CALL TO ORDER
Mayor Carrie Tergin called the June 21, 2022 City Council “Pre-Meeting” to order at 5:45 P.M.
to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Deeken, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, and Ward
Absent: Fitzwater and Wiseman
DISCUSSION OF AGENDA ITEMS
Councilmember Deeken will lead the prayer.
Miscellaneous
- There will be a posthumous recognition of Jeff Wankum for 35 years of City service.
ARPA Funds Discussion
- Councilmember Hensley will lead the ARPA funds discussion with a 2-phase plan
spreadsheet.
Public Hearing
- There will be a public hearing on pending bill 2022-016, presented by Sonny Sanders,
Director of Planning & Protective Services.
Appointments
- Gail Strope, Human Resources Director, will present the recommended appointments to
the boards and commissions.
- Steve Crowell, City Administrator, will presented his and Mayor Tergin’s
recommendation for Chief of Police, Police Captain Eric Wilde.
Presentations from Staff, Consultants, & Invited Guests
- Matt Amick with Soybean Association will present the City’s Plan to switch to biodiesel.

- There were no questions at this time.

- City Staff presented their introduced bills.

Councilmember Fitzwater arrived to the meeting at 5:50 P.M.
Bills Pending
- City Staff presented their pending bills.
Informal Calendar
- Councilmember Fitzwater intends to leave bill 2022 -003 on the informal calendar where
it will expire after tonight’s City Council meeting.
- Councilmember Lester will make a motion to take bill 2022-009 off the informal
calendar. In the bill sponsor’s absence, six affirmative votes are needed to take the bill
off the informal calendar.

- City Staff presented their resolutions.
