CITY ELECTION RESULTS Donna Roehl presented MAYOR Thomas Anderson Ralph Eckes Anne Theis Blank Spoiled the following Election results for City Offices: COUNCILMEMBERS 719 Wayne Hall 467 Robert Mitchell 271 Wilfred Scherer 48 Steve Schmit 2 Dennis Vee Total number of votes cast for city offices was Moved by Heideman, seconded by Reiser to accept of the Election Judges regarding the City election and declare the following duly elected: Thomas Anderson, Mayor, 2 year term Robert Mitchell and Wilfred Scherer, Councilmembers, 4 year terms each. PUBLIC WORKS DEPARTMENT Street Sander Jim Dillman stated that a new street sander was needed and would cost approximately $2000, but could be ordered now and be billed after January 1, 1985. Moved by Heideman, seconded by Scherer to order the sander as per recommendations of Jim Dillman and pay for from Contingency Fund, if necessary. Motion declared carried 5. POLICE DEPARTMENT Police Chiefs Seminar Michael Sankey asked that Council in February in Phoenix, at a cost Council discussed previous Police cost to the city being only the registration Moved by Reiser, seconded by Scherer to table Motion declared carried consider allowing him to attend a Police Chiefs of $375 plus $375 for expenses. Chiefs attendance at Police Chiefs conventions, fee. the request until 1985. Seminar the Police Car Purchases Council discussed various options for purchase or lease of police vehicles as presented by the Chief of Police who stated that it is more economical to purchase rather than lease vehicles. Moved by Reiser, seconded by Heideman to approve proposal ij 2 of Police Chiefs proposal;1 55 that is the purchase of a fullsize marked car and the purchase of a midsized unmarked car. Motion declared carried Jill Hodapp, Probation Police Chief, Sankey recommended that Jill Hodapp be released from probation and be given permanent status as a police officer. Moved by Heideman, seconded by Reiser to notify Jill Hodapp of permanent status as of November 14, 1984, and to commend her for the good work she has done during the past year. Motion declared carried Police Union Contract Moved by Heideman, seconded by Scherer to table action on the Police Union Contract for one month. Motion declared carried 6. RON RICHARDSON, TAX FORFEIT PROPERTY Thomas Anderson explained that Ron Richardson purchased property at Independence Beach which was Torrens Titled and which had included a small parcel on lakeshore, taxes on the beach parcel had not been paid by previous owner and the parcel had become tax -forfeit. He stated that Mr. Richardson would like the cities help to reacquire that parcel so that he could use for boat docking purposes. Richard Schieffer explained that Hennepin County had changed the way in which tax forfeit properties may be conveyed but if the Council approved he would spend some time with staff to determined whether or not the property could be acquired. Thomas Crosby stated that he had no objection to an investigation and asked how many other such situations there were in the Independence Beach area. Moved by Crosby, seconded by Heideman to authorize the Attorney and Zoning Administrator to study the tax forfeit situation for Mr. Richardson and report back to Council on December 18th. Motion declared carried 7. PLANNING AND ZONING DEPARTMENT George Hansen, Subdivision JoEllen Hurr stated that the Hansens were having a closing on a portion of their property on Friday, November 9th and she asked that the resolution approving the subdivision be acted upon. She also explained that a roadway agreement accompanied the approval resol- ution. Moved by Heideman, seconded by Scherer to adopt Resolution 84-82, approving the George Hansen subdivision at 2782 Willow Dr. Motion declared carried Dockside Council reviewed memo submitted by JoEllen Hurr regarding items approved by Council in Dockside resolutions versus items contained in documents filed with Hennepin County. Parking Spaces Memo indicates that necessary, hardcover could Boats Memo indicates that 15 public parking spaces need to be provided and that, if be recalculated. document filed allows one boat and one unpowered boat. Richard Schieffer stated that he had approved the document that had been filed. Thomas Anderson stated that the Council had discussed allowing one boat per unit. JoEllen Hurr stated that would need to be clarified with Mr. Spaeth. Storage Building Memo indicated that a storage building on the property had never been discussed but if Mr. Spaeth could meet the hardcoverrequirements one could be considered but the size and location would need to be addressed. Screening during Construction Memo indicated that screening needed to be provided during building construction and that it would need to be reconstructed until adequate cover was established. 156 Richard Schieffer stated that he would be talking with Mr. Spaeth's attorney on Thursday and would inform him of Council action. Thomas Anderson stated that he would be willing to call a special Council meeting when everything had been agreed to. Moved by Heideman, seconded by Reiser to authorize the Zoning Administrator and Building Inspector to issue Building Permits to John Spaeth for units on Lots 8 and 10 after changes in the filed documents have been completed according to items outlined above and square footage remaining to be built is listed on each Building Permit. Motion declared carried 8. PARK COMMISSION Anne Heideman reported that the Park Commission would meet November 15th to discusss other cities regulations regarding Park Dedication fees. 9. ELECTION JUDGES Moved by Heideman, seconded by Scherer to extend gratitude to the Election Judges for the excellant job they did on Election Day and to reimburse Donna Roehl for food she had provided to the judges who had counted ballots. Motion declared carried Moved by Heideman, seconded by Scherer to commend Emil Jubert for picking up campaign signs on various city streets. Motion declared carried 10. BILLS Moved by Reiser, seconded by Heideman to pay the bills; Order Checks # 3318-3385 in the amount of $85,007.81 and Payroll Checks # 7945-8009 in the amount of $15,742.35. Motion declared carried 11. HUNTER DR. STREET IMPROVEMENT, THORPE SPECIAL ASSESSMENTS Moved by Heideman, seconded by Crosby to hold a Special Asssessment Public Hearing for the supplemental Assessments of A.S. Thorpe for the Hunter Dr. Improvement Project as outlined in Resolution 84-70, on December 4, 1984 at 8:00 P.M. Motion declared carried 12. ORDINANCE CODIFICATION Richard Schieffer stated that he would provide a summary of the Codified Ordinances for publication in the Official Newspaper. Moved by Heideman, seconded by Crosby to adjourn.
