HomeMy Public PortalAboutOrd. 1445CZTY OF LYNWOOD LOS ANGELES COUNTY, CALIFORNIA ORDINANCE NO. 1445 AN ORDINANCE OF THE CITY OF LYNWOOD ESTABLISHING THE LYNWOOD NEIGHBORHOOD SERVICES COMMISSION, AND AMENDING CHAPTER 2 OF THE LYNWOOD MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS FOLLOWS: Section 1. Chapter 2 of the Lynwood Municipal Code is amended by adding a new Section 2-26 to read as follows: "2-26 NEIGHBORHOOD SERVICES COMMISSION 2-26.1 Neiahborhood Services Commission. There is hereby created the Neighborhood Services Commission of the City of Lynwood. 2-26.2 Composition• Appointment of Members. The Neighborhood Services Commission shall consist of five (5) members who shall be appointed by, and serve at the pleasure of, the City Council. 2-26.3 Members to be Residents of Cit Members of the Commission must be residents of the City. If a member of the Commission ceases to be a resident of the City, that member's office on the Commission shall automatically be terminated. 2-26.4 Terms of Office. The terms of office for the members of the Neighborhood Services Commission shall be two (2) years. 2-26.5 Notification of Unexcused Absences. :The Chairperson of the Neighborhood Services Commission shall forthwith notify the City Council when any member is absent for three (3) consecutive regular meetings of the Commission, without having been excused. 2-26.6 Removal of Members. Any member of the Neighborhood Services Commission.may be removed by a majority of the City Council, at any time, without cause. 2-26.7 Vacancies. A vacancy in the membership of the Commission, other than one created by the expiration of a term,-shall be filled by appointment by the City Council for the unexpired portion of the term. 2-26.8 Compensation of Members. Members of the Commission may be compensated in such amount as may be established by resolution of the City Council. In addition, the members may be reimbursed for actual expenses incurred in connection with official business of the Commission, i.o the extent authorized by the City Council. 2-26.9 Organization. The Commission shall select from its members a Chairperson and Vice Chairperson, each of whom shall serve for a term of one (1) year. 2-26.10 Meetinas• Time and Place. The Commission shall hold at least one (1) regular meeting each month. The meeting shall be held in the City Council Chambers unless the Commission selects another meeting place. The Commission may hold additional meetings at places 961207 10512-00001 ayc 0592803 0 other than the City Council Chambers to the extent permitted by law. The day and time of the meeting shall be established by the Commission and must be ratified by the City Council. 2-26.11 Responsibilities of the Commission. It shall be the responsibility of the Commission to: a. Formalize the Neighborhood Block Watch Program by providing it with the opportunity to make recommendations relative to policies that affect the residents' lives. b. Provide a forum for the exchange of positive ideas and information among neighbors and residents. c. Co-sponsor workshops and symposiums on important legislation and issues facing the community. d. Serve as an advisory body to the City Council on behalf of the Neighborhood Block Watch Clubs. 2-26.12 Duties of the Commission. The Commission will discharge the following duties: a. Recommend programs and plans intended to promote individual fulfillment and an improved quality of life in all areas of the community without regard to race, religion, or national origin; provided however, that all such programs and plans shall be subject to the approval of the City Council. b. Cooperate with City departments, agencies, and commissions in identifying and ameliorating neighborhood problems with which they may be concerned; provided; however, that nothing herein shall be construed as authorizing the Commission to act as a hearing agency or tribunal in any legal or- personnel matters. d. Recommend to the City Council and to various City departments and agencies changes in procedures, policies, and legislation for the purpose of improving the quality of life in the community and its neighborhoods.~~ Section 2. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this ordinance, or the application thereof to any person or place, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance or its application to the remaining portions of this ordinance or its application to other persons or places. The City Council hereby declares that it would have adopted this ordinance and each section, subsection, subdivision, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, 961203 I OS I2-00001 rye 0592803 0 - 2 - clauses, phrases, or portions, or the application thereof to any person or place, be declared invalid or unconstitutional.
