A RESOLUTION OF THE CITY OF LYNWOOD AUTHORIZING THE CITY
MANAGER OF THE CITY OF LYNWOOD TO APPLY FOR AND TAKE
NECESSARY STEPS TO ACCEPT FEDERAL FUNDS FOR THE CREATION
AND ADMINISTRATION OF A HOMELESSNESS PREVENTION AND RAPID
RE-HOUSING PROGRAM
WHEREAS, the City's Five Year Consolidated Plan states that the City
intends to end chronic homelessness by 2012; and
WHEREAS, due to the significant need, Lynwood was allocated $646,575
in Federal funds to administer a Program designed to assist those renters who
are in danger of becoming homeless and/or those persons who are in temporary
housing; and
WHEREAS, on April 7, 2009, pursuant to American Recovery and
Reinvestment Act Notice requirements, the City has complied with Continuum of
Care requirements to ensure an appropriate coordination of ~resources,,for a
Homelessness Prevention Program; and ~~` ~:'~ ~ .`~ ~, ~,
WHEREAS, current data shows that a growing number of families face
homelessness based upon loss of income, medical expenses, or more recently,
landlords who fail to pay the mortgage for the housing unit; and
WHEREAS, the City intends to implement a program to address two
specific populations within the City of Lynwood. Specifically, families or
individuals who are in danger of becoming homeless either because they have
missed past rental payments or will be unable to make current payments
because they have lost their income, encountered unusual medical expenses, or
other financial catastrophe. The second target population will be families or
individuals who are forced to utilize temporary dwellings such as motels or
shelters; and
WHEREAS, notice was timely published in English and in Spanish in a
locally adjudicated newspaper pursuant to Homelessness Prevention and Rapid
Re-Housing Program requirements and the Citizen Participation Plan; and
WHEREAS, the Substantial Amendment to the 2008-2009 Action Plan
has been on display in the appropriate locations and the appropriate times
pursuant to the Citizen Participation Plan.
NOW, THEREFORE, THE CITY OF LYNWOOD DOES HEREBY FIND,
PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City of Lynwood authorizes the City Manager of the
City of Lynwood to take all appropriate action to apply for and accept Federal
funds for the creation and administration of a homelessness prevention and
Rapid Re-Housing Program.
Section 2. This Resolution shall go into effect immediately upon its
adoption.
