MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING HELD BY THE TOWN
COMMISSION OF THE TOWN OF GULF STREAM ON FRIDAY, November 4, 2005 AT
9:00 A.M., IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD,
GULF STREAM, FLORIDA.
I. Call to Order. Mayor Koch called the meeting to order at 9 A.M.
II. Pledge of Allegiance. The Pledge of Allegiance was led by the
Mayor.

Commissioner Devitt moved and Commissioner Wheeler seconded that the
minutes be approved as circulated and all voted AYE.

Mayor Koch announced these dates.
The Mayor thanked the Staff for all their loyalty and dedicated work
during Hurricane Wilma.
VII. Reports.
A. Town Manager
1. Hurricane Update
Town Manager Thrasher thanked Chief Ward, the police department, the
maintenance person and Staff for all their dedicated work. He added
that Representative Hasner was very helpful after the hurricane and
Anthony Pugliese, a town resident, loaned the town a front end loader to
help clear the streets. Mr. Thrasher stated that he believes that FPL
is doing a very good job in getting the power back on in town.

The Town Manager advised that Hurricane Wilma was more destructive than
the two previous hurricanes combined. The estimated damage to the town
is about $500,000 of which the town is responsible for 12.5 percent.
Mr. Thrasher stated that he has completed the request for public
assistance through FEMA and the state for financial assistance.
Commissioner Devitt complimented George Britt for doing a great job
C; getting the private sewer lift stations up and running. He asked how
did the new debris cleanup contractor compare to the previous.
Mr. Thrasher reported that Ashbritt is the new debris cleanup contractor
and they have been working in the town for the past 8 days. To date,
3,000 cubic yards of debris have been removed. Additionally, there are
about 25 large tree stumps that have to be removed. This would be done
toward the end of the debris pickup. The Town Manager added that
electric has been restored to 90 percent of the residents and none of
the private lift stations have been compromised, thanks to George Britt.
Commissioner Devitt asked if there is a count on the loss of pine trees.
Mr. Thrasher stated that he estimate the loss to be around 8 to 10
trees.
Mayor Koch reported that he met with the Town Manager, the Town Clerk
and representatives of FEMA and they were very informative and
cooperative as to how to proceed for reimbursement.
Mayor Koch directed that staff prepare thank you letters for his
signature to Mr. Pugliese and Representative Hasner.
2. Review of Little Club Agreement- Update
Town Manager Thrasher referred to a summary of costs from the club to
maintain and operate the pumps. However, he did not have a chance to
review the invoices at the club. The summary costs to care for and
operate the pumps for two years is a total of $20,292, of which the town
is paying $4600 per year to participate in those costs. He asked the
Commission if they believe the cost sharing is appropriate for the
benefits the town receive. Mr. Thrasher stated that he would do a more
in depth study and report in detail at the next meeting.
3. Proposed Development adjacent to Place Au Soleil- Update
The Town Manager reported that the proposed development adjacent to
�. Place Au Soleil is delayed by Delray in that Staff has found items
conflicting with their Code. He said he would continue to monitor the
progress and report back to the Commission.
The Commission agreed that the proposed development is too high and
would impact Place Au Soleil.

4. Water Treatment Plant Feasibility Study Costs
Town Manager Thrasher referred to a letter from Mathews Consulting
relating to the water treatment plant feasibility study costs and
specific costs for various services totaling $57,290. Mr. Thrasher
reminded that 50,000 was allocated from unappropriated funds for the
study. He recommended an additional $7,290 be taken from unappropriated
funds for the study. The Town Manager asked for direction from the
Cj Commission.
Mayor Koch reported that he forwarded a copy of the study to the club
president and they would be having a meeting later this month to decide
how to proceed. He suggested waiting before allocating more funds.
The Town Manager welcomed Commissioner Wheeler to the board and
explained that there are funds that have been allocated by the state for
which the town may qualify with grant monies up to 40 percent to fund
the water treatment plant.
Commissioner Wheeler asked that if all goes well with the funding, would
the town need to build a water tower.
Mayor Koch explained that a pressure tank could be installed and placed
on the golf course property.

