CITY COUNCIL SPECIAL SESSION MEETING, JUNE 27, 2022
CALL TO ORDER
Mayor Pro Tempore Ron Fitzwater called the June 27, 2022 City Council Special Session
meeting to order at 5:30 P.M. Mayor Carrie Tergin joined the meeting on-screen via WebEx
due to traveling conflicts.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer,
W ard, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
Councilmember Wiseman motioned and Councilmember Lester seconded the motion to
adopt the agenda. The motion passed unanimously.
SALARY ADJUSTMENT DISCUSSION
Councilmember Wiseman, sponsor of bill 2022-009 opened the salary adjustment
discussion. In addition to City Administrator’s original 5% across the board proposal,
there were three additional proposals provided by Councilmembers Hensley, Lester, and
Spencer. Each presented their proposal.
After the proposals were presented and discussion on each, Councilmember Wiseman
requested to take bill 2022-009 off the informal calendar. There was no objection.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A SALARY
ADJUSTMENT AND AMENDING THE FY2022 BUDGET OF THE CITY OF
JEFFERSON, MISSOURI, BY SUPPLEMENTALLY APPROPRIATING FUNDS WITHIN
THE VARIOUS CITY FUNDS OUTLINED IN EXHIBIT A.
MOTION #1
Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to
amend bill 2022-009, by adopting Councilmember Hensley’s proposal as Section 1(a.)
Exhibit B is hereby adopted as set forth herein.
MOTION #2
Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to
amend the amendment, striking the language from #8 of Councilmember Hensley’s
proposal, and adding “Subject to final accounting estimate”. The motion passed
unanimously.

RENEWAL OF MOTION #1 AS AMENDED
Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to
amend bill 2022-009, by adopting Councilmember Hensley’s proposal as Section 1(a.)
Exhibit B is hereby adopted as set forth herein.
The motion passed by the following roll-call vote:
Aye: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer,
W ard, and Wiseman
Nay: None
MOTION #3
Councilmember Lester motioned to adjust the salary ranges by increasing all affected
ranges by $2,250. After discussion, the City Council indicated they would prefer to hold
off on salary range adjustments until after the Evergreen compensation study. There was
no second to the motion.
MOTION #4
Councilmember Spencer motioned to amend Exhibit B (Councilmember Hensley’s
proposal), item #4. Longevity Pay Plan (accumulating amounts):
a. 15 years of service - $500 a. 15 years of service - $1,250
b. 30 years of service - $500 b. 20 years of service - $1,750
c. 40 years of service - $500 c. 25 years of service - $2,000
d. 30 years of service - $2,500
Councilmember Ward seconded the motion. The motion passed by the follo wing roll-call
vote:
Aye: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer,
W ard, and Wiseman
Nay: None
Gail Strope, Human Relations Director, asked City Councilmembers how #5.
Communications Operators minimum pay up to $40,000, maintaining current pay
separations should be implemented. The City Council indicated that the
Communications Operators minimum salary adjustment with separations would be
made first, and then the remaining items on the proposal would take effect.
MOTION #5
Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to
prepare a substitute bill, with updated financial information, in line with the amended bill
2022-009 for the July 5th City Council meeting. The motion passed by the following roll-
call vote:

ADJOURNMENT
A motion to adjourn was made by Councilmember Wiseman, seconded by
Councilmember W ard, and approved unanimously at 6:50 P.M.

Borrowed and blended heavily from Councilmen Lester and Spencer
June 27, 2022
1. 2.5% of average salary increase across the board:
$1,250 per employee // $425,000 total
2. Increase for employees hired before 2019 (with need to adjust in future years):
$500 per employee // estimated $150,000 total
3. Increase for ranges 7 to 23:
$1,000 per employee, estimated $300,000 total
4. Longevity Pay Plan (accumulating amounts):
a. 15 years of service - $500
b. 30 years of service - $500
c. 40 years of service - $500
$500 - $1,500 per eligible employee // estimated $102,000 total
5. Communications Operators minimum pay up to $40,000, maintaining current pay separations.
6. Commit to $2,500 ARPA Essential Worker payments for each and every employee.
7. Except for Item 6, assumes 340 included employees. Excludes City Administrator, Chief of Police,
and sworn positions covered by FOP contract.
8. Approximate cost for items 1. thru 4. is $977,000.
