COMMISSION AND THE ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN
OF GULF STREAM ON FRIDAY, APRIL 12, 2002 AT 9:00 A.M., IN THE TOWN HALL,

I. Call to Order. Vice Mayor Orthwein called the meeting to order
at 9 A.M.

IV. Review of potential Code changes.
Chairman Wheeler explained that the members of the ARPB felt very
strongly that the three items listed on the agenda should be brought to
the Commission for a review. He further explained that there is no
concern regarding this in the Beachfront and Ocean West Districts in
that the lots are larger than in other districts. Their concerns are
with the construction of two -story homes fitting into neighborhoods of
one -story homes without destroying the character of the neighborhood.
He closed by advising that the Board believed this could be somewhat
controlled by lowering the maximum height of the first story eave.
It was agreed that prior to any discussion of Items A & B, all present
i would embark on a field trip to view examples of two -story structures
with various one -story eave heights. All present departed at 9:15 A.M.
The first stop on the tour was at the end of Old School Road where three
structures were viewed with first story eave heights of 101611, 11' &
121. The second stop was at the west end of Middle Road where 3
structures were also viewed. One had a 12' eave on the garage, another
had at 10' eave on the garage and a 12' eave on the structure and the
third home had 10' first story eaves, which the Board Members felt was
the most compatible with the neighborhood. The third stop was on

Oleander where a two -story dwelling with a 1016" eave height had
recently been constructed on a small lot between two single story homes.
The tour was completed at 9:50 A.M. and the group returned to the Town
Hall.
�) Vice Mayor Orthwein asked for comments from the ARPB.
Chairman Wheeler advised that staff had been directed to prepare
proposed language to reduce first story eave heights on two -story
structures by 18" in the "Preferred ", "Discouraged" and "Prohibited"
sections in all Design Districts except Beachfront and Ocean West. In
addition, a reduction of 18" in the roof height of two -story structures
was to be included in the same Design Districts. The material was
distributed to reflect the proposed changes.
Vice Chairman Kent explained that while most of those submitting
development applications have been cooperative and reduced the heights,
there is a concern that there will continue to be more applications for
two -story structures and it may not be possible to persuade applicants
to reduce height while the Code actually permits a 12' height. He
pointed out that in the recommendations, a 12' first -story eave height
is not prohibited but is in the discouraged range. When a feature
appears in the discouraged range, it is necessary for the applicant to
prove why this will not be detrimental in any way. Mr. Kent advised
that it is not uncommon for the Board to recommend approval of
discouraged features if they are not found to be detrimental.

It was agreed that the ARPB would, at their next meeting, prepare a
formal recommendation to the Town Commission addressing Items A. & B.
C. Metal Roofs (materials)
Chairman Wheeler reminded that there had been an application to permit a
revision of a previous approval for a wood shake roof in favor of a
�) metal roof, but not the "Key West" style. He further reminded that the
request had been denied in that the Code prohibits metal roofs.
Chairman Wheeler added that this particular structure would not support
a tile roof and that there are many others which will not support tile.
The only alternative for a roof replacement is either asphalt or wood
shakes, and it has been proven that since there have been mandatory code
changes in the way wood shake roofs are installed, they do not hold up.
The Chairman advised that the Board favored permitting certain types of
metal roofing materials on re- roofing (not new construction) through
some type of a special exception arrangement.

The Commission asked that this be included in a formal recommendation
that will be presented to them in the near future.

ORDINANCE NO. 02/1; AN ORDINANCE OF THE TOWN
COMMISSION OF THE TOWN OF GULF STREAM, PALM
BEACH COUNTY, FLORIDA, AMENDING CHAPTER 30
OF THE TOWN CODE OF ORDINANCES RELATING TO
TRAFFIC AND VEHICLES, CREATING A NEW SECTION
30 -4, ENTITLED PENALTIES FOR VIOLATION;
PROVIDING FOR SEVERABILITY, PROVIDING FOR
REPEAL OF ORDINANCES IN CONFLICT; PROVIDING
FOR CODIFICATION; PROVIDING AN EFFECTIVE DATE.
The proposed ordinance noticed here is available to the public at
the Town Hall, 100 Sea Road, Gulf Stream, Florida.

NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL
NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board
of the Town of Gulf Stream will hold a Public Hearing on May 23, 2002 at
8:30 A.M., and the Town Commission will hold a Public Hearing on June 7,
2002 at 9:00 A.M., both in the Commission Chambers of the Town Hall, 100 Sea
Road, Gulf Stream, Florida, at which the following will be considered:
An application submitted by Gregory Miklos, as agent for Randall and
Bonnie Gibson, owners of the property located at 19 Hidden Harbour,
Gulf Stream, Florida, which is legally described as Lot 6, Hidden
Harbour Subdivision for the following:
LEVEL III ARCHITECTURAL SITE PLAN REVIEW to permit the
following:
1. Addition of a library, breakfast room, covered entry and
bay window; extension of rear eave; addition to existing
pool house, a net total increase of 362 square feet.
2. New roof, windows & other features to change the
Architectural style to Mediterranean.
3. Installation of a boatlift.
4. Front privacy hedge with piers and entry gates.
The Architectural Review and Planning Board shall make a recommendation to
the Town Commission, and the Town Commission shall make a final decision
regarding the subject application at the meetings noticed above. These
meetings may be adjourned from time to time and place to place as may be
necessary to hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non - holiday
weekdays from 9:00 A.M. to 4:00 P.M.
