Erosion Control and Hurricane Protection". After discussion it was the opinion of
the Council that this would be deferred due to the uncertainty of the Resort Tax
which would pay for Bal Harbour's share of the project. The Village manager was
instructed to consult with Mr. Webb and investigate engineering firms that specialize
in beach erosion and report at the next meeting
Mr. Taplin said he had been approached by the Miami Helicopter Service, Inc.
asking that we endorse their proposal to establish a heliport at Haulover Park for
service to Miami Airport. He said that he and Mr. Maley had witnessed their operation
and that he (Mr. Taplin) did not think it would become a nuisance to the Village,
but would be an asset to the many commuters. It was the opinion of the Council that
the Village Manager should check with Dade County to determine the status of their
negotiations with the County and report back at the next meeting.
Mr. Maley read a letter from the Resort Tax Committee requesting that the Council
contribute $2,000.00 from Resort Tax Funds to the Miss Universe Pageant. On motion
of Mr. Printup, seconded by Mr. White, and unanimously voted the donation was
authorized.
The Audit for the fiscal year ending September 30, 1969 was considered by the
Council and on motion of Mr. Villeneuve, seconded by Mr. White, was unanimously
accepted.
The Council reviewed the financial statements for the first three months'
operation. After discussion on motion of Mr. Printup, seconded by Mr. Taplin, and
unanimously voted the statements were accepted and filed for audit.
The request of the Americana Hotel to use the garage area for convention purposes
through July 1970 was approved subject to all fire and building department regulations
on motion of Mr. Villeneuve, seconded by Mr. Printup, and unanimously voted.
The condition of the water supply being received by the Village was discussed and
Mr. Maley was instructed to find out the cost of installing a filter system at our
distribution point to improve the water supply.
There being no further business on motion of Mr. Printup, seconded by Mr.
Villeneuve, the meeting was adjourned at 11:25 A.M.

The Council of Bal Harbour Village met Saturday, February 28, 1970 at 9:30 A. M.
in the Village Hall.
Present: Messrs. Beatty, Printup, Taplin, Villeneuve and White
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village
Clerk; and Thomas Anderson, Village Attorney.

on motion of mr. Printup, seconded by Mr. Villeneuve, and unanimously voted
the minutes of the previous meeting of January 31, 1970 were approved as sub-
mitted.
As requested at the last meeting, mr. Maley said he had made inquiries
regarding engineering firms specializing in beach erosion and had spoken to nor.
Henry von Oesen, of Henry von Oesen and Associates of Wilmington, N. C. mr.
von Oesen said that he would come down and make a study for us on the basis of
$200.00 per day, plus expenses, and he estimated that it could be completed in
about a week. It was moved by mr. Taplin, seconded by Mr. Villeneuve, and
unanimously voted to hire mr. von Oesen at a fee not to exceed $1,500.00 to
advise Bal Harbour on what can or cannot be done to combat the beach erosion
problem.
mr. Maley said he had checked with the County manager's office regarding
their opinion of a heliport at Bakers Haulover Park and was told that the Dade
County Port Authority is currently making a study on the possibility of
establishing a county wide helicopter service. Be said the report would be
ready by next month. The Council decided to study the report before taking any
action on the proposed heliport.
Mr. Maley told the Council that he had checked with the Village Engineers to
see about installing a filtering system on the water lines. Mr. said Mr. Roth
had advised him to have the water supplied from both Miami Beach and North Miami
Beach tested over the period of a month and if the quality of the water is not up
to standard to hold the suppliers responsible. Mr. Maley said he has hired the
Precision Laboratory to make these tests over the next month.
Mr. Maley said that Mr. Puth and he had opened the landscape bids for the
Collins Avenue median strip on February 24, 1970 and that only three firms out
of the seven who took plans submitted bids which were as follows:

0n motion of Mr. Taplin, seconded by Mr. Printup, it was unanimously voted to
accept the bid of Wells Landscaping Company and Mr. Maley was authorized to
sign the contract.
Mr. Maley told the Council that he had contacted three firms in regard to
paving the area under the Haulover Bridge to be used as a parking lot and that
Brewer Construction was the only firm that could do the job at this time. He
said that the price quoted by Brewer Construction for 6" of limerock and 1" of
asphalt was $3.00 a square yard for approximately 2,500 square yards, plus
$1,320.00 for the concrete work and the excavation on an hourly rate. On motion
of Mr. Taplin, seconded by Mr. Villeneuve, and unanimously voted, the Brewer
Construction bid was accepted.
The Village Clerk read a letter asking that a yacht being chartered by
Yardley of London be allowed twenty four hour dockage from April loth through
April 13th at the municipal dock. It was the consensus of the Council that this
would be allowed, providing the hotel take out additional liability insurance
to cover the Village during this period; that we determine the purpose for which
the yacht will be used; and that all guests must leave the boat by 11:30 P. M.,
at which time the parking lot will be closed.
Mr. Maley said that Dr. Haas of Bay Harbor Islands had requested that Bal
Harbour pass a Resolution asking the County to make a traffic study and request

Surfside to open another street for southbound traffic. After discussion the
Council felt it might be better to have (Mayor Beatty contact Mayor Davis of
Surfside to see if they would be willing to do this to relieve the traffic
congestion eastbound on 96th Street. Mr. Beatty said he would talk to mayor
Davis before Lhe next meeting.
There being no further business before the meeting on motion of Mr. White,
seconded by Mr. Villeneuve, and unanimously voted the meeting was adjourned at
10 : 4 5 A. MI .

The Council of Sal Harbour Village met Saturday, March 28, 1970 at 9:30 A.M.
in the Village Hall.

0n motion of Mr. Villeneuve, seconded by Mr. Printup and unanimously voted
the minutes of the previous meeting of February 28, 1970 were approved as submitted.
Mr. Maley said that as a result of Mr. von Oesen's visit and study of the
erosion of the beach he and Mr. Art Lippack, the Engineer who would be working with
Zurwelle-Whittaker, Inc. on the project, were going to meet Mr. von 0esen and
Mr. Bill Carlton from Tallahassee in the Corps of Engineers office in Jacksonville
on Monday. He said that they would review the Corps' plan and see about the
possibility of Bal Harbour doing our own portion and then seek reimbursement When
the Federal Funds become available. He said he believed we could get approval for
this within about six months.
Mr. Maley said he did not have the last reports on the water samples taken
during last month, but from the first study Precision Laboratories has indicated
that the water was basically potable and safe, however, it did contain a high
calcium carbonate residual. He said he would request the hotels and apartments
to have their water tanks cleaned once a year to cut down on the corrosive action.
In regard to Mr. Chobel's request for a non -conforming sign on the Beau
Rivage hotel inasmuch as Mr. Chobel was not present and the Village had not been
presented with a sketch of the proposed sign the Council wished to hold up dis-
cussion on the matter.
The Village Manager told the Council that Miami Shores Village had requested
that we pass a Resolution endorsing the concept of the Biscayne Bay Parkway. The
