ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Deeken, Fitzwater, Hensley (via WebEx), Kemna, Lester, Schreiber, Spencer, Spicer, W ard, and Wiseman Absent: None ADOPTION OF THE AGENDA Councilmember Ward motioned and Councilmember Wiseman seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Britt Smith, Public Works Operations Director was recognized for recently being elected as President of the National Society of Professional Engineers. Mayor Tergin recognized City Attorney Ryan Moehlman and Sherry Doctorian, the City of Jefferson’s lobbyist from Armstrong Teasdale LLP, for assisting in the passage of HB1606 related to the Heritage Clause. ARPA FUNDS DISCUSSION Mayor Tergin opened the discussion by welcoming those signed up to speak. Alan Mudd, Brian Vogeler, and Major Sarah Windell spoke on behalf of Salvation Army and the Center of Hope. In addition to their ARPA funds request to the City, Mr. Mudd expressed the emergency need for air conditioners at Salvation Army. Finance Chair Councilmember Hensley and City Councilmembers continued the discussion referencing the 2-phase framework spreadsheet which was approved in draft form at the June 27th City Council Special Session meeting. The attached spreadsheet represents the following ARPA Funds motions. MOTION #1 Councilmember Fitzwater motioned and Councilmember Wiseman second the motion to amend the spreadsheet, eliminating the Special Learning Center ($100,000), Habitat for Humanity ($100,000) and Boys & Girls Club ($100,000) allocations. The motion passed by the following roll-call vote: Aye: Deeken, Fitzwater, Schreiber, Spencer, Spicer, and W iseman Nay: Hensley, Kemna, Lester, and Ward 2 REGULAR COUNCIL MEETING, JULY 5, 2022 MOTION #2 Councilmember Fitzwater motioned and Councilmember Wiseman second the motion to amend the spreadsheet, adding the Convention & Visitors Bureau ($175,000) and Downtown Improvements (as a reimbursement with a City match - $150,000) allocations. The motion passed by the following roll-call vote: Aye: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward, and W iseman Nay: None MOTION #3 Councilmember Lester motioned to amend the spreadsheet , adding solar panels for Fire Station #3. There was no second to the motion at this time. Fire Chief Matt Schofield stated that City Staff was getting updated costs for solar panels. MOTION #4 Councilmember Spencer motioned and Councilmember Spicer seconded the motion to amend the spreadsheet, adding a City performance efficiency study ($150,000) allocation. The motion passed by the following roll-call vote: Aye: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward, and W iseman Nay: None MOTION #5 Councilmember W iseman motioned and Councilmember Ward seconded the motion to approve and direct Staff to draft a budget ordinance authorizing the following items: • Fire radios (Public Safety Tax Reimbrusement) $200,000 • PD body and car cameras (Public Safety Tax Reimbursement) $635,670 • “City Facilities” 1, 2, 3, 5, 6 from City Administrator’s Potential Project List ($540,000) • Infrastructure & Capital Projects ($1,325,000) • Lincoln University local match ($500,000) The motion passed by the following roll-call vote: Aye: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward, and W iseman Nay: None MOTON #6 Councilmember Hensley motioned and Councilmember Schreiber seconded the motion to approve and direct Staff to draft a budget ordinance authorizing the Hyde Park burn 3 REGULAR COUNCIL MEETING, JULY 5, 2022 building (up to $1,925,000) and the Soccer Complex ($100,000). ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The next meeting is Wednesday, August 3rd, 7:30 A.M. in the Boone-Bancroft Room. • Finance Committee – There were no updates at this time. • Public Safety Committee – The next meeting is July 28th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is July 14th, 7:30 A.M. in the Boone-Bancroft Room. • Organizational Study Scope of Services Meeting – The next meeting is July 8th, 1:00 P.M. in the Boone-Bancroft Room. Mayor’s announcements: • Mayor Tergin thanked everyone who made the Salute to America festival a successful event this year. Mayor Tergin watched the festival fireworks with a small group on Adrian’s Island. The group consisted of those who played an integral role in the development of the Bicentennial Bridge and Deborah Cooper Park. • Firefighters Local 671 Annual Golf Tournament fundraiser is August 5 th. Tickets and sponsorship opportunities are now available. • The Guns and Hoses hockey match is August 27th. NEW BUSINESS Councilmember Deeken requested an update on the bill related to offering free bus fare for a limited time. City Staff reminded Mr. Deeken of the decision made by City Council at the June 21st City Council meeting to send the bill back to the committee for review. Councilmember Spencer requested an update on the redistricting lawsuit. City Attorney Ryan Moehlman anticipated the judge’s decision on the case in early late summer or early fall. A briefing was filed by the plaintiff last week. The City has three weeks to respond. CLOSED SESSION Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tergin entertained a motion to go into Closed Session to discuss the following: Operational guidelines, policies and specific response plans developed, adopted, or maintained by any public agency responsible for law enforcement, public safety, first response, or public health, et al.
