RESOLUTION NO. 92 -3203
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY ESTABLISHING GUIDELINES FOR KARAOKE AND KARAOKE
RELATED USES.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
WHEREAS, karaoke related uses have been found to result in law enforcement problems in other
neighboring San Gabriel Valley communities; and
WHEREAS, on December 8, 1992, the Planning Commission recommended certain code
amendments to address the situation; and
WHEREAS, on December 15, 1992, the City Council conducted a public hearing and adopted
Ordinance No. 92 -732 to require a conditional use permit for uses with entertainment or with on- premises
serving and consumption of alcoholic beverages.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Temple hereby sets
forth the following guidelines for karaoke and karaoke - related uses:
1. Karaoke shall be permitted only as an accessory use, as opposed to a principal use, e.g., karaoke
as an activity within a restaurant.
2. Establishments with karaoke shall not be allowed to maintain private or semi- private rooms for
occupancy by private parties; karaoke shall be conducted as a participatory form of entertainment,
available to all patrons and open to the general public at all times.
3. Security guards may be required if deemed necessary by the granting body.
4. Hours of operation may be established as part of any approval or permit.
5. Special requirements to ensure proper supervision of minors may be imposed by the granting body
when appropriate, based upon the nature of the business.
SECTION 1. The City Clerk shall certify to the passage and adoption of this resolution and enter
it into the book of original resolutions.
