1. Introductions:
Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was
present.
2. Adoption of the agenda:
Mr. Shorthose moved and Mr. Propes seconded to adopt the agenda, motion
carried.
3. Approval of the minutes:
Mr. Rackers made a correction to 9a to change the year from 2033 to 2022.
Mr. Propes made a motion to approve the minutes with the correction. Mr.
Naught seconded the motion; all members were in favor of motion.

6. Scheduled Reports:
a) Airport Manager’s Report
Mr. Bowers advised the ramp maintenance project is currently in phase
one, the next phase should start in April 2022. Mr. Bowers discussed
traffic counts and advised 2021 was a record setting year and had some
of the busiest months since 2003.
b) FBO Report
Mr. Shorthose advised Jefferson City Flying Service just added another
flight instructor. There are currently about 60 flight students and six flight
instructors. Mr. Shorthose mentioned the traffic counts could go down with
the increasing gas prices. Mr. Shorthose complimented City Staff on their
response to the recent snow/ice storms.
c) Staff Liaison Report
Mr. Smith advised he and Mr. Bowers attended the Columbia Airport
Advisory Committee meeting recently. The new terminal should be open
by late summer 2022. Mr. Smith advised the Bipartisan Infrastructure Law
(BIL) has 25 billion dollars dedicated to aviation. The Airport has received
an increase of nearly $300,000 to our annual allotment for the next five
years to go towards projects. Under the BIL, 100 million is dedicated
toward contract towers, staff will apply for this 100% funding program
when the grant application is out. Staff is also in the process of applying
for tower funding thru the Terminal Area Grant Program, which is 95%
grant funding and 5% match. With the additional annual apportionment
money, staff hopes to extend the taxiway and build a new maintenance
building that will combine current maintenance buildings and house the
ARF truck. Fire Chief Schofield is pursuing grant funding for a new ARF
truck.
Mr. Smith thanked Mr. Naught for serving on the committee who has term
limited out.
d) City Council Report
Councilman Fitzwater mentioned items that will be discussed at the City
Council Meeting March 7th. Mr. Fitzwater thanked Mr. Naught and the
committee members for their time and commitment to the committee.

meeting at 11:18 a.m., motion carried.
