F.S.S. 286.0105 '1, 0 MINUTES OF THE SPECIAL MEETING HELD BY THE TOWN COMMISSION OF THE TOWN OF GULF STREAM ON, APRIL 11, 2001 AT 8:15 A.M., IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. A. M. Mayor Koch called the meeting to order at 6:15 II. Pledge of Allegiance. The Pledge was led by the Mayor. III. Roll Call. Present and William F. Koch, Jr. Participating: Joan K. Orthwein Fred B. Devitt III Robert W. Hopkins II William A. Discussion with the Finance Director /Assistant Town Manager. Mayor Koch pointed out that Town Manager Garrison would soon be leaving to assume her new position with the School Board and he felt Mr. Thrasher, the Assistant Town Manager, should be given the opportunity to serve a probationary term as Interim Town Manager with an expectation to become Town Manager at the end of the term. He stated that Mr. Thrasher has not had much experience with the Planning & Zoning functions but is eager to learn. The Mayor suggested that either a planner could be hired, or consultant engaged when necessary. He then asked Mr. Thrasher for his thoughts on this matter. Mr. Thrasher stated it is true that he has no practical experience in Zoning but would very much appreciate an opportunity to function in the position of Town Manager and learn to administer the Design Manual. He advised that he would favor using a consultant to assist until such time as he became more proficient and comfortable in the area of zoning. Mr. Thrasher pointed out that the current part time employee is qualified to handle much of the daily financial work and assist with tasks assigned to other employees. He believed it would be more beneficial to increase her hours to 30 or 35 hours per week, and use a consultant for the planning assistance, than to have a planner on staff who may or may not be willing or able to help with tasks that are not related to planning and zoning. Commissioner Lynch was concerned that in using a consultant, there would be one less employee in the office. Mr. Thrasher believed that with the current staff working together as they do, this would not be a problem. Commissioner Hopkins asked if the consultant would eventually be eliminated. Special Meeting -Town Commission April 11, 2001 Page 2 Mr. Thrasher replied that he may never be able to recommend design changes but is confident that he will learn the Codes and how to apply them. In so doing, the services of a consultant would decrease considerably. Commissioner Devitt questioned how this reorganization would affect the personnel expenditures and observed that it appears there will no longer be a Finance Director. Mr. Thrasher stated that he would still oversee the financial work and function as the Financial Director, and the current salary and related costs of the Town Manager would be eliminated with the cost of increasing the hours of the part time employee being added. He went on to explain that an increase in the fees charged for development improvement applications may be increased to $650.00 which would cover a full review and report from the consultant. Mr. Thrasher distributed material detailing charges obtained from Urban Design, the consultants who authored the Design Manual and currently assist with reviews occasionally. He pointed out that an hourly fee schedule is provided for times when their services might be needed for meeting attendance or consulting on matters that would not require a full review and report. The Commissioners were in agreement that Mr. Thrasher should be given this opportunity to fill the Town Managers position. There being no more questions, Mayor Koch asked that Mr. Thrasher leave and Town Manager Garrison join the meeting. V. Discussion with Town Manager. A. Transition Mayor Koch briefed Mrs. Garrison on the discussions held with Mr. Thrasher. Town Manager Garrison advised that it is her goal to make the transition as smooth as possible and recommended that Mr. Thrasher handle all matters that are referred to her, and that she will be available to assist and answer any questions. She further advised that she had been in contact with Urban Design and negotiated the charges for their services in the event the Commission favored having a consultant. Mrs. Garrison added that if the Commission wanted to hire an in -house planner, she 'would be happy to assist with this before she leaves. Mrs. Garrison confirmed that she would be in attendance at the May 11, 2001 Commission Meeting and, if the Commission deemed it necessary, would attend the June 8, 2001 meeting also. 1. Staffing The Commissioners favored increasing the hours for the part time employee to a minimum of 30 hours per week with the understanding that an overtime rate would only be applicable after 40 hours. The rate schedule for Urban Design as the consulting firm was acceptable. 2. Scheduling Town Manager Garrison covered the scheduling in her initial statement and the Commissioners were comfortable with this. Special Meeting -Town Commission April 11, 2001 Page 3 3. ARPB Fee Schedule The proposed amendment to the Fee Schedule was well received except the Commission directed that there be no fee for a Level I Review. Town Manager Garrison advised she would make this change and have a Resolution on the May 11, 2001 meeting agenda. Commissioner Orthwein moved that William Thrasher be appointed Interim Town Manager until October 1, 2001, at which time his performance would O be evaluated with regard to being appointed as Town Manager, that the part time employee be moved to a full time, 30 hour per week, employee and that the Town Manager be authorized to enter into an agreement with Urban Design Studios to act as the Town's consultant on planning and zoning matters at the rates provided on the Urban Design Studio memorandum dated April 2, 2001. Commissioner Lynch seconded the motion. Roll Call: Comm. Orthwein; AYE, Comm. Devitt; AYE, Comm. Lynch; AYE, Comm. Hopkins; AYE and Mayor Koch; AYE. 4. Other details In unrelated matters, it was suggested that the staff meet with Gulf Stream School Officials in an attempt to work through the problems of overflow parking from school events onto the local streets. Mayor Koch advised that he had been questioned as to why a long- standing charity golf tournament has been permitted while fund raising and charity functions are not permitted in homes. He wondered if the Commission should review this matter. Town Manager Garrison advised that the prohibition of these types of activities only applies in single - family residential districts, noting that the clubs are not in a residential district. She added that it is not unusual for the zoning to be applied in this fashion. In view of this, the Commission determined that the Code as written is adequate and reasonable and no review is necessary. The Town Manager asked if the draft letter to residents in the areas where feral cats are present was acceptable and the Commissioners had no objections to it being mailed. In addition, the Town Manager advised that she was planning to print flyers in English & Spanish to be handed to all persons who are walking pets which would explain that they are responsible to clean up after the pet and not to allow the animal to run at large.
