HomeMy Public PortalAboutLetter- FillREPLY TO ATTENTION OF: DEPARTMENT OF THE ARMY WALLA WALLA DISTRICT, CORPS OF ENGINEERS BOISE REGULATORY OFFICE 304 NORTH EIGHTH STREET, ROOM 140 BOISE, IDAHO 83702-5820 May 10, 2002 Operations Division SUBJECT: NWW No. 022100320 Mr. Dan Pillard City of McCall 216 East Park Street Mc Call, ID 83638-1065 Dear Mr. Pillard: Your proposed discharge of fill material into 0.49 acre of wet meadow wetlands to improve the City of McCall golf course is authorized under the terms and conditions of Department of the Army Nationwide Permit (NWP) Number 42 (33 CFR 330, Appendix A). This authorization requires that your project is constructed as shown on the enclosed drawings and complies with the enclosed nationwide permit and the special conditions listed below. Your project is located in Sec. 10, T.18N., R.3E., B.M., Valley County, ID. a. Mitigation shall be constructed concurrent with project construction. b. Applicant will provide detailed mitigation construction drawings, which show the bottom elevation the mitigation areas are proposed to be graded down to. These drawings shall be provided to the Boise Regulatory Office 30 days prior to any ground disturbance activities. c. Applicant shall provide a detailed plan describing how the mitigation area is to be protected over the long term (i.e., deed restrictions, covenants etc.) and managed. The plan shall include those practices which are prohibited and those that the city would like to be able to do within the mitigation area. The plan shall address how weeds are to be controlled until the wetland vegetation becomes established. This plan shall be provided to us by July 31, 2002. d. A monitoring report shall be provided to us at the end of the first growing season and for the next two consecutive years by December 31 of each calendar year. The monitoring report shall include a minimum of those items described in the Mitigation Plan dated April 2002 and a summery describing how the mitigation areas are progressing towards meeting the established -2- success criteria. At the end of the third growing season, a field review shall be conducted to determine if additional monitoring is required or if changes are necessary to ensure success. Please carefully review these conditions, including the Water Quality Certification conditions. If you cannot meet these conditions, this NWP verification is not valid. Your project must comply with the Idaho Water Quality Standards as stated in IDAPA 58.01.02. If you have any questions about the Water Quality Certification conditions, please contact Jack Gantz, at 208-373-0599. If you change the project description in your permit application, this NWP may not be valid and you should contact us before starting work. We have enclosed a Compliance Certification for you to sign and return when you have completed your project. This verification is valid for 2 years from the date of this letter. If you start or are under contract to start this activity before this date, you will have an additional 12 months to complete the activity under the present terms and conditions of this NWP. This authorization applies only to Department of the Army permits administered by the Corps of Engineers. Your project may also require permits from other Federal, state, and local agencies.
