Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present The minutes of the meeting of October 3, 1972 read. Moved by Donald Des Lauriers to approve the minutes with the budget as typed in same. Seconded by Robert Franklin Motion carried. The minutes of the special meeting of October 9, 1972 read. Moved by Arthur,,titd that the minutes be approved as read. Seconded by Robert Franklin Motion carried The minutes of the special meeting of November 1, 1972 read. Moved by Robert F*anklkn to approve the minutes as read. Seconded by Donald Des Lauriers Motion carried. The minutes of the Planning Commission meeting of October 16th read. Ivan Bowen appeared with regard to building two houses on his property, one to be a guest house. Moved by Robert Franklin that the Council grant a variance to Ivan Bowen for the construction of a guest house on Lot 3, Block 1, Oldswood Farm, which guest house may be undersized and on the same property as the main house provided that the property is not sub -divided. Seconded by Donald Des Lauriers Motion carried A representative of Patti Mobile Homes Salesroom appeared with regard to hook- up for sewer and water. Moved by Donald Des Lauriers that Patti Mobile Homes Salesroom application to 400k up sewer and welter to an unpermanent gmmmirmat structure be denied. Seconded lay Robert Franklin Motion carried Day building permit. Moved by Donald Des Lauriers to grant a building permit to John Day on Lot 8 Medina Industrial Park, Second Additon, subject to meeting all ordinance requirements according to plans and specifications presented. Seconded by Thomas Stevens Motion carried W. J. Cavanaugh building permit. Moved by Thomas Stevens to grant a building permit to W. J. Cavanaugh on Lois 4, Block 2, Medina Industrial Park subject to meeting all ordinance requirements according to plans and specifications presented, without parking in front of garage doors. Seconded by Robert Franklin Motion carried 105 Acting. as a Canvassing Board the Council. gave the following report: For Councilman: Donald Des Lauriers 712 votes • Thomas Stevens 655 Nancy Laurent (write-ini 180 Jean Laurent It It 1 Elaine Laurent " It 1 Ann Laurent ." Mayor declared Donald Des Lauriers.and Thomas Stevens elected as Coumoilmen. Willis Kohnen appeared with regard to dondemnation of property for the Park. Council asked that a statement be presented to them from Both the Park and the Kohnens. Mr. Gasner, representing the Franklin Groves farm, appeared with regard to obtaining a permit for an addition to the barn. Moved by Thomas Stevens to iert Franklin Groves to add to their stable facilities as presented. Seconded by Donald Des Lauriers . Motion carried. Anne Dorweiler announced a meetthmg by the Planning Committee on Monday, November 13 at 8 P. M. in the Village Hall, Pillsbury and Adams to be present. Discussion with jith William Mills with regard to sewer situation. Moved by Robert Franklin to have William Mills to pursue evidence with Maple Plain and Metro Sewer to develop :Kipi intercepters to service Medina-Morningside, Independence Beach and Baker Park. Seconded by Thomas Stevens Motion carried. Moved by Donald Des Lauriers to authorize William Mills to seek reimbursement from the County for the blacktop on Sioux Drive and Printo Drive. Seconded by Thomas Stevens Motion carried. l- Moved by Thomas Stevens to pass the following, Resolution No. 72-21: A RESOLUTION CREATING A COMMITTEE TO PLAN FOR RECREATION TRAILS - WHEREAS there is increasing public interest in activities that require recreation trails; and WHEREAS the amount of land available for such recreational ac- tivities is steadily decreasing in the face of development; and WHEREAS there are other governmental agencies that would seek to impose their own recreational plans on the Village of Medina, which would not be in the best interests of the Village; NOW THEREFORE BE IT RESOLVED that the Medina Village Council hereby creates a Recreation Planning Committee, to which it shall make such appointments as it deems appropriate, and charges the Committee to do the following: 0 106 1. Seek maximum involvement of residents and land owners in planning to meet recreational needs. 2. Identify and seek to preserve informal trail systems aldeady being used in the Village. 3. Develop a plan for multiple -use recreation trails that can be placed on the Village's official map and can be implemented gradually as land is divided, platted and developed. 4. Work to implement as soon as possible those trails agreed upon by cooperating land owners. 5. Develop standards for development, operation and policing of trails; seek methods of financing park and trail plans. 6. Coordinate its activities with the Planning Commission and the Commission's Planning and Zoning Committee. 7. Receive Village Council approval for trail routes and standards. Seconded By Robert Franklin Motion carried Moved by Robert Franklin'to'appoint Julius Dorweiler as Chairman of the Committee with Arthur Theis of the Council and George Wyse of the Planning Commission, and Julius Dorweiler to appoint other members. Seconded By Donald Des Lauriers Motion carried. Moved by Thomas Stevens to pay the bills as follows, exceit fpr•t#e one to the Buffalo Bituminous, because of the accident which happened to the Village Truck: Payroll in the amount of $6,913.39 and order checks in the amount of $25,786.30. Seconded by Arthur Theis Motion carried. Moved by Arthur Theis that the meeting adjourn. Seconded by Thomas Stevens Motion carried. Meeting adjourned at 1245 A.M.
