A regular meeting of the Village Board of the Village of McCall was held
on the above date and the following business transacted.

Fogg moved the meeting of December 3, 1956 be adjourned. Motion seconded
by Burnside and carried unanimously.
The minutes of the previous meeting were read and approved as read.
Fogg asked Ackaret what had been done regarding the moving of the old
fire' house building. Ackaret stated that it was found to be rotten when
it was jacked up and they wo'7ld try moving it by cross bracing it with
timbers if possible.
.r-: The Christmas troe lights were briefly discussed.
Roberts read an opinion from W. D. Eberle on the water rights on the
Stringer property. Zachary gave a further report regarding his conversations
with Gardner
Roberts briefly reported on the proposed Airport construction.
Fogg reported that he and Zachary had met with the County Commissioners
and had received approxima`ely $1100 from Airport funds.
There followed a discussion on the methods of apportionment by the County
of the Airport money.
A letter from the Idaho Eunicipal League on proposed resolution to be presented
to the Legislature regarding Home Rule, an amendment to the Liquor Surplus
Distrib tion Formula, and an amendment to the Highway Fund Distribution Formula
was read to the Board by Roberts.
There followed a brief report and discussion on the Hospital Finances. Roberts
reported the Equipment cost was now approximately S40,000.
The dryer at the Hospital was briefly discussed. The cost of a used dryer
to replace the new one was discussed.
A letter from Chet Shawver of Hummell, Hummell & Jones regarding the cost
of the coal and lights to be paid by the contracter was read to the Board.
Regarding the donations from the Hospital, Roberts reported on the total
contributions received to date.
A letter from the Hospital Board to the Village Board recommending the
reappointment of Authur M. Roberts as a Board member was read and briefly
discussed. Roberts briefly stated his position regarding the Hospital Board
and stated that after the construction phase was over Roberts resignation would
be accepted if he so desired. Burnside moved the Hospital Board recommendation
be accepted and Authur M. Roberts be appointed for another term. Motion seconded
by Rosecrans and carried unanimously.
A letter from the Progressive Club renameing 1st and 2nd street on the Davis
Beach 'Tract to Fern Street and Evergreen Street was read to the Board. Fogg
moved that ordinances be drawn renaming the above named streets. The motion
was seconded by Burnside and carried unanimously.
A contract from Van Waters & Rogers for the Chlorine used in the water was
read to the Board. Following discussion Fogg moved the contract be signed.
Motion seconded by Rosecrans and carried unanimously.
Roberts read to the Board a copy of a letter to the County Commissioners
regarding the Deputy Sheriffs position held by the Chief of Police of the
Village of McCall. There followed a discussion on the time spent doing
county duties effect" of money spent regarding a man for summertime use in
McCall, etc. Following further discussion it was the opinion of the Board

that if possible Roberts should appear at the County Commissioners meeting to
explain the letter and the position of the Village Board on the matter.
It was the opinicea of the Board that the slick streets in the Village should
be sanded when necessary.
Re gardina the finance al report of the Hos; i tal, Roberts requested the authorization
to transfer another 33,000 to the Hospital if necessary. Rosecrans moved
the authorization of transfer of $3000 in general fund monies to the Hospital
for operation. Motion seconded by Burnside and carried unanimously.

February 4, 1957
A regular meeting of the Board of Trustees of the Village of McCall was held
on the above date and the following business transacted.

