MINUTES OF THE PUBLIC HEARING HELD BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM ON WEDNESDAY, SEPTEMBER 10, 2003 AT 5:01 P.M., IN THE
COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM,
FLORIDA.
I. Call to Order. Mayor Koch called the meeting to order at 5:01
P.M.

Rate for
A. Explanation and discussion of Proposed Millage Rate as
compared to the rolled back rate.
Town Manager Thrasher explained that the proposed millage rate is 3.6377
mills which is equal to the rolled back rate of 3.6377 mills.
B. Comment from the Commission and the public.
Mayor Koch asked if there were any questions from the Commission or the
public.
Commissioner Hopkins commented that he is very concerned that within
five years the Town will be at a 4 million budget. He believes that the
Town should work toward a tighter budget. The Commissioner stated that
this tenative budget should be reduced by $100,000.
Town Manager Thrasher explained that some of the line items increased
this year because he anticipates high costs in attorneys fees relating
to codifying the code and the to AlA bike path issue.
Commissioner Hopkins made a motion to reduce the general fund budget by
$100,000. Mayor Koch passed the gavel to Vice Mayor Orthwein and seconded
the motion. Roll Call: Comm. Devitt; NAY, Comm. Hopkins; AYE, Comm.
Lynch; NAY, Vice Mayor Orthwein; NAY, and Mayor Koch; AYE.
There was no comment from the public.
Vice Mayor Orthwein returned the gavel to Mayor Koch.
IV. Adoption of the General Fund Tentative Millage Rate for Fiscal
Year 2003 -2004.
Commissioner Devitt moved and Commissioner Orthwein seconded to adopt the
Tentative Millage Rate of 3.6377 mills for fiscal Year 2003 -2004.

V. Adoption of the Tentative Budget for Fiscal Year 2003 -2004.
A. General Fund
Commissioner Devitt moved and Commissioner Orthwein seconded to adopt the
Tentative Budget for the General Fund for Fiscal Year 2003 -2004 in the
Cj amount of $2,596,000. Roll Call: Comm. Devitt; AYE, Comm. Hopkins; NAY,
Comm. Lynch; AYE, Comm. Orthwein; AYE, and Mayor Koch; NAY.
B. Enterprise Fund
Commissioner Devitt moved and Commissioner Lynch seconded to adopt the
Tentative Budget in the Enterprise Fund for Fiscal Year 2003 -2004 in the
amount of $639,000. Roll Call: Comm. Devitt; AYE, Comm. Hopkins; AYE,
Comm. Lynch; AYE, Comm. Orthwein; AYE, and Mayor Koch; AYE.
VI. Public Hearinq Date for Final Adoption of Millaqe Rate & Bud
The Public Hearing Date for Final Adoption of Millage Rate &
Budget was set for September 23, 2003 at 5:01 P.M.
Commissioner Lynch advised that he would not be present for the
September 23=1 meeting but he would be available by telephone.
VII. Ordinances for first reading.
A. No. 03/10; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL
FUND FINAL MILLAGE RATE FOR THE TOWN OF GULF STREAM FOR
FISCAL YEAR COMMENCING ON OCTOBER 1, 2003 AND ENDING ON

Commissioner Orthwein moved and Commissioner Devitt seconded the
adoption of Ordinance No. 03/10 on first reading. There was no comment
from the public. Roll Call: Comm. Devitt; AYE, Comm. Hopkins; NAY,
Comm. Lynch; AYE, Comm. Orthwein; AYE, and Mayor Koch; AYE.
B. No. 03/11; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF

of Ordinance No. 03/12 on first reading. There was no comment from the

Mayor Koch advised that he attended a meeting earlier in the day with Mr.
O'Neal, Town Manager Thrasher and the private sewer engineer, regarding
private sewer maintenance. The Mayor Koch said that all the
Commissioners would be receiving a copy of the meeting minutes.
VIII. Adjournment. Mayor Koch adjourned the meeting at 6:02 P.M. On
a motion to do so made by Commissioner Devitt and seconded by
Commissioner Hopkins with all voting in the affirmative.

The Town of Gulf Stream has tentatively adopted a
budget for 2003/2004. A public hearing to make a
FINAL DECISION on the budget AND TAXES
