GULF STREAM ON TUESDAY, SEPTEMBER 24, 2002 AT 5:01 P.M., IN THE
COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM,
FLORIDA.
I. Call to Order. Vice Mayor Orthwein called the meeting to order
At 5:01 P.M. following the Pledge of Allegiance.
II. Roll Call.

III. Consideration of Adopted Tentative Millage Rates and Adopted
Tentative Budgets for Fiscal Year 2002 -2003.
A. Explanation and discussion of Tentative Millage Rate as
compared to the rolled back rate.
Town Manager Thrasher explained that the Tentative Millage rate being
considered is 3.7853 mills, which is 7.58% higher than the rolled back
rate of 3.5186 mills. Mr. Thrasher stated that this millage rate
generates an ad valorem gross revenue of $1,769,753. He further stated
that he is presenting a balanced budget for the General Fund in the
amount of $1,985,053, and a balanced budget for the Enterprise Fund in
the amount of 546,100.
B. Comment from the Commission and the Public.
There was no comment from the Commission or the Public on any of these
items.
IV. Adoption of the General Fund FINAL Millage Rate for Fiscal
Year 2002 -2003. Commissioner Devitt moved and Commissioner
Hopkins seconded that a Final Millage of $3.7853 per each $1,000 of
assessed value be adopted for Fiscal Year 2002 -2003. Roll Call: Comm.
Devitt; AYE, Comm. Lynch; AYE, Comm. Hopkins; AYE and Vice Mayor
Orthwein; AYE.
V. Adoption of the FINAL Budgets for Fiscal Year 2002 -2003.
A. General Fund
Commissioner Devitt moved and Commissioner Hopkins seconded that the
General Fund Final Budget for fiscal year 2002 -2003 in the amount of
$1,985,053 be adopted. Roll Call: Comm. Devitt; AYE, Comm. Lynch; AYE,
Comm. Hopkins; AYE and Vice Mayor Orthwein; AYE.
B. Enterprise Fund (water)
Commissioner Devitt moved to adopt the Enterprise Fund Final Budget for
fiscal year 2002 -2003 in the amount of $546,100 and Commissioner Hopkins
seconded the motion. Roll Call: Comm. Devitt; AYE, Comm. Lynch; AYE,
Comm. Hopkins; AYE and Vice Mayor Orthwein; AYE.

VI. Ordinances for Second Reading and Adoption.
A. No. 02/2; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL
FUND FINAL MILLAGE RATE FOR THE TOWN OF GULF STREAM FOR
FISCAL YEAR COMMENCING ON OCTOBER 1, 2002 AND ENDING ON
SEPTEMBER 30, 2003.
The Town Clerk read Ordinance No. 02/2 in its entirety for the final
reading. There was no comment from the Commissioners or the Public.
Commissioner Devitt moved for the adoption of Ordinance No. 02/2 and
Commissioner Hopkins seconded the motion. Roll Call: Comm. Devitt;
AYE, Comm. Lynch; AYE, Comm. Hopkins; AYE and Vice Mayor Orthwein; AYE.
B. No. 02/3; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL
FUND BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR
COMMENCING ON OCTOBER 1, 2002 AND ENDING ON SEPTEMBER 30,
2003.
Ordinance No. 03/3 was read in its entirety on second reading by Town
Clerk Taylor. There was no comment from the Commissioners or the
Public. Commissioner Hopkins moved and Commissioner Devitt seconded
that Ordinance No. 03/3 be adopted. Roll Call: Comm. Devitt; AYE,
Comm. Lynch; AYE, Comm. Hopkins; AYE and Vice Mayor Orthwein; AYE.
C. No. 02/4; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER
FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR
COMMENCING ON OCTOBER 1, 2002 AND ENDING ON SEPTEMBER 30,
2003.
Following the second reading of Ordinance No. 02/4 in its entirety by
the Town Clerk, there was no comment from the Commissioners or the
Public. Commissioner Hopkins moved for the adoption of Ordinance No.
02/4 and Commissioner Devitt seconded the motion. Roll Call: Comm.
Devitt; AYE, Comm. Lynch; AYE, Comm. Hopkins; AYE and Vice Mayor
Orthwein; AYE.
VII. Adjournment. Vice Mayor Orthwein adjourned the meeting at 5:10
P.M. on a motion to do so made by Commissioner Devitt that was
seconded by Commissioner Hopkins with all voting in the affirmative.

NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL,
NOTICE IS HEREBY GIVEN that the Architectural Review and Planning
Board of the Town of Gulf Stream will hold a Public Hearing on October 17,
2002, at 8:30 A.M., and the Town Commission will hold a Public Hearing on
November 8, 2002, at 9:00 A.M., both in the Commission Chambers of the
Town Hall, 100 Sea Road, Gulf Stream, Florida, at which the following will
be considered:
An application submitted by Randall Stofft, as agent for Bernard
Molyneux, the owner of the property located at 925 Emerald Row,
Gulf Stream, Florida, which is legally described as Lot 63, Place
Au Soleil, Palm Beach County, Florida for a Level 3 Architectural
Site Plan Review to permit construction of a two -story single - family
Gulf Stream Bermuda style home consisting of 5,836 square feet with a
three -car garage and swimming pool.
The Architectural Review and Planning Board shall make a recommendation to
the Town Commission, and the Town Commission shall make a final decision
regarding the subject application at their respective meetings noticed
above. These meetings may be adjourned from time to time and place to
place as may be necessary to hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non-
holiday weekdays from 9:00 A.M. to 4:00 P.M.
ALL PARTIES INTERESTED IN THESE MATTERS may appear before the
Architectural Review and Planning Board and the Town Commission of the
Town of Gulf Stream at the times and place aforesaid and be heard.
SHOULD ANY INTERESTED PARTY SEEK TO APPEAL ANY DECISION MADE BY THE
ARCHITECTURAL REVIEW AND PLANNING BOARD OR TOWN COMMISSION WITH RESPECT TO
ANY MATTER CONSIDERED AT THESE PUBLIC HEARINGS, SAID PARTY WILL NEED A
RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE, MAY NEED TO INSURE THAT A
VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE
TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED. 286.0105,
