A RESOLUTION: INITIATING AN AMENDMENT TO THE ZONING
ORDINANCE REVISING TERMINOLOGY, ESTABLISHING
USE-SPECIFIC STANDARDS, AND UPDATING ZONING
DISTRICT DESIGNATIONS FOR DATA CENTER USES
WHEREAS, the Code of Virginia §15.2-2286 and Zoning Ordinance §3.2 permit the
Council of the Town of Leesburg in Virginia to, by resolution, initiate amendments to the
regulations of the Zoning Ordinance that the Council finds to be prudent; and
WHEREAS, the Council discussed data center uses and related use-specific standards
at its regular meeting on September 12, 2022; and
WHEREAS, the Legacy Leesburg Town Plan supports diversification of the Town's
tax base and calls for creating opportunities for data centers and other high-value commercial
tax base opportunities, and
WHEREAS, the Council is of the opinion that public necessity, convenience, general
welfare, and good zoning practice warrant the consideration of amendments to the Zoning
Ordinance revising terminology and definitions, establishing use and design standards, and
updating appropriate zoning district designations relating to data center uses.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. Amendments to the Zoning Ordinance are hereby initiated, and recommended to the
Planning Commission to amend Zoning Ordinance sections as necessary in order to
facilitate the intent of this initiation.
2. The Planning Commission shall hold a public hearing to consider these amendments
to the Zoning Ordinance, and to report its recommendation to the Town Council
pursuant the Section 15.2-2204 of the 1950 Code of Virginia, as amended
