COMMISSION OF THE TOWN OF GULF STREAM ON FRIDAY, SEPTEMBER 17, 2004 AT

I. Call to Order. Mayor Koch called the meeting to order at 4 P.M.
II. Pledge of Allegiance. The Pledge of Allegiance was led by the
Mayor.

B. Town Manager
1. Emergency Preparedness Review and Needs Report
Town Manager Thrasher reported that not all costs relating to the
hurricane preparedness are eligible for reimbursement from FEMA. The
federal government reimburses 75 %, the state covers 12 % %, and Gulf
Stream pays the remaining 12.5 %. The total cost for Gulf Stream is
$200,000, which is for debris removal, equipment, labor and
preparedness; of that amount $180,000 will qualify for reimbursement

from FEMA. The Town Manager added that he would be submitting the
appropriate forms to FEMA within the next 3 weeks and, if need be, he
would come back to the Commission with budget adjustment requests.
The Town Manager commended Chief Ward and the police department for the
outstanding job they did before, during and after the hurricane. He
Qadded that the support from the City of Delray Beach was excellent.
Mr. Thrasher stated that he is in the process of evaluating the
procedures and performances for emergency preparedness. He suggested
that the Palm Beach County Emergency Notification System be implemented
so residents could be informed prior to and during an emergency.
Mayor Koch and the Commission thanked the town staff for their diligent
work during the hurricane.

Mr. Thrasher asked that the report be accepted as submitted if there
were no questions, and there were none.
Commissioner Orthwein moved and Commissioner Devitt seconded to approve
the financial report. Roll Call: Comm. Devitt; AYE, Comm. Lynch; AYE,
Comm. Orthwein; AYE, Comm. Hopkins; AYE and Mayor Koch; AYE.
E. Police Chief
1. Activity for August 2004
Chief Ward asked that the report be accepted as submitted, if there were
no questions. The Chief asked for direction regarding the Palm Beach
County Emergency Notification System. He added that the cost to partner
with the County would be $3000 per year.
The Commission agreed that the Chief could proceed with implementing the
Emergency Notification System.

Town Clerk Taylor read Ordinance 04/4 by title.
OMayor Koch asked if there were any comments from the public.
Mrs. Kennemer, a resident at 810 Tangerine Way, stated that she fully
supports the ordinance. She added that by implementing the ordinance, it
would require residents to maintain their property and the appearance of
the neighborhood.
Town Manager Thrasher added that there are a number of residents that do
not maintain their property sufficiently and this ordinance would help
with enforcement.
Commissioner Orthwein moved and Commissioner Hopkins seconded to adopt
Ordinance No. 04/4 on first reading. Roll Call: Comm. Devitt; AYE, Comm.
Hopkins; AYE, Comm. Lynch; AYE, Comm. Orthwein; AYE, and Mayor Koch; AYE.
B. Resolutions

Town Clerk Taylor read Resolution No. 004 -10 by title.
Town Manager Thrasher explained that the unified local mitigation
strategy helps in applying for funds, which relates to FEMA
reimbursement after a disaster has been declared. He added that the
Town has applied for funds to help bury utility lines and for the
construction of a wastewater treatment facility under this program.
Commissioner Devitt moved and Commissioner Hopkins seconded to adopt
Resolution No. 004 -10. Roll Call: Comm. Devitt; AYE, Comm. Lynch; AYE,