The minutes of the previous meeting were read and approved as read.
Rosecrans moved the beer application of E.B. Mende be approved and issued,
which motion was seconded by Fogg and carried unanimously.
ioberts read a letter from Zachary to the Lakefork Irrigation District on the
quest! n of the water rights on the Stringer property on the assessment of the
water tax to the Village of McCall instead of John Stringer.
Roberts reported that Howard Carney, Wyman Zachary and himself had met with the
County Commissioners on several matters. One regarding County patients and
payrents to the Village of McCall by the Conty for emergencies which must be
taken care of here, and second the matter of the Police budget that is the
acquis!t.i..on of a man for McCall during the summer months. Roberts reported also
discussed was the County Road on the East side of the Lake which might receive
some work as there were funds available.
Robe is reported that the Dept. of Public Assistance had requested the use of the
Village office for the people to leave their names for assistance. Following
discussion there was no objection by the Board.
Roberts reported that he had requested Jack Hayes to supply the amount due on the
Village shop if the Village wished to purchase same.
Roberts also stated that if a surplus Fire Engine available and that he was
looking into it at an approxmiate cost of $2000.
Roberts reported that he had attended a hearing on the Home Rule bill and also
discussed the Highway Fund Distribution system. Several other proposed bills were
also discussed.
Rober is reported on a letter from Perry to Wendell Smith regarding the increased
cost of the proposed Airport construction due to the additional dirt to be moved.
Roberts also read copiesof letters from himself to Moulton and to Perry. there
followed a brief discussion, on the propeeed construction and cost.
Roberts briefly reported on the Hospital financing. A brief review of the
change orders=,to date resulting in an approximate total cost of $169,700 for
construction and Equipment cost of aeproxmately $44,000.
Burnside asked Ackaret if the fire truck was now*well;heated and Ackaret statOid
that a new furnace had been purchased.
Roberts read an opini•'n from Zachary regarding extra compensation for Police for
extra shift worked. There followed considerable discussion after which Spielman
requested. another month to consider end recommend at the next meeting. He also
would bare a definite ide on,how mnch-time ;bff, extra help, etc. Roberts
appointed a committee of Roberts, Spielman and Burnside to draw up specificStions
for Village employees.
Roberts briefly reported on the land for the proposed dump ground. Some action .444
should be taken in the near future.

March 4, 1957
A regular meeting of the Board of Trustees of the Village Board of McCall was
held on the above dote and the following business transacted.

The Chairman being absent the Clerk accepted nominations for Acting Chairman.
Rosecrans moved that Burnside be nominated as Acting Chairman which motion
was seconded by Fogg and carried unanimously. Rosecrans moved the recessed
meeting of February 4, 1.''57 be adjourned. Motion seconded by Fogg and carried

The minutes of the previous meeting were read and approved as read.
The application for a Beer License for Fred Childers was read to the Board.
�'- Fogg moved the Beer Iicense be approved and issued which motion was seconded
by Rosecrans and carried unanimously.
Zachary presented a platt to be accepted by the Village of McCall on the
. Hoff and Brown subdivision. Rosecrans introducted and moved the adoption of
the following resolution: Be it resolved that the amended platt of the portion
of Block I of Hoff &. Brown first addition to the Village of McCall as presented
be accepted by the Board of Trustees of the Village of McCall. Motion for adoption
was seconded by Fogg and carried unanimously.
Zachary reported. that nothing had been heard from the Lakefork Irrigation District
regarding the Stringer Land.
A brief hospital report was read to t',e Board.
Rosecrans stated that Ray Mende of the Yacht Club that a lean-to shed was supposed
to have been built onto the Pump House. Following discussion Ackaret stated that
the lean-to should be built this summer.
There followed a discussion on the water drainage of the street by the Yacht Clut
and Western Store. The matter to be more fully discussed at the next meeting.

ordered paid which motion was seconded by Rosecrans and carried unanimously.

Continuation of the regular meeting of March L, 1957

Spielman
Roberts stated the purpose of the meeting was to consider the Village Budget.
There followed a lengthy discussion on each budget item and a tentative budget
was figured.
Following discussion on the coming election of Trustees Fogg moved the _
Board instruct the Clerk to set the election for three trustees to be elected
for a term of four years each. Motion seconded by Burnside and carried
unanimously.
Regarding the drainage of the water in front of the Yacht Club and Western
Store it was the opinion of the members present that the drainage of the street
should be taken care of by the Highway Dept. and it was very possible that the
Department would install another manhole at that point.
No further business ming before the Board the meeting was declared recessed
until the call of the Clair.

