Minutes of Special Meeting of the Town Commission of the Town
of Gulf Stream, Florida, held at the Town Hall on Saturday, Feb-
ruary 6th,1954 at 9 a.m., for the purpose of making necessary
arrangements for The Town Election pursuant to the Charter and
-Ordinances of the Town.

On motion duly made, seconded and unanimously carried, the
following Resolution was adopted:

RESOLUTION NO.
Resolution Calling and Providing for the
holding of the General Election of the
Town of Gulf Stream, Florida, for the
purpose of electing Five Town Commissioners
of the Town of Gulf Stream, Florida, said
General Election to be held at the Town
Hall in the Town on March 2, 1954:
WHEREAS, the Charter Act of the Town of Gulf Stream, as
Amended by Chapter 27,579, Special Acts of 1951, provides:
"On the first Tuesday in March, A. D. 1954, and thereafter
on the first Tuesday in March of each succeeding third year,
an election of the registered qualified voters of said Town
shall be held to elect successors to the five Town Commis-
sioners named and designated by this Act. The Commissioners
who are elected in the March, 1954 election, and in elections
held thereafter, shall assume office on the third Tuesday in
March following their election and shall immediately organize
by electing one of their members as Mayor, one as Vice- Mayor,
one as Town Clerk, and by appointing one of its members, or
some qualified person or persons, as Tax Collector, Tax
Assessor and Town Treasurer. The qualification of voters,
and the rules and regulations for holding and certifying
general and special elections to fill vacancies in the Town
Commission shall be prescribed by the ordinances of said Town,
the same not to be in conflict with the Constitution of the
State of Florida, and this Charter; provided, however, that
no person shall be deprived of the right to vote on account
of sex."
NOW, THEREFORE, BE IT RESOLVED by the Town Commissioners
of the Town of Gulf Stream, Palm Beach County, Florida:
1. That the General Election of the Town is hereby called
and ordered to be held at the Town Hall, in the Town of Gulf
Stream, Florida, between the hours of seven o'clock (7:00) A. M.
and seven o'clock (7:00) P. M. on the 2nd day of March, 19542

of Gulf Stream, Florida, to serve as such for a term of three
(3) years.
2. That the Mayor is hereby authorized and directed to c
a Proclamation and Notice of said election to be posted at the
front door of the Town Hall continuously from February 10, 1954
to and including March 2, 1954, the date of the election, and cau
said Proclamation and Notice to be published in the Delray Beach
News, a newspaper of publication and general circulation in said
Town, in its issues of February 11, 18 and 25, 1954; said Procla-
mation and Notice shall be in substantially the following form:

As is provided in and by the Charter Act, as Amended, of
the Town of Gulf Stream and the Election Ordinance of the Town,
I, the undersigned Mayor of the Town of Gulf Stream, Florida, do
hereby call a General Election to be held at the Town Hall on
March 2, 1954, between the hours of 7:00 o'clock A. M. and
7:00 o'clock P. M., for the purpose of electing the following
Town Officers:
"Five Town Commissioners"
which officers, when elected, shall hold their offices for the
term of three years.
The Voters' Registration Book of the Town will be open in
the Town Clerk's office at the Town Hall until February 25, 1954,
all duly qualified citizens of the 'Town of Gulf Stream may regis-
ter and be entitled to vote at the General Election to be held
on March 2, 1954.

Any qualified person of the Town of Gulf Stream desiring
to have his named printed on the Official Ballot, must file
with the Town Clerk, at the Town Hall, on or before February
25, 1954, his written request, stating that he desires to be a
Candidate for the "Office of Town Commissioner ".

3. That the Town Clerk, as Registration Officer of the
, is hereby directed to prepare a list of all qualified
lectors appearing on the registration books of the Town of Gulf
ream, Florida, who are qualified to vote in the General Election,
that he shall keep the registration books open at his office
the usual business hours for the purpose of registering
who are qualified to vote at said election, up to and
luding the 25th day of February, 1954, which is five (5)
previous to the date of such election. A certified list of
qualified electors shall be furnished by the Town Clerk

a cross (X) in the square at the RIGHT of the name of the person

6. Immediately after the closing of the polls on the
day of said election, the Inspectors and Clerk shall certify the
returns thereof to the Town Commission, and the Town Commission
shall hold a special meeting on the 16th day of March, 1954,
the same being the third Tuesday in March, 1954, for the pur-
pose of canvassing said returns and declaring the results of
said election, to administer the oath of office to each elected
Commissioner, and organize the new Town Commission as required
by law.
7. This resolution shall take effect immediately.
PASSED AND ADOPTED by the Town Commission of the Town of

THE Grantee covenants:
1. The following covenants shell apply only to the North 100 feet
of the premises conveyed by this Deed:
(a) The premises shall be used for residential purposes only.
(b) That no building except one detached dwelling house
(with the usual outbuildings for use in connection therewith) for the
use and occupancy of one family only will be constructed or erected
upon said premises or permitted to be thereon.
(c) That no portion of the premises, nor any interest therein,
shall ever be conveyed or transferred by deed, lease or otherwise to
any person other than a person belonging to the Caucasian race, and
that no individual other than one belonging to the Caucasion race
shall ever occupy any portion of the said premises (excepting only
domestic servants domiciled and employed on the premises).
(d) That no building or any part or portion thereof, nor
any wall over six feet in height, shall be constructed, erected,
placed or permitted upon the said premises within ten feet of the
north line thereof; a fence or hedge shall be considered to be
within the meaning of the term "wall ".
2. The following convenants shall apply to the remainder of the
said premises:
(a) That the said premises shall be used only for residential
purposes or for the operation of hotels and apartment houses thereon,
provided, however, that retail sales stores and shops may be operated
on the premises in any hotel or apartment house which may be con-
structed thereon. Such retail stores and shops, if located on the
westerly side of any building, shall have no outside entrances or
approaches.
(b) That no buildings shall be constructed on the said premises
excepting structures designed for residential hotel or apartment
house use.
(c) That no buildings or structures of any kind shall be con-
structed, erected, placed or permitted to be on the premises until
the plans and specifications therefor, and the plan for the arrange-
ment thereof on the ground, shall have been approved in writing by an
officer or duly authorized agent of Bessemer Properties, Incorporated.
This restriction shall terminate on February let, 1956. The Grantor
agrees that approval of plans and specifications submitted to it will not be
arbitrarily withheld, but aesthetic #rounds may be assigned as the basis
for disapproval of such plans and specifications.
(d) That no building or part or portion thereof, nor any wall
over six feet in height, shall be constructed, erected, placed or
permitted to be on the premises within ten feet of the south boundary
thereof; a fence or hedge shall be considred to be within the meaning
of the term "wall ".
(e) That no portion of the premises hereby conveyed, nor any
interest therein, shall ever be conveyed or otherwise transferred by
deed, lease or otherwise to any person other then a person belonging to
the Caucasian race, and that no individual other than one belonging to
the Caucasian race shall ever occupy any portion of the said premises,
except that servants and other employees domiciled and employed on the
said premises shall not come within the meaning of this restriction.
