RE: Agenda Item -Request for Confirmation—Reappointment of Chairman of
the Board of Assessors
Pursuant to the provisions of the Watertown Home Rule Charter and Town Council Ordinance
2007-46, An Ordinance on the Timine and Process of Annointments to Town Boards. Commissions
and Committees, I am transmitting herewith a request for the reappointment of Francis J. Golden, as
the Chairman of the Board of Assessors. This reappointment is for a three year term expiring on May
15, 2014 and requires Town Council confirmation.
As you recall, as a follow up to the attached June 17, 2010 correspondence, the Honorable
Town Council confirmed the appointment of Mr. Golden for an unexpired term ending on May 15,
2011, as indicated in the attached Resolution, R-2010-51-A. The July 6, 2010 correspondence
announcing the appointment is included as well.
I respectfully request this reappointment be placed on the June 14, 2011 Town Council
Agenda. I feel this reappointment is in the best interest of the citizens of Watertown.
Thank you for your anticipated cooperation in this matter.

RE: Request for Confirmation—Appointment of Chairman of the Board of
Assessors
Please be advised that I have appointed Francis J. Golden as Chairman of the Board of
Assessors.
Pursuant to the provisions of the Watertown Home Rule Charter, the appointment
requires Town Council confirmation. I respectfully request your consideration of the
appointment at the June 22, 2010 Town Council Meeting. The appointment will be for the
remainder of the term of the previous Chairman and will expire on May 15, 2011.
Mr. Golden has eighteen years of experience in the area of appraising and assessing,
Mr. Golden has been the Chief Assessor and Chairman of the Board of Assessors for the.
City of Beverly. Mr. Golden has also served as the Director of Assessing for the Town of
Stoneham.
The process of selecting a new Chairman of the Board of Assessors included the very
much appreciated assistance of Town Treasurer/Collector Phyllis L. .Marshall, Personnel
Director Gayle M. Shattuck and Town Auditor Thomas J.Tracy.

I have been employed it:the real estate business since the fall1992.
Experience on both the private and municipal side of appraising and assessing
has created a well-rounded understanding ofvalue. Fortunately, my fee
experience cane first and set the foundation for a career in Mass Appraisal as an
Assessor. My position in the public sector has always improved by methodically
combining education with experience.
My ten years lit assessing has involvedfour revaluations on hvo soJlvare
systems. Ti90 of which in Reading were in house on the State LAMA System,
Fiscal Year 2006 was assisted by Patriot Properties in Stoneham. T1wo years ago
I completed myfirst in house residential revaluation in Beverly. James
MacAthern ofPairiot Properties assisted the commercial and industrial properly.

In Stoneham, I've been in charge of all field collection, abatement filings, and
clerical office f tnetions. I have defended the Town ofSlonehan's and the City of
Beverly's values at the Appellate Tax Board, and settled a first time State Owned
Land agreement for Stoneham with the Department of Revenue.

RE: Appointment of Chairman of the Board of Assessors
I am pleased to announce the appointment of Francis J. Golden as Chairman of the Board
of Assessors,effective July 19, 2010.
Pursuant to the provisions of the Watertown Ilome Rule Charter, the appointment
required Town Council confirmation. The honorable Town Council, at a regularly scheduled
meeting on Tuesday, June 22, 2010, unanimously confirmed the appointment as a full-time
member and Chairman of the Board of Assessors, The appointment will be for the remainder of
the term of the previous Chairman and will expire oil May 15,2011,
Mr. Golden has eighteen years of experience in the area of appraising and assessing.
Mr. Golden has been the Chief Assessor and Chairman of the Board of Assessors for the
City of Beverly. Mr. Golden has also served as the Director of Assessing for the Town of
