A toned yellow principal color with white trim and hunter green accents is shown in the rendering. Potential Issues Considered During Review: No critical issues identified Staff Recommendation: A motion to recommend approval of a Level III Architectural/Site Plan Review, based on a finding that the proposed home is consistent with applicable review standards, with the following conditions: 1. The septic system must be approved by the Palm Beach County Heath Unit. 2. A five foot high pool barrier which complies with the Palm Beach County pool barrier regulations shall be provided prior to issuance of certificate of occupancy. All chain link fencing must be completely concealed by plant material. ARPB # 98 -10, Page 1 ARPB # 98 -10, Continued Basis for Recommendation: The proposed home appears to be consistent with applicable sections and the intent of the design manual. The design incorporates numerous preferred features of the Bermuda style (quoins, shutters, white tile roof, muttons, white trim, etc.) The proposal includes a concrete paver circular drive and a significant amount of new landscaping in front of the home. The existing 16 foot ficus hedge along the side property lines will remain. The proposed floor area is just under Gulf Stream's FAR limitations. While one -story homes are preferred in the Core district, the proposed height can be justified for several reasons: 1) the home is only a partial two -story thereby not giving the full appearance of a two -story building, 2) the new home replaces an existing two -story structure; and 3) the 26' height is under the 30' maximum. Given the proposed home's overall adherence to the standards and intent of the Design Manual, it is recommended for approval. The purpose of this exploration was to obtain information concerning the subsurface conditions in order to provide preliminary site preparation and foundation design recommendations for support of the proposed construction. This report presents our findings and recommendations. PROJECT INFORMATION We understand that final plans for this project include the demolition of the existing residence and that a new residence will be constructed at the site. GENERAL SUBSURFACE CONDITIONS As indicated in the Palm Beach County Soil Survey Map the soils at this site consist of the Cocoa - Urban land complex_ 'These soils are described as nearly level to sloping, well drained sandy soils on narrow ridges near the Atlantic Coast. These soils formed in moderately thick beds of sandy marine sediment over porous, coquina limestone. Depth to the coquina limestone ranges from 20 to 40 inches below grade. The coquina limestone contains numerous vertical solution holes with its formation. The urban term means that the area has been filled, shaped and graded for urban development. We note that the maximum depth of the survey is six feet. Subsurface Soil Exploration In order to explore the subsurface conditions in the area of the proposed construction, one Standard Penetration Test (SPT) boring (ASTM D -1586) was performed to a depth of 10 feet below the existing ground surface. Additional test borings will need to be performed upon completion of the proposed demolition. From 7 to approximately 10 feet, the maximum depth explored, hard carbonate sandstone (cemented sand and shell) was encountered. The very loose sand conditions below an approximate depth of 5 feet could be the result of the split spoon sampler penetrating vertical solution holes. The groundwater level was measured at the boring locations at the time of drilling. The groundwater level was encountered at a depth of approximately 5.5 feet below the existing ground surface. Fluctuation in the observed groundwater levels should be expected due to tidal influences, seasonal climatic changes, construction activity, and other site specific factors_ PRELEVIINARY FOUNDATION RECOMAMNDATIONS Based on the results of the test borings and review of the soils maps, it is our opinion that typical one and two -story structures could be constructed at this site with a shallow foundation system. Due to the loose soil conditions in the upper eight feet at this site, intense surface compaction will be required in order to stabilize the loose foundation soils. It should be noted that large vibratory rollers cause vibrations which can be transferred to adjacent structures and may cause damage. If these vibrations are not acceptable, alternates would be either to pressure grout beneath the footings and floor slab or to undercut the building area and rebuild the building pad using smaller compaction equipment. The most cost effective of the two alternates would be to undercut and refill. An allowable soil bearing pressure of 2,500 pounds per square foot is achievable. We recommend that once the building locations have been finalized and the existing residence has been demolished, additional Standard Penetration Tests should be performed. Upon completion of these services we will provide final site preparation and foundation recommendations for support of the proposed construction. SUBSURFACE EXPLORATION Subsurface exploration is normally accomplished by test horings; test pits are sometimes employed. The method of determining the boring location and the surface elevation at the boring is noted in the report. This information is represented on a drawing or on the boring log. The location and elevation of the boring should be considered accurate only to the degree inherent with the method used. The soil h0ring log includes sampling information, description of the materials recovered, approximate depths of boundaries between soil and rock strata and groundwater data. The log represents conditions, specifically at the location and time the boring was made. The boundaries between different soil strata are indicated at specific depths; however, these depths are in fact approximate and dependent upon the frequency of sampling. The transition between soil strata is often gradual. Water level readings are made at the times and under conditions stated on the goring loos. Water levels change with time, precipitation, canal levels, local well drawdown and other factors. LABORATORY AND FIELD TESTS Tests are performed in accordance with specific ASTM Standards unless otherwise indicated. All criteria included in a given ASTM Standard are not always required and performed. Each test report indicates the measurements and determinations actually made. Although the information in the report is expected to be sufficient for these purposes, it is not intended to determine the cost of construction or to stand alone as a construction ,-,pecifcation. Report recommendations are based primarily on data from test borings made at the locations shown on the test horing reports. Soil variations may exist between horings and may not become evident until construction. If variations are then noted, the geotechnical engineer should be contacted so that field conditions can be examined and recommendations revised if necessary. The geotechnical report states our understanding as to the location, dimensions and structural features proposed for the site. Any significant changes in the nature, design, or location of the site improvements must be communicated to the geotechnical engineer so that the geotechnical analysis, conclusions, and recommendations can be appropriately adjusted. CONSTRUCTION OBSERVATION Construction observation and testing is an important element of geotechnical services. The geotechnical engineer's field representative (G.E.F.R.) is the "owner's representative" observing the work of the contractor, performing tests and reporting data from such tests and observations. The geotechnical engineer's field representative does not direct the contractor's construction means, methods, opera- tions or personnel The G.E.F.R. does not interfere with the relationship between the owner and the contractor and, except as an observer, does not become a substitute owner on site. The G.E.F.R. is responsible for his/her safety, but has no responsibility for the safety of other personnel at the site.
