SUMMARY STATEMENT:
The City of McCall entered into a development moratorium in part to address concerns about the
remaining capacity of the City of McCall Wastewater Treatment Facility. Since the moratorium
was enacted the City has:
Developed and implemented a Wastewater Policy
Initiated a Wastewater Facility Plan
Invested in facility improvements to reduce infiltration and inflow of storm water and
ground water into the sanitary sewer system
Identified additional lands for land application of treated wastewater effluent
The City and the Idaho Department of Environmental Quality (DEQ) entered into a Consent Order
regarding the construction and operation of the City of McCall Wastewater Treatment Facility on
July 27, 1998. The City and DEQ amended the Consent Order on December 14, 1999.
The City and DEQ wish to amend the Consent Order again in order to:
Add the process by which the City limits hook ups to the wastewater system.
Provide for the addition of lands to the J-Ditch land application system
Enhance monitoring requirements for effluent quantity and quality.
A copy of the Second Amended Consent Order is attached.
RECOMMENDED ACTION:
Approve the Second Amended Consent Order and authorize the Mayor to sign all
necessary documents.
