HomeMy Public PortalAbout11/09/95 Special CCM182 MEDINA CITY COUNCIL MEETING MINUTES OF NOVEMBER 9, 1995 The City Council of Medina, Minnesota held a special meeting on November 9, 1995, at 7:30 a.m. in the City Hall Council Chambers. Mayor Anne Theis presided. Members present John Ferris, Ann Thies, Phil Zietlow, and Mayor Theis. Members absent: Jim Johnson. Also present: Police Chief Rick Rabenort, Public Works Director Jim Dillman, City Engineers Shawn Gustafson and Glenn Cook, Zoning Administrator Loren Kohnen, City Attorney Ron Batty, and Clerk -Treasurer Jeff Karlson. 1. Metropolitan Livable Communities Act The council discussed the Metropolitan Council's draft proposal of an agreement in which Medina would agree to make an effort to increase the availability of affordable and life -cycle housing in the community pursuant to the Elm Creek cluster planning project, of which Medina was a participant. "Life -cycle housing" referred to the availability of housing for people of all stages of their lives. Housing was considered "affordable" if it consumed no more than 30 percent of a household's income. The Metropolitan Council recommended that the City adopt an affordable housing goal of 69 percent for owner occupied home/condominium units and 35 percent for affordable rental units. These goals indicated that 675 units would have to be developed as multiple owner occupied and rental units by the year 2010. Glenn Cook pointed out that 38 percent of the homesteads in Medina were considered affordable in 1994, or valued at $115,000 or less. This was in contrast to 69 percent for all developing area suburbs and 77 percent of all communities in the Northwest Minneapolis planning sector. Phil Zietlow asked what the breakdown was between urban and rural. Cook said he did not have this information at the present time. Zietlow stated that the city needed to convince the Met Council that the rural areas should not be counted. Cook noted that Medina's comprehensive plan indicated development of 544 housing units from 1990 to 2010. The total residential area to be developed in the Hamel area consisted of 45 acres of multiple residential property and 45 acres of single family residential property. The City's zoning code would allow approximately 340 units of multiple housing and 160 units of single family. Cook said the city did not have adequate land in the Hamel area to meet the suggested Metropolitan guidelines. Cook specified that the City would need to rezone 25 acres of land from commercial/ industrial to residential within the MUSA to meet the requirements. 183 Zietlow asked what the benefit would be to Medina by hooking unto the Elm Creek Interceptor. Zietlow expressed that what induced the need for development was developers. He questioned if this was in the city's best interest. Ron Batty advised the council to look at senior citizen housing. Batty suggested that the city consider it now before there is an over -supply. It was noted that the deadline for submitting a resolution electing to participate in the Local Housing Incentive Account Program was November 15, 1995. The purpose of the Housing Incentive Program was to provide grants to help cities work toward affordable and life cycle housing goals through a voluntary program. The City was not obligated to participate in the Program if an agreement could not be worked out with the Met Council in regards to housing goals. The City had until December 14, 1995 to adopt housing goals for housing affordability, life -cycle housing and density and benchmarks for the current housing situation. MOVED BY MAYOR THEIS, SECONDED BY ZIETLOW, TO ADOPT RESOLUTION NO. 95-55S, "RESOLUTION ELECTING TO PARTICIPATE IN THE LOCAL HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE METROPOLITAN LIVABLE COMMUNITIES ACT." AYES: FERRIS, THIES, ZIETLOW, AND MAYOR THEIS. NAYS: NONE. RESOLUTION NO. 95-55S ADOPTED ON A 4-AYE AND 0-NAY VOTE. 2.
