Wayne Neddermeyer - Mayor in Chair Priscilla Arena - Clerk All members present The minutes of the special meeting of September 30, 1968 read. Moved by Rayburn Anderson that the minutes be approved as read. Seconded by Raymond Bosch. Motion carried. The minutes of the regular meeting of October 1, 1968 read. Moved by Harold Winterhalter that the minutes be approved as read. Seconded by Arthur Theis Motion carried. The minutes of .the specie) meeting of October 10, 1968 read. Moved by Arthur Theis that the minutes be approved as read. Seconded by Harold Winterhalter Motion carried. The minutes of the special meeting of October 22, 1968 read. Moved by Harold Winterhalter to accept the minutes of October 22nd and define the 6% interest rate as meaning the interest rate to be charged on the assessments. Seconded by Rayburn Anderson Motion carried. The minutes of the special meeting of October 29, 1968 read. Moved by Arthur Theis that the minutes be approved as read. Seconded by Harold Winterhalter Motion carried. The minutes of the Planning Commission meeting of October 21, 1968 read. Acting as a convassing board the Council gave the following report of the election of November 5, 1968: For Councilman: Arthur Theis 720 votes Eugene Pul ju 3 motes Howard Guest 3 " George Dykhoff 2 " Art Gertz 1 " Julius Dorweiler 1 " Charlie McCarthy 1 " Floyd Woods . 1 " George Piper 1 " Harold Winterhalter 1 " Blanks 111 " Total 8,45 Registered voters 1126 - Votes cast 845• Moved by Wayne Neddermeyer that Arthur Theis be prescribed as councilman for three years from January 1, 1969 according to the election. Seconded by Rayburn Anderson Motion carried. Arthur Theis was then sworn in as Councilman. 124 Ronald tialonen appeared with regard to a barn which he is building which does not meet building requirements. Moved by Harold Winterhalter that we allow Mr. Kyllonen to proceed in the construction of his barn after securing a permit but that we require that he explore the possibilities of putting a fdoting down to the required level. Seconded by Arthur Theis. Motion carried. Lloyd Jensen appeared with regard to a temporary garage. Moved by Raymond Bosch that we grant Lloyd Jensen permission to complete the construction of a temporary garage which is to be removed by June 1st, 1969, provided he purchases a building permit. Seconded by Harold Winterhalter Motion carried., R. K. Bergerson and Marlo Haugen appeared with regard to blacktopping in Medina- Morningside and increase in water rate. They will pay the bill for the black - topping. Discussion on the increase of the water rate. Moved by Harold Winter - halter to table the increase of the Medina-Morningside Water Company to the December meeting. Seconded by Arthur Theis Motion carried. Progress report was made bn the sewer and water project in the Hamel area by Mr. Mills and Mr. Bergerson. Mr. Southward of Thorpe Brothers appeared with regard to road to Charles Scherer property. A letter from the Long Lake Volunteer Fire Department with regard to increase of fire rates was read. There will be further discussion on this matter. Letters from the State Pollution Control Commission and the U. S. Department of the Interior with regard to the Federal grant for sewer and water were read. A letter from the Northwestern National Bank of Minneapolis with regard to an investment program was read. Announcement was made of the Hennepin County League of Municipalities meeting for Thursday, November 7th at 7:30 P. M. Moved by Rayburn Anderson that we set the snow removal salary rates for the 1968-1969 season at $3.25 an hour for driver for snowplow and $2.75 an hour for wing man on the snow plow. Seconded by Raymond Bosch. Motion carried. Moved by Harold Winterhalter that we increase the Sanitary Landfill License fee to $500.00 per year. Seconded by Rayburn Anderson. Motion carried. Moved by Raymond Bosch to pay the bills as follows: Payroll in the amount :)1,820.65 and order checks in the amount of 0_5,527.12. Seconded by Rayburn Anderson Motion carried.
