RESOLUTION NO. 92 -3195
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY SUPPORTING THE SAN GABRIEL VALLEY ASSOCIATION OF
Ci' IES EFFORT TO DEVELOP SUB - REGIONAL POLICIES FOR THE
REGIONAL COMPREHENSIVE PLAN (RCP).
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
WHEREAS, developing certain elements of a Regional Comprehensive Plan are required to
maintain the Southern California region's eligibility for federal and state funding, and
WHEREAS, the Regional Comprehensive Plan will be prepared by cities and counties through sub -
regional organizations in a cooperative "bottom up /top - down" planning process; and
WHEREAS, the San Gabriel Valley functions as a sub - region through the San Gabriel Valley
Association of Cities (Association); and
WHEREAS, the Southern California Association of Governments (SCAG) has proposed to provide
adequate funding to the Association to retain a consultant to prepare the San Gabriel Valley's input to the
Regional Comprehensive Plan; and
WHEREAS, the Association will select and direct the consultant's work through a policy committee
of elected officials and a technical committee of staff; and
WHEREAS, each San Gabriel Valley city will be requested to have an elected official and staff
person serve on these committees to represent the city; and
WHEREAS, the following priority issues have been identified for the San Gabriel Valley:
population growth and impacts, regional mobility, air quality, and housing; and
WHEREAS, the Association, with its consultant, will examine these issues and other issues
important to San Gabriel Valley cities, and develop recommended policies to be incorporated into the
Regional Comprehensive Plan; and
WHEREAS, the SCAG Executive Committee will provide appropriate feedback through the
District Representatives regarding the Association's policy input to the Regional Comprehensive Plan;
NOW, THEREFORE, BE IT RESOLVED,
SECTION 1. The City Council of the City of Temple City will participate in and support the sub -
regional planning efforts of the San Gabriel Valley Association of Cities to be incorporated into the
Regional Comprehensive Plan, subject to the following limitations:
1. While the resulting policy recommendations of this regional planning effort may serve the
mutual good of all participants, the City wishes to review the resulting policy
recommendations prior to agreeing to support said recommendations.
2. While a comprehensive view of regional issues may provide a beneficial perspective to all
participants, the City feels that local land use related issues are best addressed at the local
government level and that local land use decisions should not be dictated by a regional
entity.

3. While the City acknowledges the potential value of participating in the planning process,
adoption of the resultant Comprehensive Plan must be by majority vote of all member
cities of the San Gabriel Valley Association of Cities.
SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution and enter
it into the book of original resolutions.
PASSED, APPROVED AND ADOPTED on December 1, 1992.

Council of the City of Temple City at a regular meeting held on the 1st of December, 1992, by the
following vote:
