Present: Roberts tt ::ioore . ,, Hogg Burnside n Ise Spielman moved to adjourn the January 9, 1956 meeting. Llotn on seconded by Fogg and carried unanimously. The minutes of the previous meeting were read and approved as read. Eb Downing and Bryan Lawrence were present to discuss the problem of dogs on the school grounds. Roberts reported on the Ordinance taking care of dogs and the intentions of the Village Board in carrying out the Ordinance. Discussion followed on the safety of loading and unloading of the school buses. _Roberts reported he had talked to Shaviver and as yet nothing had been heard from Denver concerning the Hospital plans. He also reported on the Hospital Board meeting. A letter from hr. Remaklus was read to the Board stating he would desire to remain as th Village attorney. Roberts read a letter from himself to Remaklus stating that due to the circumstances and the distance involved, the Board felt he should not be retained. A letter from hir. Wyman Zachary making application for the rosition of Village attorney was read to the Board. Following discussion boore moved the application be accepted contingent upon the agreement of wages. A letter from George Huebener was read to the Board in regard to the assessment of the Haley property. The Ground Observers Corn building which is near completion was discussed. The minutes of the previous meeting were read and approved as read. Roberts reported that the Village had received ?6991 from the CAA for expenditure on the Airport. He also explai .ed the proportion of reimbursement from the 7 Federal Government end S+ate of Idaho. Also Roberts reported on" a proposed meeting 1 with the CAA hr. Chet i.oulton and Rendell Smith sometime in Parch. 1 Ackaret stated he had not yet investi ;sited the Drug Store or the Oregon Trail Buildings. He and Johnson will do it this month. Followed, a short discuss:Ion on the snow hazared between the buildings. A discussion on the broken water main near Seetin e: Harwoods followed and Ackaret stated culverts were under consideration in the near future. Roberts discussed possibility of replacing the wooden main which extends from H rS corner to the Public Beach and 3001 from the PcCell Grade School to the water tank and to the Hilltop hotel. To replace the 300efrom the 7orest Service office to the P.,bl_i c Peach including fire Hydrants and excluding the Engineering would estimate cost of about 114,000, or an approximate total cost of . 16,000 or 117,000. Roberts suggested that the Village budget for i that amount next ye ar and the balance later. Discussion on water conditions followed. Virginia Zachary contacted Roberts and stated that some of the cities were naming streets Americana in honor of the Girl Scouts. Roberts suggested the streets in the Davis Beach Tract which are also 1st, 2nd, and 3rd streets be renamed. Burnside moved the Clerk be instructed to notify the Progressive Club of'the renaming of the Streets in the Davis Beach Tract and that Ackaret meet'with the Progressive C1nb on this matter. Fogg moved to adjourn meeting of Lerch 3, 1956. Motion seconded by Moore and earned unanimously. The minutes of the previous meeting wore read and aprroved as read. Moore seconded the motion suspending rules for passage of proposed Ordinance and aption carried unanimously. Fogg seconded motion for adoption of perused Ordinance # 197. The minutes of the previous meetings were read and approved as read. Regarding the Airport, the Brown easement was discussed and Zachary reported ' work being done on investigating the water right. A letter from Margaret Peck regarding the amendments to the Hospital By-Laws was read to the Board by Roberts. Following the reading of the Hospital By-Laws regarding the tenure of rental units it was moved by Burnside and seconded by Fogg the tenure rental m'r' I amendrre--t., be adopted which motion was declared unanimously:''Section I, of Article 3 moved by Fogg and seconded by Burnside that_ .-5__ rxime nt be made a part of the By-Laws of McCall Memorial Hospital. Following discussion on the rental rates of the Doctor's offices and in view of the increased cost of the Doctor's Wing it was recommended that the rates be returned to the Hosptial Board for reconsideration. The Hosptial Budget was discussed briefly and the depreciation eliminated as no reserve allowances are allowed on public buildings. Additional copies of the budget were to be made and distributed for study. Estimate # 4 on the Hospital for $27,100 less 10% or $24,390 and Estimate #4 on the Doctor's Wing in the amount of $4,100 less 10% or $3,690 were read to the Board. The bank balance in the Hospital Construction Fund was briefly discussed. Roberts stated some time ago that the necessary forms had neen filled out for the Hillburton Fund which should be forthcoming in abo- t ten days. Ernest Ward and Keith Webb appeared before the Village Board regarding construction on Water and Sewer lines. Roberts instructed Rosecrans and Ackaret to meet with Ward and Webb and discuss the matter and arrive at a mutually accopto teconclusion 197 The bids on the. construction of 1200' of pipe line were read to the Board. The bids include digging the ditch, laying the line, installing of taps and back filling. Following discussion Rosecrans moved the low bid of Rowland Brothers be accepted. The motion was seconded by Burnside and carried unanimousi..y. There was a brief report on the Golf Course water system. The Village Dump was briefly discussed and the State land as a possible new site was agreed upon by the Board and the application for such ground would be completed in the immediate future to the State. The several bids for stove oil and furnace oil to be supplied to the Village for the next fiscal year were read to the Board. Following discussion of the bids, Fogg moved that the apparent low bid of Westcott 011 Co. be accepted subject to the interpretation and approval of the Village Clerk. Motion seconded by Rosecrans• and carried unanimously. The old fire house in back of the Village Library was discussed and it was suggested that the building be reeved to the Golf Course. Ackaret and the Village Clerk were instructed to get quotations for the moving. The Visitors Bureau agn which had been erected at the North End of Third St. 17, was discussed and in view of the past disapproval by the Board of Trusteed on the location the recommendation was made that t e Attorney investigate the matter and recommend the procedure since the Sign creates traffic-hazard. Following discussion it wn.s reeomnended that the curb be painted and No Parking signs be installed from •the.West edge of the Yacht Club to the corner. The minutes of the previous meeting were read and approved. as read. The moving of the old Fire House building to the Golf Course was briefly discussed. Scheline stated he would submit a bid. Further bids were requested by the Board. The State Land Easement regarding the moving of the Village Dump was reported on and the Board was informed that a letter as an application was sent to the Land Commissioner who will look at the land in the near future, and set a price . The Webb and Ward bills were briefly discussed. Rowland Brothers were to resubmit a bill as there was a duplication on the charge . The yellow lines which were painted in the Village were briefly discussed. Roberts" suggested that the Police Car be parked on the .....e Blain street in lieu of behind Lola' s Cafe . The Police cnel.d use the Standard Oil parking area and leave the keys iri the - car-;; if necessary so it could be moved. The Board was informed the new water main was completed and the State has offered to widen the street below State street. The job appears to be well done and all leaks are apparently fixed. The Hospital Board meeting was reported on by Roberts at which time the reconsideration of the Doctor ' s Office rental rates were discussed. The rates were set at $90 per month. A -. new hospital budget was prepared •and will he discussed at a later meeting. The Hill-Burten payments were discussed and should be coming soon. 199 The delay was because of a change order. The equipment list group 2 and 3 have been completed and the cost now is approximately $4i ,000. The equipment list was discussed and will cut as much as possible . Applications for rental of the Doctor' s Offices are being taken. Regarding the water rights on the Stringer Land, Zachary stated a copy of the brief was to be received from Eberle and would be studied and action recommended. Roberts reported to the Board that the County was taking off the Airport levy on the County Tax levy. The Johnson bill and the Bayok bill were to be turned into the County for reimbursement. Roberts who has had men clearing land north of the Airport reported the work is progressing satisfactorily. Wendell Smith reported on the Airport project. He stated plans were going to Los Angeles . He stated it would be too late in his estimation to do anything this year. The Sewer project was also resorted on by Smith. The aliment on the shafts on the pump station were discussed and the shafts were to "'- checked by the Waterworks Equipment Co. and Fairbanks Moorse Co. Also '' the work on the hiway by Fords was discussed. The new Sewer contruction to the housing project was discussed regarding cost and methods of financing. The minutes of the previous meeting were read and approved as read. Jack Hayes,who was present, presented figures on the Liability Insurance to cover the Hospital premises and professional liability. Roberts stated that the contractural to turn the building over to the Village this week. Haves quotes were as follows: Professional Liability $111.75 annually and Premise Liability $60.97 annually. The policy would be effective 1.: immediately at which time one-half would be due. The coverages were briefly discussed. Following discussion, Spielman moved the bid be accepted which motion was seconded by Fogg and carried unanimously. Roberts reported regarding the Sewer construction that the final payment had been made to C. B. Lauch & Co and also the bill for the patrol work used by Lauch had been paid to the Village. Jack Hayes also reported to the Board that his Sewer line had backed up and flooded his basement. !Tckaret stated it was because the over-flow line was plugged. Following discussion it was the opinion of the Board that the pump should be checked periodically by the Police. Regarding the water rights on the Stringer land, Zachary reported that the brief had not as yet been received from Eberle. Spray donations had been received in the amount of $271.50, .as a-direct result of the letters sent to land owners around the Lake. Roberts read to the Board a letter from Perry regarding the Airport project. Roberts then exulained the bill for clearing the area, approximately 30 acreas north of the Airport. Roberts also read a letter from Wilson regarding the Dump ground stating that the State Land Board soon would look at the land and set a price. The bids on the laying of water and sewer to the new housing project were discussed. The order of pipe of which shipment was to be made ih the week of October 29, 1956 had not as yet been received. The bids on the Sewer line from the Utility Construction Co. total bid of $ 5775 on 21001 of Sewer pipe and approximately 10001 of water line which material would be furnished by the Village or a total of $6778 for water and Sewer. The bid from the Lappin Construction Co. was as follows: Actual cost basis plus allowance for insurance, taxes, etc. Following discussion on the several bids, Fogg moved the bid of the Utility Construction Co . on Sewer and Water be accepted. Motion was seconded by Spielman and carried unanimously. Roberts briefly reviewed the revised hospital budget which totaled $36,000 expenses for a six months period. Roberts also reported that the 100 percent construction cost less 10 percent had been turned into the Government for reimbursement on the Hill-Burton funds. Roberts reported several change orders that have been necessary on the construction of the hospital and requested the approval of the Board on these orders in total of $580.95 additional cost due to the change ordrs. Following the detail reading of the orders Rosecrans moved the Board approve the change orders which motion was seconded by Fogg and carried unanimo,isly. Roberts read a detail financial report on the Hospital Construction costs to the Board which left a--proximately $ 4,000 to 5,000 yet needed to pay the contructicn and equipment costs. A letter from the Idaho Military District was read to the Board reimbursing the Village 505 or $287 on the installation and cost of the Radio in the Police Car. Fogg gave the Board a brief report on the application by West Coast Airlines to serve portions of Montana, California, etc. .,.., The WEBB and WARD water bills were discussed. Rosecrans and Ackaret were instructed to meet with Webb. Rosecrans stated that the Stover bill had not yet been settled. Rosecrans requested the feeling of the Board on when the colored lights should be turned on in the Village. Following discussion Roberts appointed Rosecrans and Spielman to serve as a committee to determine a policy when the lights in the Village should be turned on.
