RESOLUTION NO. 92 -3185
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY ADOPTING GENERAL PLAN AMENDMENT 92 -3 FOR THE
EAST SIDE OF 6000 BLOCK OF PRIMROSE AVENUE AND 9553 -59
WOODRUFF AVENUE, A REDUCTION IN DENSITY IN THE R -2
ZONE AND TO ALLOW EMERGENCY SHELTERS AND
TRANSITIONAL HOUSING IN THE M -2 ZONE WITH A
CONDITIONAL USE PERMIT.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
WHEREAS, the State mandates that cities periodically update their Housing Element; and
WHEREAS, density is a significant housing related issue; and
WHEREAS, the City Council has conducted public hearings and has extensively discussed various
housing related measures; and
WHEREAS, the City Council has considered input from the Planning Commission relative to said
planning and housing related matters.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Temple fords that:
SECTION 1. This project should not result in significant effects upon the environment and a
Negative Declaration has been prepared in accordance with the State CEQA Guidelines. The initial
statement as prepared indicates there is no potential for adverse impact to the environment as it relates
to all wild animals, birds, plants, fish, amphibians, and related ecological communities, including the habitat
upon which the wildlife depends for its continued viability.
SECTION 2. The General Plan is hereby amended to reduce the maximum density of the
medium density residential category from 12 dwelling units per acre to 10 dwelling units per acre.
SECTION 3. The General Plan is hereby amended to permit emergency shelters and transitional
housing in the Industrial Land Use category provided said property is zoned M -2 and further provided that
a conditional use permit is obtained.
SECTION 4. The General Plan is hereby amended to redesignate the east side of 6000 block
of Primrose Avenue and 9553 -59 Woodruff Avenue from High Density Residential to Medium Density
Residential. The attached map, labelled as Exhibit "A ", shall be incorporated into the Land Use Element
of the General Plan.
SECTION 5. General Plan Amendment 92 -3 is approved based upon the findings enumerated
in Planning Commission Resolutions 92- 1458PC, 92- 1472PC and 92- 1474PC.
SECTION 6. The City Clerk shall certify to the passage and adoption of this resolution and
enter it into the book of original resolutions.