Spielman moved the meeting of March lath be adjourned which motion was seconded
by Fogg and carried unanimously.
The minutes of the previous meeting were read and approved as read.
Zachary reported that nothing had been heard regarding the Stringer .
Robe is presented a deed from the Boise Payette Lbr. Co. on the Brundage
subdivision deeding 20' alley's to the Village in a portion of the subdivision.
Following discussion Fogg moved the deed from the Boise Payet:e Lbr. Co. be
star accepted. Motion was seconded by Burnside and carried unanimously.
Roberts read a letter from Perry regarding the proposed airport construction.
Roberts read a letter from Bob Kimball regarding the final Hill-Burton
application. He explained a meeting held with Kimball. Roberias read and
presented a report on the financial condition of the Hospital, the status
of funds advanced from the General Fund, etc.
A tentative budget was drawn and expenditures and revenues were discussed
at length.
Following discussion Rosecrans moved the tentative budget be adopted, which
motion was seconded by Fogg and carried unanimously.
Ackaret stated that higher water rates should be charged on service connections
and rates outside the Village limits. Spielman moved to charge anyone on the
Village Sewer not on the Water $3 per month per house. Motion was seconded by
P,rrnside and carried unanimously. There followed a short discussion on the
people residing outside the Village .imits.

Roberts declared the unrnese of the meeting was to canvass the election results
at the Trustee's election held April 23 9 .
The ballots were counted by the trustees tees present and the results of the Judges
were accepted. Burnside moved that the election report as submitted by the Judges
by accepted which moton was seconded by Spielman, and carried unanimously.
No further business coming before the Board the meetin, was declared recessed
until the Call of the Chair .

A regular meeting of the Village Board of Trustees was held on
the above date and the following business transacted.
Members present::

Burnside moved the April 1, 1957 meeting be adjourned, which
motion was seconded by Fogg and carried unanimously.
The Trustees Oath of office to the new members , Bob Fogg,
Harry Ruark and Dale Fortin was administered by the ' lerk.
Roberts stated that following election of the new board of
trustees that nominations were now open for Chairman of the
Board. Ruark nominated Roberts as Chairman of the Board of
Trustees . The °nomination was seconded by Burnside, no
further nominations being made the Board was unanimous in the
vote of Roberts for Chairman of the Board.
3urnside moved that William Kirk be retained as Clerk and
.-w Treasurer of the Board, which motion was seconded by Fogg and
carried unanimously.
The minutes of the previous meeting were read and approved as
read.
Roberts then made the following assignments of duties to the
Trustees . Bob Fogg- Water, Sewer, Airport and Spraying.
Glenn Burnsidd-Hire Dept. Golf Course, Parks & Beaches
Civil Defense.
Dale Fortin-Streets, Street Lights, Village Dump.
-- Harry Ruark-P olice Dept. Street Cleaning and Library.
Roberts-Hospital.
Roberts briefly explained the new budget to the new Board members .
He also explained the Hospital budget of S75 ,000.
Jack Hayes who was present stated the Village Liability insurance
expired May 12, 1957 and presented a bid in the amount of 1856.63
for blanket coverage for the 1957-1958 year. Following discussion
on coverages Burnside moved the bid be accepted. Motion seconded
by Fortin and carried unanimously.
Roberts read a brief report on the Hospital from the Board
regarding the HilleBurton money, bills yet payable and six
months operational figures .
Roberts reporting tzat nothing had been heard yet from Wilson
on the proposed Dump Land. He also reported on a loader to be
used at the Dump, and briefly reviewed the a?alicat' on for the
3 acreas from the State for the Dump Ground.
Roberts resorted on the proposed A-irport Construction and read
a letter from Moulton and Perry. Roberts briefly explained the
past developments to the new Board members and there followed
a discussion din the various solutions . Following discussion it
was the opinion of the Board that the Village should proceed with
the project.
Roberts also explained the rental plan with Paris on the Village
Shop.
Zachary discussed the Sewer Ordinance setting the Sewer rate of
33 per month per house for people not on the Village Water. Following
discussion Fogg introduced and moved the adoption of Proposed
Ordinance #201. Burnside moved the rules be suspended for the
passage of Proposed Ordinance #201 . M,tion to suspend the rules
was seconded by Ruark and carried unanimously. Hortin seconded
the otion moving the adoption of Proposed Ordinance #201 . Question:
In favor, Roberts, Burnside , Fogg, Ruark and Fortin. The
Ordinance was declared adopted.

