HomeMy Public PortalAbout05/16/2001 * Hurricane Preparedness MeetingO Minutes of the annual hurricane preparedness meeting held on Wednesday May 16, 2001 at 9:00 A.M. in the Gulf Stream Town Hall, 100 Sea Road, Gulf Stream, Florida. The following persons were in attendance: William F. Koch Jr., Mayor Garrett Ward, Police Chief Edward Allen, Lieutenant Mark Snure, Gulf Stream Golf Club Chuck Woodward, Little Club Anne Gibb, Gulf Stream School Jerry Irish, Gulf Stream School Lt. Mark Woods, Delray Beach Police William Thrasher, Town Manager Mayor Koch explained to everybody that the purpose for this planning session is to help coordinate the efforts and resources from each organization to aid in disaster recovery activity. Chief Ward stated that the Police Department would begin checking with the year -round residents who might need special assistance during evacuation. A list will be prepared with the name and address of those needing this assistance.. It will be the Police Department responsibility to assist those with special needs. He also informed the attendees of the "Refuge of Last Resort" and what impact the evacuation of I -95 in a disaster event might have on the area. Lieutenant Woods of the Delray Beach Police Department stated that "dumping" of I95 is part of the FDOT plan for evacuation for the "Refuge of Last Resort". Chief Ward stated that this should not affect Gulf Stream because everybody will have to evacuate when the police evacuate. Mayor Koch informed Lt. Woods that yellow cards would be distributed to key personnel so that re -entry coordination with local police departments could be achieved. 2001 Hurricane Preparedness Meeting Page 2 May 16, 2001 Mayor Koch stated that he was concerned about the sewer system and that we should have the contractor "pump down" the system prior to an event. The Town Manager said that he would contact the contractor to remind him of this requirement. Chief Ward said that the Police Department would assist the Gulf Stream School in _ evacuating students should a storm strike while school is in session. Mayor asked where the Delray Beach command center would be located. Lt. Woods stated that it would be at the Fire Station located at 501 West Atlantic Avenue. Chief Ward stated that Town Management would maintain a presence in the command center during a disaster. Also, Chief Ward informed the attendees that he and the Town Manager would be attending the Delray Beach hurricane preparedness meeting to be held on June 19, 2001 at the Fire Station. Chief Ward and Lt. Woods expressed concerned about the need to coordinated efforts of re -entry with the neighboring communities. Town Manager Thrasher asked if Delray is planning to use Grubbs Construction Company again this year. Lt. Woods said that they were. Town Manager Thrasher stated the Town would be using them in a recovery effort also. Mayor Koch asked how Delray would be handling the waterway. Lt. Woods stated that Delray uses an open Purchase Order with the local jet ski dealer to rent two units prior to an event. Mayor Koch suggested that the Town should look into this as well. Chief Ward indicated that Place Au Soleil might an excellent location to observe the coming and going on the waterway. Lt. Woods reminded the group of the need to control the area from "on-lookers" and suggested a mutual aid agreement might be possible with Delray to help with this possibility. Meeting was adjourned at 9:30 A.M.
