HomeMy Public PortalAbout1970-04-25 Meeting��l3 Council decided to table this until the next meeting. Father Sean O'Sullivan spoke to the Council on the drug clinic called Operation Self  Help, Inc. operated in Hialeah. After discussion his request for a donation from Bal Harbour Village was turned over to Mr. Anderson for advisement. Mr. Maley told the Council that the Town of Surfside had requested that we allow them a cross connection to our water line along 96th Street to be used only for fire purposes. On motion of Mr. Printup, seconded by Mr. Villeneuve and unanimously voted it was agreed to permit this connection and Mr. Anderson was instructed to work out the details on the agreement between the two towns. Mr. Maley said he would like to see Miami Beach given some encouragement to proceed with plans for a sewage treatment plant. On motion of Mr. Villeneuve, seconded by Mr. Printup and unanimously voted Mr. Maley was authorized to write Miami Beach encouraging them to plan for a treatment plant and inform them that Bal Harbour is willing to pay their proportionate share. At Mr. Maley's suggestion it was agreed that he should write a letter to Governor Kirk and the Department of Transportation expressing our appreciation for Mr. Michael O'Neil's efforts in getting the Collins Avenue improvements completed. There being no further business on motion of Mr. White, seconded by Mr. Printup, the meeting was adjourned at 10:45 A.M. Attest: Village Clerk April 25, 1970 The Council of Sal Harbour Village met Saturday, April 25, 1970 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty, Printup, Taplin,Vil.leneuve and White Also present Clerk; and Thomas On motion of voted the minutes submitted. were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Anderson, Village Attorney, Mr. Villeneuve, seconded by Mr. Taplin, and unanimously of the previous meeting of March 28, 1970 were approved as April 25, 1970 S7 Dr. Don Roach and Mr. Nicholas R. Meola of Precision Laboratories appeared to explain the sampling of our water done at various locations over the last six weeks. They determined the quality of the water being received from Miami Beach and North Miami Beach to be practically alike in content. They recommended that the Village determine if there are any dead spots in the lines and also that we flush the lines on a regular basis. Mr. Maley said he had decided en quarterly flushings. MIr. John Marchese and Mr. F. W. Southerweil of North Miami Beach offered to help the Village in any way possible with the flushing or other work involved in solving the problem. The Council agreed it might be advantageous to have more tests made at the same locations and additional locations after the initial flushing is com- pleted. Mr. Maley said that after he, Mr. von Oesen and Mr.. Lippack met with the Corps of Engineers in Jacksonville he had sent the Corps a letter outlining our proposed project. He said that Mr. Whittaker and Mr. Lippack were working out a schedule of costs for the project and that it -should be ready during the coming week. In regard to the groin plan already adopted, the Corps Permit for the 96th Street groin and four additional groins will be issued next week. The matter of a proposed Resolution endorsing the concept of the Biscayne Bay Parkway was discussed and tabled until the Council could obtain more infor- mation regarding its design. Mr. Anderson said he had sent the Council and Fr. O'Sullivan a copy of his letter to Mr. Maley in which he stated that Bal Harbour Village did not have the authority under our Charter to contribute money to Operation Self - Help, Inc. Mr. Maley said that he was changing the meters on the Parking Lot on Lots 1 and 2, Block 1 to 50 per hour on May 1st. He said that the rate would be the same on the meters under the Bakers Haulover Bridge and would be in- stalled as soon as the'Collins Avenue landscape work was completed. On motion of Mr. Taplin, seconded by Mr. Printup, and unanimously voted Mayor Beatty and the Village Clerk Miss Wetterer were authorized to sign a lease with the Florida Department of Transportation for $1.00 per year for the use of the land under Bakers Haulover bridge for parking purposes. Mr. Maley said he had further meetings with the Managers of Surfside and Bay Harbor Islands in regard to combining the Fire Departments for better service and they decided they wanted an offer from Dade County. He said the County needs a Resolution from the Council requesting them to submit a proposal for the operation of the Fire Department. On motion of Mr. Taplin, seconded by Mr. Villeneuve, and unanimously voted the Village Attorney was authorized to draw a Resolution to this effect. The Village Manager told the Council that he had a request from the Bal Harbour Club to install small playground equipment on Village property. Due to the liability involved the Council decided that this equipment would have to be placed on the club property. The financial statements for the first six months operation for the 1969-70 fiscal year were considered. On motion of Mr. Printup, seconded by Mr. Villeneuve and unanimously voted the statements were filed for audit. April 25, 1970 88 Due to the regular Council Meeting date in May falling on Memorial Day the Council decided to hold the May meeting on May 23rd. Mr. Maley explained that Mr. William Whitman had placed an unusual amount of fill on his landscaped lots and had built a retaining wall of creosoted lumber to retain the fill. It was the decision of the Council that Mr. Maley should request him to slope the fill over the five foot rear easement and remove the retaining wall at the rear of the lots. Mr. Maley said he had talked to an architect regarding a house for the Maintenance Superintendent and he had estimated a cost of approximately $22,000.00, After discussion the Council decided to study the matter further before making any decision. There being no further business on motion of Mr. White, seconded by Mr. Villeneuve and unanimously voted the meetirgwas adjourned at 11:20 A.M. In the absence of Mavnr Beatty. Assistant Mayor Printup conduct- ed the meeting. On motion of Mr. Villeneuve, seconded by Mr. Taplin, and unan- imously voted the minutes of the previous meeting- of :April 25. 1970 were approved as submitted. Mr. Maley told the Council that Mr. Whittaker was unable to complete arran^ements with Mr. Lippaek to work on the beach ero- sion nro.ject and that now Mr. Whittaker and Mr. von Oesen's firm would act as engineers for the project. He outlined what the Preliminary Engineering Report would consist of and said that Mr. Whittaker had indicated a fee of approximately $22,000.00. may 23, 1970
