REGULAR COUNCIL MEETING, JUNE 21, 2022
CALL TO ORDER
Mayor Carrie Tergin called the June 21, 2022 City Council meeting to order at 6:00 P.M.
ROLL CALL

ADOPTION OF THE AGENDA
Councilmember Lester motioned and Councilmember Spicer seconded the motion to
adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
Recently deceased City employee, Jeff Wankum was po sthumously recognized for 35
years of City service. Mayor Tergin and Matt Morasch, Director of Public Works spoke of
Mr. Wankum’s career accomplishments. Mr. Wankum’s family was welcomed to the
podium for the presentation and recognition.
ARPA FUNDS DISCUSSION
Finance Chair Councilmember Hensley opened the discussion with a presentation of a 2 -
phase plan for the ARPA funds. Councilmember Fitzwater presented a number of items
on the list. The spreadsheet was presented as a framework for discussion with final
approval at a later time.
Councilmember Ward expressed her desire to provide funds to the Salvation Army which
was not on the list. Councilmember Schreiber would like the Convention and Visitors
Bureau to receive funds which was also not on the list.
Councilmember Spencer motioned and Councilmember Spicer second the motion to
approve a 2-phase framework with final approval of specific line items to come at a later
time. The motion passed by the following roll-call vote:

A Staff presentation was made by Sonny Sanders, Director of Planning and
Protective Services.
The property owner’s contracted engineer, Wesley Berlin with Spartan Engineering
Solutions, LLC, spoke in favor of the bill.
There being no one else to speak on the bill, Mayor Tergin declared the
evidentiary portion of the public hearing concluded .

Councilmember Lester motioned and Councilmember Kemna seconded the motion to
approve the above recommended appointments. The motion passed unanimously.
b. City Administrator Steve Crowell and Mayor Tergin presented their recommended
appointment for Chief of Police, Police Captain Eric Wilde. They thanked Police Chief
Roger Schroeder for his service to the City.

Councilmember Schreiber motioned and Councilmember Spicer seconded the motion
to approve Police Captain Eric Wilde as the Chief of Police. The motion passed by the

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Matt Amick with the Soybean Association presented the City’s plan to switch to biodiesel
fuel.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – The next meeting is Wednesday, July 6th, 7:30
A.M. in the Boone-Bancroft Room. The meeting may be cancelled if there are no
agenda items to discuss.
• Finance Committee – The next meeting is Thursday, June 23rd, 7:30 A.M. in the
Boone-Bancroft Room.
• Public Safety Committee – The next meeting is June 29th, 7:30 A.M. in the Police
Training Room.
• Public Works & Planning Committee – The next meeting is July 14th, 7:30 A.M. in
the Boone-Bancroft Room.
Mayor’s announcements:
• Mayor Tergin announced the passing of Bill McAnany. Mr. McAnany was a World
War II veteran and long-time citizen of Jefferson City.
• A well-attended Juneteenth celebration took place at Community Park on Sunday.
• The USS Jefferson City Submarine Crew was hosted by the USS Jefferson City
Submarine Committee last week. They attended Thursday Night Live and the
Ricky Skaggs concert, both with public recognition. They visited the St. Louis Arch
and attended a St. Louis Cardinals game. They also toured the Jefferson City Fire
Museum, State Capitol and dome, Police Department, and MO State Penitentiary.
They spoke at Thomas Jefferson middle school, Elks Lodge, American Legion,
and Rotary. They also dined at numerous local restaurants.
• Mayor Tergin attended the return of Honor Flight #63 in Columbia on Monday
night.
Councilmember Spencer announced the passing of retired Jefferson City Fire Fighter,
Earl Logan who served the City for 30 years. The USS Jefferson City Submarine Crew
participated in the funeral procession.

Councilmember Fitzwater said he spoke with the sponsor, Councilmember Wiseman.
Councilmember Wiseman would like to set up a special session on bill 2022-009. With no
objection, a special session will be scheduled for Monday, June 27th at 5:30 P.M.
RESOLUTIONS

A RESOLUTION SUSPENDING TRANSIT FIXED-ROUTE FARES FOR A PERIOD NOT
TO EXCEED SIX MONTHS
Matt Morasch, Public Works Director, presented the resolution.
Councilmember Deeken motioned to adopt RS2022-11. Councilmember Spencer
seconded the motion.
It was determined that the resolution had not been reviewed by the Public Transit
Authority. After discussion between City Council and Staff, Councilmember Spencer
withdrew his second to the motion. Councilmember Deeken also felt the bill should be
reviewed by the Public Transit Authority.

It was decided to send the resolution to the Public Transit Authority for th eir review.
Councilmember Spencer asked if a study/questionnaire could be done in conjunction with
the 6-month fare suspension to obtain useful data. Mayor Tergin expressed her concern
with offering free bus fare without proposing a budget offset for the r evenue loss. Mr.
Morasch indicated that a study in conjunction with the free bus fare, and a possible
marketing plan to inform citizens would require a fiscal note for the added expenses. At
that point, the bill would need to also go through the Public Works Committee.

Councilmember Fitzwater motioned to adopt RS2022-12. Councilmember Schreiber
seconded the motion.