Mayor Koch announced these dates.

Mr. Thrasher reported that due to the past hurricane, the financial
report is not available. He added that there is nothing out of the
ordinary.
D. Police Chief
1. Activity for October 2005
Chief Ward asked that the report be accepted as submitted, if there were
no questions.
Commissioner Wheeler suggested that more context on trend be added to
the activity report. The Commission agreed with this suggestion.
The Chief agreed to the suggestion.

Commissioner Wheeler advised that he had spoken with Robert Ganger, a
town resident, who has written a book on the town and he believes Mr.
Ganger is familiar with the history of the town and would be a qualified
member.

Mayor Koch and Commissioners Devitt and Orthwein suggested adding more
candidates to the list with a decision to be made at the next regular
meeting.
A. Items by Mayor and Commissioners.
1. Review Code RE: permitted roofing materials -Mayor Koch
Mayor Koch suggested that with all the damage to the roofs in town, the
Code should be reviewed to allow different types of roofing materials.
Commissioner Wheeler advised that since the previous hurricanes, no
roofing material of any kind would be available for the next eight to
ten months.
Commissioner Orthwein suggested contacting roofing contractors for ideas
on different roofing materials. She asked how long the tarpaper would
last on the roofs.
Commissioner Wheeler stated that depends on the wind condition and the
type of membrane that is used. He added that if just tarpaper is used,
the roof could last a couple of months; with tarpaper and hot, mop the
roof could last a year without being tiled. He suggested that if a
better quality membrane is used, the roof should last 25 years and the
tiles would be just cosmetic.
Mayor Koch suggested that the ARPB reconsider adding different types of
roofing material in the Code.
IX. Public. There were no comments from the public.
X. Adjournment. Commissioner Wheeler made a motion to adjourn the
meeting at 9:40 A.M., which was seconded by Commissioner Devitt with all
voting in the affirmative.

NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL
NOTICE IS HEREBY GIVEN that the Town Commission, sitting as
the Board of Adjustment of the Town of Gulf Stream, will hold a
Public Hearing on Friday, December 9, 2005 at 9:00 A.M. in the
Commission Chambers of the Town Hall, 100 Sea Road, Gulf Stream,
Florida, at which the following will be considered:
An appeal of the administrative decision by the'Town Manager
in relation to an Application for Development Approval
submitted by Carter & Associates, agent for Anthony Pugliese,
owner of the property located at 3145 N. Ocean Blvd., Gulf
Stream, Florida that:
1. A VARIANCE from the provisions of Section 70 -187 of
the Code of Ordinances must be applied for and
approved in order to construct the arched entrance
feature that is shown as 1718" in height.
2. A VARIANCE from the provisions of Section 70 -74 (3)
must be applied for and approved in order to place a
large fountain within the front yard setback area.
3. The following are "discouraged" features
a. Deco Metal Chain, tile inserts, wall niches,
4 twisted entrance columns, wall frieze,
gargoyles and extensive molding on the front
wall.
b. The entry feature with excessive height is
inconsistent with the neighborhood character.
c. The entry feature is inconsistent in
architectural style.
The Town Commission shall make a final decision regarding the
subject application at the hearing noticed above. The hearing may
be adjourned from time to time and place to place as may be
necessary to hear all parties and evidence.
The complete application materials are on file in the Office
of the Town Clerk located at 100 Sea Road, Gulf Stream, Florida
33483, and may be reviewed during regular business hours, which
generally include non - holiday weekdays from 9:00 A.M. to 4:00 P.M.
J ALL PARTIES INTERESTED IN THESE MATTERS may appear before the
Town Commission, sitting as the Board of Adjustment, of the Town
of Gulf Stream at the time and place aforesaid and be heard.
