize the Mayor to sign all necessary documents.