Burnside reoorted on aoolicat '.ons received to operate the
Club House at the Golf Course for the coming summer.
A contract from the U.S. Forest Service for use of the Vi11ge
Airport for the Bud Control job for the summer of 1957 was
read to the Board. Following discussion the lease and contract
were tabled until next meeting.
A letter from Helen Luzzader regarding broken windows and be-bee
guns by chilired in the Village was read to the Board. The matter
was turned over to Ruark for action.
Roberts briefly discussed and reported on the meeting of the .-..
County Co :fflissioners and requested business men to talk to the
Commissioners on includin ; the road around the lake to be
included in the building olans .

A regular meeting of the Board of Trustees of the Vi ' lage of h1CCall was held
on the above date and the following business transcted.

Burnside moved the meeting of May 6, 1957 be adjourned. Motion was seconded
by Fortin and carried unanimously.
The minutes of the previous meeting were read and approved as read.
Regarding the proposed Dump ground, Roberts reported that he had talked to
the State Land Comm. Lr. Wilson and reported that the State probably would
give the Vi_ilege the easement on the ground and a definite answer should
F?e: be received in the near future.
Regarding the road arornd the Lake, Roberts reported that Wilson stated he
thought the necessary right of way could be turned over to the County without
charge if the County desired to take it over.
Regarding the proposed !irrort onject, Roberts its read a letter from Perry to
Smith and from Himself to Perry, stating the construction on the hill had
been started and the oiling project was discussed at length. Also discussec.
was the ir:iorove...ent to the field which would be made by the Forest Service on
their Spray program. Following discussion Bnrnside moved the Chairman be
authorized to sign the agreement with the Forest Service for the summer
Spray pioject. Mot_ on was seconded by :dark and carried unanimously. Roberts
reported that nothing had. been heard on the i 11-°urt n monies due the Village
on the hospital construction.
Roberts stated that the loader was now in operation and could load rock, gravel, etc.
Roberts also reported that he had welcomed the Peace Officers.
Burnside reported that wiring had been done at the Golf Course and that everything
was operating satisfactorily. The fonndaticn for the floor in the old fire
h0' se building which had been moved to the Golf Course was briefly discussed.
Ruark reverted to the Board a request for salary increases from the Police and
after reviewing other sale ies paid aro nd the State recommended that the
salary schedule be held as is.
Two hour parking and the painting of the Psri;ing lanes was briefly discussed.
Following the discussion on angle parking the Clerk was instructed to write a
letter to t-le State H. ;hway Commission requesting diagonal narking. Rurrrk
moved to einforce two hour parking in the business district until further
notice . Motion was seconded by Fortin and carried unanim usly.

Fortin reported and discussed a request for a ripe below Standish's Dock
across the roar;.
Ho .g reported that Finley McHaug ton of the Forest Service had an authorization
to spend not over . 2000 on the run-way for the current Spray program. They
have bids out for oil and crushed rock and the Foizest Service will go ahead with
the project. Fogg stated teat the Village sho:ld 'Help with the construction
of the truck, patrol, etc. The Chairman appointed Fo ;g and Ackaret to
work on the project.
A price at $n.5.00 for a hose dryer for the Fire Dept. was read to the hoard.
Roberts stated he would further check on the ieem and see if he could purchase
it cheaper.

