CALL TO ORDER AND ROLL CALL
(1) Council: Council Member Don Bailey, Mayor Bert Kulesza, and Council Member
Laura Scott, (2) Advisory Committee: Robert Youde, Steve Gleason, Mike Anderson,
Brian O'Morrow, Greg Lovell
Workshop — "Open House"
Workshop: Joint meeting of the Advisory Committee and City Council to conduct a workshop and
"open house" to the public. The public is invited to attend and hear a review of the
proposed Capital Improvement Program (CIP), and possible Impact Fees related to
the CIP which would potentially require new development to pay their fair share of
the costs to maintain essential City services.
The Public is encouraged to attend, ask questions, and offer comments.
The Advisory Committee will be asked to advise the Council as to the following three questions:
1. Should McCall pursue impact fees or stick with the current system of negotiated
exactions and General Fund subsidies?
2. If McCall pursues impact fees, should they be for the full -cost recovery amounts
listed in the study, or some amount less?
3. If McCall pursues impact fees, are there certain land uses that should be exempted
from the fees or asked to pay less due to their community -wide benefit (i.e., retail in
the downtown core)?
The end result of the meeting on April 16 should be a recommendation to the Council, by
the Advisory Committee, addressing the above 3 questions. The Public Hearing on these
issues, and the potential amendment of the Comp. Plan to incorporate the Capital
Improvement Program is now set for public hearing at the regular Council meeting May 8.
