Town Manager Thrasher requested to add Item VII.A.2., Joint Special Meeting with the ARPB and Item VII.A.3., Funding Project -Waste Water. There were no objections. VI. Announcements. A. Mayor Koch announced these dates. Town Clerk Taylor pointed out a typo on the February 12th meeting. The correct meeting date is February 13th VII. Reports. A. Town Manager 1. Feral Cat Program Update Town Manager Thrasher reported that during the current trapping cycle 7 cats, 4 opossums and 2 raccoons were caught. Mayor Koch referred to a notice that was sent to Town residents regarding rabid raccoons. He advised that Animal Control is working with the Town in eradicating the rabid animals. Joint Special Meeting with the ARPB Town Manager Thrasher reported that the ARPB is requesting a joint meeting with the Town Commission to discuss items that relate to point of reference and cubic content. The Commission agreed that if everyone is available, November 14 would be acceptable, following the regular Town public hearing. O 3. Funding Project -Waste Water. Mr. Thrasher reported that he has received a notice from the Department of Environmental Protection regarding the 2004/2005 wastewater funding project. He explained that the Town has an application on file and no action need to be taken at this time. B. Architectural Review & Planning Board 1. Meeting Dates a. October 23, 2003 @ 8:30 A.M. b. Mayor Koch announced these dates. C. Finance Director 1. Financial Report for September 2003 Town Manager Thrasher explained that the financial report is premature in that there are many more entries to be made for the final year -end report. Mr. Thrasher stated that a surplus of $184,000 was budgeted for and he is confident that the Town will meet that goal. He added that the budget report for the utility fund includes the new water rate increase that was authorized at the previous Commission meeting. Town Manager Thrasher asked that his report be accepted as submitted if there were no questions. Commissioner Devitt moved and Commissioner Lynch seconded to approve the financial report. Bi- Monthly Water Usage This item was made part of the official record. Mayor Koch asked if there were any complaints due to the water rate Gincrease. Appointment of an Alternate Member for the ARPB Mayor Koch advised that Chairman Wheeler met with a potential candidate regarding the alternate position. The Mayor asked if the Commissioners were ready to make a decision. The Commissioners agreed to postpone making a decision until the following meeting. B. Items by Mayor and Commissioners Mayor Koch advised that Commissioner McCarty is having a public meeting with the property owners east of AlA and regarding annexation. The Mayor added that residents west of AlA were not noticed. He directed the Town Manager to attend the meeting. Commissioner Orthwein stated that she has been advised of an upcoming meeting in Delray with representatives from DOT regarding the bike path. Mayor Koch reminded that the Town had a meeting with officials from DOT and the Town's position has not change. He added the agreement with DOT is that the Town would be properly noticed of any resurfacing of AlA. Commissioner Devitt inquired if there was a meeting in Delray with Senator Atwater. Town Manager Thrasher stated that an invitation was sent to the Mayors and Town Managers for a round table discussion. Mayor Koch stated he would be available for the meeting and directed the Town Manager to also attend the meeting. Commissioner Orthwein asked what could be done to prevent parking on the right of way for a lengthy period of time. Attorney Randolph advised that the Town could not arbitrarily place �l restrictions on the time certain vehicles park in one area. He added J that there could also be enforcement issues. The attorney stated that he would work with Chief Ward on drafting an ordinance. The Commissioners were concerned that bags of yard waste are being placed curbside days before pickup and the garbage containers are left curbside days after pickup. Regular Meeting & Public Hearing Town Commission October 10, 2003 Page 6 Town Manager Thrasher explained that residents are notified not to place yard waste and garbage curbside days before pickup. He added that repeat offenders are sent a courtesy letter and usually and ensuing telephone call. Mayor Koch directed the Town Manager to speak with the repeat offenders and explain the Town's position. IX. Public. There was no comment from the public. X. Adjournment.
