Council Meeting: Emp lo yee Pay Adjustment
In preparation for the June 27 , 2022 Work Session, I am providing some additional information
for context. Each ofthe plans proposed thus far: (1) 5% across the board, (2) a "targeted"
approach plan, and (3) a "specific dollar amount" of $2,532 plan, each have positive and negative
implementation impacts depending on what goals one is interested in achieving.
The 5% Across the Board Plan salary adjustment suggestion was intended to be a quick
adjustment to address some initial salary to help address competitive labor market concerns. The
5% Across the Board salary/wage adjustment proposal was intended to address all employees
(except for the City Administrator and police employees covered by the Fraternal Order of Police
bargaining agreement) in a consistent manner. As I expressed previously, I feel any salary/wage
adjustment implemented at this time in the fiscal year is essentially an advanced payment ("down
payment") of what would be a future salary recommendation anyway in the FY 23 City budget.
Based on a new implementation date of July, 15, 2022 , for the 5% Across the Board Plan, the
fiscal impact for the current fiscal year would be approximately $402,894 across all funds, of
which, approximately $13 5,5 78 is from the General Fund.
Whatever plan is implemented, if any, I think it is important (1) not to exacerbate "compression";
(2) move the minimum of the salary/wage range in order to be more competitive in the current
market (adjusting to the new minimum salary/wage range any employees who might be below the
new minimum range); and (3) not adversely affect the current pay plan structure, pending
recommendations from the current compensation consultant Evergreen. I think consideration
should be given to overall ease of implementation of any particular plan as well.
Based on a comparison of the Targeted Plan and the Specific Dollar Amount Plan compared to
the 5% Across the Board Plan:
1. All three plans have similar base pay cost.
2. In the Targeted Plan, 195 employees receive an average of $1,218 less and 135 employees
receive an average of $890 more than in the 5% Across the Board Plan.

3. In the S pecific Dollar A mo unt Plan, 128 employees receive an average of $744 less and 202
employees receive an average of$472 more than in the 5% Across the Board Plan .
4. With Specific Dollar A m ount plan , four pay ra nges w ill have at least one e mployee making less
th a n the minimum of the new range. T hu s, th e result could be that a newly h ired employee
mi g ht be hired at a sala ry/wage higher than a n existing employee.

I . 55 employees have sepa rat ed emplo yment w ith the C it y w ith fewer than 5 years
employment.
2 . 27 employees have separate d employment w ith the Cit y w ith five to less than 10 year s of
employment.
3. 13 e mpl oyees have separated e mpl oyment wi th the City w ith I 0 to less than 15 years of
empl oyme nt.
4. 8 emp loyees have separated e mployment with the Ci ty wi th 15 t o 19 year s of
e mployme nt.
5. 8 employees have se pa ra te d employment with the C ity with 22 to less than 25 years of
e mpl oym ent.
6. 7 e mpl oyees have separated employment w ith the C ity with 25 to less than 30 yea rs of
employment.
7. 7 e mployees have separated employment wit h the C ity with over 30 years of
employment.
Thus , during the above refenced timeframes, a lth ough s eparati o ns have been .. across the board,··
more e mpl oyees have separated from e mploym e nt wi th the C ity wi th LESS than 15 years as
co mp ared to th ose employees w ith m ore than 15 years of serv ice to the Ci ty. Some of the
employees w ith more than 20 years of serv ice were retirements. M y point is that we are
experiencing employ ment sep a rati on in vario us departments, for various positions , and fo r
variou s years of service, but more so the e ntry level of positions, for which th e minimums of the
ranges, at least for so m e positions, a re not competitive w ithin th e current la bor market.
