Mayor Briggs called the regular meeting of the City Council to order at 7:30 p.m. on Tuesday, January 2, 1973, in the Council Chambers of the City Hall. 2. The invocation was given by the Reverend Blaine Bender, Presiding Elder, Re- organized Church of Jesus Christ of Latter Day Saints, 9458 E. Broadway, Templ.e_,City.. 3. The Pledge of Allegiance to the Flag was led by Mayor Briggs. 4. ROLL CALL: Present: Councilmen- Dennis, Merritt, Tyrell, Briggs Absent: Councilmen-Gilbertson Also Present: City Manager KosI.i, City Attorney Martin, Planning Director Dragicevich, Administrative Assistant Biel, Civil Engineering Assistant Linares. Councilman Tyrell moved to excuse the absence of Councilman Gilbertson for cause, seconded by Councilman. Merritt and carried. 5. APPROVAL OF MINUTES: Councilman Merritt moved to approve the minutes of the regular meeting held on December 21, 1972,.as mailed, seconded by Councilman Dennis and carried. UNFINISHED BUSINESS: 6. PUBLIC HEARING: 7:30 p.m. Re. Standards for Driveway Design. City Manager Koski presented background information, advising that the Planning Commission had recommended amendment to the Temple City Municipal Code relating to driveway design, by.adoption of Resolution No..72- 478PC, and that public hearing on the matter had been set for January 2, 1973, with due notice given. Planning Director Dragicevich presented factual data, giving a synopsis of the criteria set forth in Resolution No. 72 -478PC by use of exhibits. Mayor Briggs declared the Public Hearing open and invited those present who wished to speak on the matter to come forward. No one came forward to speak in favor. Speaking against the proposal, Gerard Stel, 5230 Hallowell, advised that he would like to see consideration given to circular driveway for his lot, which was 54' in width, which was considerably under the minimum of 70' set forth in the proposed amendment. He stated he needed the space for parking numerous vehicles 'owned by his family. He was advised that he had probably acquired too much equipment in relation to his property, and that it was not the intent of the ordinance to make a parking lot in front yard areas. No one else came forward to speak. Councilman Merrittn,movedto:�lose the public hearing, seconded by Councilman Tyrell and carried. In discussion it was noted that in addition to minimum width for driveways, themrdinance should also provide for a maximum width, and that requirements (d) 2 and (d) 3 of Resolution 72 -478PC concerning second curb cut driveways, should also be a requirement for circular driveways. Councilman Metri:tt'movedv : to instruct' .the :City Attorney: to prepare appropriate ordinance, including minor modifications as discussed, and to refer to the Planning Commission for review, seconded by Councilman Tyrell and carried. Council Minutes, January 2, 1973 - Page 2 7. PUBLIC HEARING: 7:30 p.m. Re. ASSESSMENTS FOR STREET IMPROVEMENTS FREER STREET, McCULLOCH TO SANTA ANITA (North Side) and DALEVIEW TO SANTA ANITA (South Side) (Pursuant to Chapter 27, Streets and Highways Code) City Manager Koski advised that proper notice had been sent to all concerned in regard to public hearing for assessments for street improvements on Freer Street, and provided description of properties to be assessed, as outlined in report from Superintendent of Streets dated December 5, 1972. Mayor Briggs declared the public hearing open and invited those present who wished to speak for or against the matter to come forward. No one wished to speak. Councilman Tyrell moved to close the public hearing, seconded by Councilman Dennis and carried. Councilman Merritt moved to confirm the assessments and direct the properties be so assessed, seconded by Councilman Tyrell and carried. 8. ORDINANCE No. 72 -363: 2nd read. Re. Zone Change from R -1 to R -4, 6247, 6251 and 6257 N. Rosemead Boulevard, and 8916 and 8922 Longden Avenue (Carmichael). City Attorney Martin presented Ordinance No. 72 -363 entitled AN ORDINANCE OF THE CITY OF TEMPLE CITY CORRECTING THE ZONING MAP OF THE CITY OF TEMPLE CITY BY REZONING CERTAIN PROPERTIES for second reading. Councilman Tyrell moved to waive further reading and adopt, seconded by Councilman Dennis and carried. 9. ORDINANCE No. 72 -364: 2nd read. Re. Amendment to Municipal Code re. Overnight Parking Permits. City Attorney Martin presented Ordinance No. 72 -364 entitled AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION 3324.1 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO PROHIBITED PARKING, for second reading. Councilman Tyrell moved to waive further reading and adopt, seconded by Councilman Merritt and carried. NEW BUSINESS: 10. EMPLOYMENT OF PERSONNEL: A. RESOLUTION No. 73 -1252 - Employment of Temporary Personnel City Manager Koski presented Resolution No. 73 -1252 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TEMPORARY PERSONNEL. Councilman Tyrell moved to adopt, seconded by Councilman Dennis and carried. B. RESOLUTION No. 73 -1253 - Employment of Crossing Guard. City Manager Koski presented Resolution No. 73 -1253 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING CROSSING GUARDS. Councilman Tyrell moved to adopt, seconded by Councilman Dennis and carried. 11. RESOLUTION No. 73 -1254 - WARRANTS & DEMANDS: Demand Nos. 7090 thru 7171, in the Amount of $34,517.77. Councilman Merritt moved to adopt Resolution No. 73 -1254 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $34,517.77, DEMAND NOS. 7090 THRU 7171, seconded by Councilman Tyrell and carried. 13. COMMUNICATIONS: A letter of resignation of Maureen Hammond, Recreation Supervisor, was received with regret, on motion of Councilman Merritt, seconded by Councilman Dennis. Council Minutes, January 2, 1973 - Page 3 13. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: No one spoke. 14. MATTERS FROM CITY OFFICIALS: A. Rental of City -owned Property at 5603 Gracewood City Manager Koski advised that an offer had been received to rent the city -owned residence at 5603 Gracewood on a month -to -month lease at $275 per month. Councilman Tyrell moved to approve, and to authorize Mayor and City Clerk to sign agreement, seconded by Councilman Dennis and carried. B. Resolution No. 73 -1255: Commending 1972 Rams Varsity Football Team. Mayor Briggs advised that in recognition of the Temple City Rams having won the 1972 CIF AA Championship for the third successive year, a resolution had been prepared in commendation, which resolution upon adoption would be presented at the Football Banquet honoring the team to be held on January 4, 1973. Councilman Tyrell moved to adopt Resolution No. 73 -1255 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY COMMENDING THE 1972 RAMS VARSITY FOOTBALL TEAM AS THE CIF AA CHAMPIONS, seconded by Councilman Merritt and carried. 15. ADJOURNMENT: Councilman ;Tyrell : moved to adjourn at 8:15 p.m. to view a film on burglary prevention, seconded by Councilman Merritt and carried.
