Public Safety Committee Meeting
Call to Order
The June 30, 2022, Public Safety Committee meeting was convened at 7:30 a.m. by Councilman
Schreiber.
Attendance
Present: Committee Members: Councilman Mark Schreiber, Councilman Scott Spencer,
Councilman Jack Deeken, and Councilman Derrick Spicer.
Guests: Mayor Carrie Tergin, Councilman Ron Fitzwater, Associate City Attorney Ryan
Moehlman, Fire Chief Matt Schofield, Police Chief Eric Wilde, City
Administrator Steve Crowell (virtual), Communications Supervisor Erin
Gabathuler, Jan Shoemaker
Approval of Minutes
Councilman Spicer motioned to approve the May 26th, 2022 minutes. Councilman Spicer
seconded the motion. Minutes were approved.
Discussion of Agenda Items
OLD BUSINESS
Councilman Spencer inquired about the progress with the fire department commissioning. Chief
Schofield stated it is a process, but it is progressing.
NEW BUSINESS
Cole County EMS/Jefferson City Fire Department 2023 MOU
Chief Hoy sends his regrets for not attending the meeting, and asked Chief Schofield to talk on
his behalf.
Chief Schofield stated Cole County EMS and the Jefferson City Fire Department are due to
renew the MOU contract. They have both discussed the contract with City Hall, and they are in
agreement to renew. He stated they are looking forward to future opportunities to collaborate
with MOU.
PulsePoint
Chief Schofield encouraged the use of PulsePoint, an application for both citizens and public
safety professionals to be notified in the case of an emergency. The app also locates any AEDs in
the area of the emergency. Chief Schofield stated the app has been successful in other
communities, and asked the committee to consider its use in the Jefferson City community.

Declaring Fire Apparatus Surplus
Chief Schofield gave a brief history of the fire department’s fleet of emergency response vehicles
that include, but is not limited to a light and air truck, two tankers, and a rescue truck. He
explained these vehicles are old, high mileage, and expensive to repair. Chief Schofield proposed
to surplus these older vehicles, and purchasing one larger used heavy rescue vehicle. The larger
vehicle will reduce the overall maintenance liability, increase operational efficiency within the
department, free up space within the fire house, and potentially save the department money in a
long-term.
Chief Schofield has acquired quotes for the four potential trade-in vehicles, estimating about
$165,000 if sold to the broker outright. In contrast the trade value of this vehicle was
$239,000With the purchase of a new vehicle, there will also be costs of upfitting and modifying
the vehicle. There will also be transportation cost of bringing the vehicle here and delivering our
vehicles there.
With a new vehicle already chosen, Councilman Spencer stated time is of the essence, and the
vehicle should be purchased. The vehicle only has 13,000 miles, 1800 engine hours, and will
have a 1-year powertrain warranty. Chief Schofield asked the Council to approve the agenda
item to be advanced to the July 5th City Council meeting.
Councilman Spencer moved to vote. Councilman Schreiber seconded the vote. Movement
passed.
OTHER BUSINESS
Fire Department Update
Chief Schofield stated due to a retirement, William Bolden has been promoted to Fire Captain,
and Adam Sneller has been promoted to Driver.
Chief Schofield advised the department currently has two positions open, and are currently
working to fill those positions.
Chief Schofield stated the Jefferson City Submarine crew visited the fire department in June, and
the fire department gifted the crew with a Jefferson City Fire Department flag.
Chief Schofield advised late Captain Earl Logan recently passed away. Councilman Schreiber
gave his condolences, and stated he was a great addition to the fire department and a well-loved
community member.
In response to Councilman Schreiber’s inquiry about the siding update of Fire State 3, Chief
Schofield stated he is communicating with a contractor, and is still in the process waiting on
delivery on materials
Police Department Updates
Councilman Schreiber formally introduced Eric Wilde, Chief of Police, and wished him the very
best in his years to come.

Chief Wilde stated in recent command staff meeting, he explained his vision, goals, and
priorities within the department. He stated one of his priorities is to promote the appropriate
individuals for the open position in the operations divisions. Chief Wilde also stated in the three
weeks the Lexipol project has been approved, there have been reoccurring weekly meeting with
Lexipol staff in reviewing and approving policies and procedures. The estimated time frame to
complete the project is 8 to 12 months.
Chief Wilde advised he plans to turn his approach of recruiting towards marketing. He stated
there are many different resources to reach the community via adds and recruitment events.
Chief Wilde advised there will be a community stakeholders meeting at Building Community
Bridges on June 30, 2022 for the body-worn cameras. An application for a grant of $180,000 will
provide the department with training for the body-camera and a subject matter expert to ensure
the department receives the proper training.
Other Updates
Captain Wilde stated there will be a ceremony held today at the Missouri Health Lab to
commemorate the ground breaking of the new Missouri State Crime Lab.
Mayor Tergin stated the Jefferson City Submarine crew was pleased with their stay in Jefferson
City and enjoyed their tours and demonstrations of the Jefferson City Fire and Police
Departments.
Mayor Tergin advised there are still holes available to sponsor for the Fire Fighter Local Golf
Tournament, occurring on August 5, 2022. Holes can be sponsored for $100.
Mayor Tergin stated the Guns and Hoses Hockey Tournament will occur August 27th, 2022.
Mayor Tergin thanked the fire and police department for their dedication to serve and protect 24 -
hours every day, especially during the upcoming 4th of July holiday.

Councilman Schreiber made a motion to adjourn. Councilman Spicer seconded the motion.