A regular meeting of the Village Board of the Village of McCall
was held on the above date and the following business transacted.

Ruark moved the meeting of June 3, 1957 by adjourned which motion
was seconded by Fortin and carried unanimously.
Rosecrans who was present requested assistance from the Village
in the amount of 200 to help with the Fourth of July fireworks
display. Following discussion on the sale of fireworks by the
Jaycees , Ruark moved the Village donate a maximum of $$:=00 or less
if the Jaycee fund raising campaign is successful. Motion seconded
by Fortin and carried unanimously.
Gene Covington who was present stated he was being charged a
commercial rate on two houses and the Sewer and the other
occupant was a public assis tance case . Following discussion
it was decided that another meter would be put it as soon as
possible and as an adjustment it was suggested that 1/3 of the
bill be turned over to the public Assistance Dept. and an
adjustment was to be worked out by Fogg and Ackaret.
Roy Stover who was present presented a bill from the Dog House
which had a . 62 water overrun which he stated was too high.
Following discussion Roberts aopo nted Ackaret to investigate the
bill and check the meter as soon as oossible . Also discussed was
the Newsome bill on the Dog House .
Roberts rep ) rted that nothing had been heard from the State of Idaho
on the lease or easement on the State ;^round to be used as a
Dump and also nothing had been heard on a hose dryer.

A copy of a letter to the State Hizolway Dept . requesting montinuation
of angle parking was read to tee B oard.
Regarding the proposed Airport constructions Roberts rep rted that
he did not call Perry due to the Idaho M,1nicipal League Convention
but on the following 'M ,nday sent a telegram requesting the Grant
agreement be forwarded to t:ie Village and tnen pointed out to the
Board that following receipt of the Grant it could be cancelled
out. The Grant a-reenent was briefly discussed.
Zachary reported that the ease:.nent with Brown would be ready to go
as soon as the water rights were clearified.
Fogg reported on the work done by the Forest Service on the
Airport. A strip approximately 501 by 1100 ? of oil was down
and it appears very satisfactory .
Fogg briefly reo:rted on the proposed insect spray job.
Roberts also reported he had men cutting the heavy timber on the
Airoort.
Regarding the hospital Roberts reported that the Idaho Power poles
had been set but the phone lines were not yet in. Roberts also
stated that he had talked to Kimble and the final p.ayinent on the
Hill -Burton funds is being held up due to the controversy between
the Public Health Dept . and the Auditor on the common area
although 95% will be paid, leaving $ 0000 to $5000 necessary to
co.:iolete the construction if the Hill-Burton monies come in full.
Roberts stated he intends to ask the Finance Committee to raise
$10, 000 to conolete construction and reimburse funds advanced by
the General Fund.
Burnside reported some work had been done at the Golf Course so
minors could be served outside the Caddie House .
B urnside wanted to know if anything could be done about a
cement floor for the old firehouse building which has been moved
to the Golf Course . Following discussion on footings Burnside
was to get specifications and get bids from Bayok.
Regarding the Police situation over the Fourth of July, Ruark
stated that about four men would be working for the Village , 2
from Boise , plus about four more from business houses plus 2
State leLlcemen.Logue stated the County would send a Deputy from
Wednesday to Sunday . Petrie reported that an adequate supply of
tear gas was on hand.
The West Coast Airlines schedule to McCall was briefly discussed.
Foilowing discussion it -?as decided to contact the West Coast and
point out that from the point of the Village it was not the most
advantageous schedule .
Zachary stated that a new plat was necessary on the new subdivision.
Ackaret discussed the Sewer pump from the Waterworks Equionent
Co. and tr.e matter was to be discussed at thenext meeting.
