Fire Substation -Chief Kerry Koen The Town Manager Thrasher reminded that the Commission requested that an expert in field be present to help explain the necessity for a fire substation. Mr. Thrasher introduced Chief Keon. Chief Koen explained that the County Commissioners are interested in establishing a mandatory level of service for all of Palm Beach County and have asked the County Fire Chief for recommendations and the matter would be decided by a referendum. Regular Meeting & Public Hearing Town Commission September 10, 2003 Page 2 Another topic for recommendation is a centralized communication system for fire and EMS. This service would be available to dispatch fire and EMS units countywide, regardless of jurisdiction boundaries, if the cities or towns chose to participate. Chief Koen added that the Palm Beach Municipal League of Cities is taking a forthright position on this issue. The League feels this is an intrusion on home rule, and should be Odealt with by the local jurisdictions. Furthermore, on the national level, there is a deployment standard which deals with personnel staffing questions and time to arrive on the scene for certain types of events, and deciding how many personnel should be at the scene within the time frame. At this time no decisions have been made regarding these standards. Chief Koen advised that he is available to answer questions. Commissioner Hopkins asked how much it would cost to build a fire substation. The Commissioner directed staff to obtain the total number of actual fires in Gulf Stream for the previous year. Chief Keon did not have an actual figure for the cost of substation, adding that it would be based on the cost per square feet. Mayor Koch complimented the good job Delray is dong and added that Gulf Stream is supportive of the fire department but he is not in favor of building a substation. The Mayor thanked Chief Koen for attending the meeting and for his professional advice. A. Town Attorney 1. Draft Ordinance; Unlicensed /Abandoned Vehicles & Open Garage Doors Attorney Randolph explained that the ARPB had discussions regarding a couple nuisance items and he drafted an ordinance, which amends the current nuisance ordinance to make two other items nuisances. The attorney did not foresee a problem with unlicensed /abandoned vehicles but believes there would be enforcement problems with regards to open garage doors. The Attorney believes the Commission may want to give more consideration to the open garage door issue. Mayor Koch and the Commission agreed to consider the open garage door issue at a later date and proceed with the draft ordinance for unlicensed /abandoned vehicles on the agenda for first reading. 2. Draft Ordinance; Wireless Communication Towers & Antennas Attorney Randolph advised that currently there are no regulations regarding communication towers & antennas that would permit them to be located any place in town. Mr. Randolph explained that he has drafted ordinance for the Commission consideration, which states that if a resident wants to install a communication tower, he must get approval from the government entity. Financial Report for August 2003 Town Manager Thrasher requested permission to purchase two digital video cameras to be used in the police vehicles. He explained that these Odevices would aid in prosecution of traffic violations and bikers who are not following the road rules. The total cost for the cameras is $12,000. Mr. Thrasher stated that the police department received a grant for $2200, which would be applied toward the cost of the cameras and recommends taking the balance from revenues received from building permits and judgments and fines. The Commission discussed this request and agreed that these are not necessary items for the town at this time. Lynch; AYE, Comm. Orthwein; AYE, and Mayor Koch; AYE. E. Police Chief 1. Activity for August 2003 Lieutenant Allen asked that the report be accepted as submitted. VIII. Items for Commission Action. A. Appointment of an Alternate Member for ARPB Mr. Ganger, a town resident, submitted a request to serve as an alternate on the ARPB. The Commission decided to delay the appointment until a few applicants have applied. B. Garbage Contract Renewal Town Manager Thrasher advised that the garbage contract would be expiring at the end of September. He has received a proposed offer to extend the existing contract. He advised that Waste Management is purchasing the business from BFI in October and they are in agreement with the extension. The Town Manager recommended renewing the contract for another five years. �) Butch Carter, a representative from Waste Management explained that they are in the process of purchasing BFI. The new contract would be no CPI increase for the year beginning October 1, 2003 thru September 30, 2004 and all the other terms and conditions would continue. Mayor Koch preferred a three -year contract and was not in favor of renewing for five years. Commissioner Lynch moved and Commissioner Hopkins seconded to renew the garbage contract for five years. OCommissioner Orthwein withdrew her motion given that there are questions regarding this ordinance. Town Manager Thrasher explained that currently there are no provisions for parking recreational vehicles. The proposed ordinance would provide a certain time frame for the resident to pack and unpack the vehicle. Attorney Randolph added that it allows the resident forty -eight consecutive hours within a fourteen -day period. Commission Devitt agreed to work with Attorney Randolph on the language of the ordinance to be presented at the following meeting. 5. Town Clerk Taylor read Ordinance No. 03/14 by title. Commissioner Orthwein moved and Commissioner Devitt seconded the adoption of Ordinance No. 03/14 on first reading.
