Surfside to open another street for southbound traffic. After discussion the
Council felt it might be better to have mayor Beatty contact mayor Davis of
Surfside to see if they would be willing to do this to relieve the traffic
congestion eastbuund on 96th Street. Mr. Beatty said he would talk to mayor
Davis before the next meeting.
There being no further business before the meeting on motion of Mr. White,
seconded by Mr. Villeneuve, and unanimously voted the meeting was adjourned at
10:45 A. M.

The Council of Bal Harbour Village met Saturday, March 28, 1970 at 9:30 A.M.
in the Village Hall.
Present: Messrs. Beatty, Printup, Villeneuve and White
Absent: Mr. Taplin
Also present were Fred W. Maley, Village Manager; Mary Wetterer, Village
Clerk; and Thomas Anderson, Village Attorney.
On motion of Mr. Villeneuve, seconded by Mr. Printup and unanimously voted
the minutes of the previous meeting of February 28, 1970 were approved as submitted.
Mr. Maley said that as a result of Mr. von Oesen's visit and study of the
erosion of the beach he and Mr. Art Lippack, the Enginfer who would be working with
Zurwelle-Whittaker, Inc. on the project, were going to meet Mr. von Oesen and
Mr. Bill Carlton from Tallahassee in the Corps of Engineers office in Jacksonville
on Monday. He said that they would review the Corps' plan and see about the
possibility of Bal Harbour doing our own portion and then seek reimbursement *hen
the Federal Funds become available. He said he believed we could get approval for
this within about six months.
Mr. Maley said he did not have the last reports on the water samples taken
during last month, but from the first study Precision Laboratories has indicated
that the water was basically potable and safe, however, it did contain a high
calcium carbonate residual. He said he would request the hotels and apartments
to have their water tanks cleaned once a year to cut down on the corrosive action.
In regard to Mr. Chobel's request for a non -conforming sign on the Beau
Rivage hotel inasmuch as Mr. Chobel was not present and the Village had not been
presented with a sketch of the proposed sign the Council wished to hold up dis-
cussion on the matter.
The Village Manager told the Council that Miami Shores Village had requested
that we pass a Resolution endorsing the concept of the Biscayne Bay Parkway. The

Council decided to table this until the next meeting.
Father Sean O'Sullivan spoke to the Council on the drug clinic called
Operation Self —Help, Inc. operated in Hialeah. After discussion his request for
a donation from Bal Harbour Village was turned over to Mr. Anderson for advisement.
Mr. Maley told the Council that the Town of Surfside had requested that we
allow them a cross connection to our water line along 96th Street to be used
only for fire purposes. On motion of Mr. Printup, seconded by Mr. Villeneuve
and unanimously voted it was agreed to permit this connection and Mr. Anderson
was instructed to work out the details on the agreement between the two towns.
Mr. Maley said he would like to see Miami Beach given some encouragement
to proceed with plans for a sewage treatment plant. On motion of Mr, Villeneuve,
seconded by

Mr. Printup and unanimously voted Mr. Maley was authorized to write
encouraging them to plan for a treatment plant and inform them that
is willing to pay their proportionate share.
At Mr. Maley's suggestion it was agreed that he should write a letter to
Governor Kirk and the Department of Transportation expressing our appreciation
for Mr. Michael O'Neil's efforts in getting the Collins Avenue improvements
completed.
There being no further business on motion of Mr. White, seconded by Mr.
Printup, the meeting was adjourned at 10:45 A.M.
